A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM SUPPORTING THE
APPLICATION OF THE CALIFORNIA-
NEVADA SUPER SPEED TRAIN COMMISSION
TO THE U.S. DEPARTMENT OF
TRANSPORTATION AND FEDERAL RAILROAD
ADMINISTRATION FOR AWARDS OF
PRECONSTRUCTION DESIGN/ENGINEERING,
AND CONSTRUCTION GRANTS UNDER TEA-
21'S MAGNETIC LEVITATION
TRANSPORTATION TECHNOLOGY
DEPLOYMENT PROGRAM (~MAGLEV
DEPLOYMENT PROGRAM").
WHEREAS, the United States Government, acting through
the Federal Railroad Administration (FRA), Department of
Transportation (DOT), has enacted the Maglev Deployment Program
(23 U.S.C. Section 322) as a reflection of the Federal
Government's commitment to the near-term implementation of a
revenue service Maglev project in the United States, which
federal program is further outlined, described and defined in the
Federal Register at 49 CFR Part 268; and
WHEREAS, the California-Nevada Super Speed Train
Commission (Commission) has been awarded a planning grant under
Phase I of the Maglev Deployment Program, and to obtain
additional federal funding, the Commission must submit to the
FRA, no later than June 30, 2000, a "Project Description"
detailing Commission Phase I engineering environmental,
ridership, and revenue findings, as well as evidence of public
support for its project; and
WHEREAS, the initial segment of the Maglev project
being planned by the Commission is "The First Forty Miles"
between Las Vegas, Nevada and the California-Nevada State line at
Prim ("Project"), and the 275 mile completed Maglev corridor
between Las Vegas, Nevada and Anaheim, California shall include
station locations within California in the cities of Barstow,
Victorville, Ontario and Anaheim ("Corridor"); and
WHEREAS, the FRA will evaluate the "Project
Description" submitted by the Commission to determine, by
September 30, 2000, whether the Commission's project shall be one
of the projects that is down-selected to receive additional
federal funding during Phase II of the Maglev Development
Program, during which second phase the Project shall be further
evaluated and an Environmental Impact Statement (EIS) prepared
prior to the commencement of actual construction; and
WHEREAS, one of the ~Project Selection Criteria" under
the Maglev Deployment Program is whether a public/private
partnership is in place that is ready, willing and able to
finance, construct, operate and maintain the Project; and
WHEREAS, one of the elements of the public/private
partnership pertinent to the Commission's Project is the
demonstration of a commitment by all the cities located on the
route alignment of the Corridor; and
WHEREAS, the City of Anaheim is supportive of the
application of the Commission for Phase II funding under the
Maglev Deployment Program, and intends to work together with the
Commission to support and realize a Maglev station location
within the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Anaheim does hereby support the ~Project
Description" to be submitted by the California-Nevada Super Speed
Train Commission to the FRA on or before June 30, 2000; and
FURTHER, BE IT RESOLVED, that the City Council of the
City of Anaheim supports the selection of the Commission's
project as one of the recipients of Phase II federal funding
under the Maglev Deployment Program; and
FURTHER, BE IT RESOLVED, that the City Council of the
City of Anaheim does hereby recognize that the transportation
needs of its citizens, as well as all citizens of the Southern
California region, require the implementation of a high speed
ground transportation network incorporated into a larger
intermodal transportation network, which will facilitate the
moving of people in a safe and environmentally friendly manner,
within the City, surrounding region and states. The Project
being planned by the Commission is a demonstration of the type of
high-speed inter-city transportation system needed as we move
into the 21st Century.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 20th day of June ,
2000.
