Crescent Avenue, Anaheim, California May 26, 2010 MINUTES COMMISSIONERS PRESENT: Chairman Baldwin Vice - Chairman Knapil Commissioners Brennan, Crawford, Herschler, and Vadodaria COMMISSIONERS EXCUSED: Commissioner Manes CITY STAFF PRESENT: Sjany Larson -Cash, Com. Services Superintendent Larry Pasco, Park & Urban Forestry Manager Pamela Galera, Principal Project Planner Gail Barruga, Administrative Assistant CALL TO ORDER — Chairman Baldwin called the meeting to order at 5:30 p.m. PLEDGE OF ALLEGIANCE — Chairman Baldwin led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATIONS A. Written Communication — None. B. Unscheduled Oral Communication from the Public - None APPROVAL OF MINUTES — Chairman Baldwin presented the April 28, 2010 Minutes to the Commissioners and asked the Commissioners for any changes. There being none, Chairman Baldwin accepted the Minutes as presented. ACTIVITY REPORTS A. Parks Division Activity Report — March /April 2010 Larry Pasco presented the report highlighting the tree planting project made possible by a grant from the Air Quality Management District. Mr. Pasco answered questions from the Commissioners. B. Parks Capital Project Progress Report — Pamela Galera presented the report, provided updated information on the following projects and answered questions from the Commissioners. • Anaheim Coves — The bids for this project will be advertised in June, with a contractor selected in July. The project must be completed by January 2011 before the start of the nesting season. The OCWD continues their reconfiguration project at the basin. • Anaheim Tennis Center — The new building will be LEED certified. Leadership in Energy and Environmental Design (LEED) is a rating system devised by the United States Green Building Council (USGBC) to evaluate the environmental performance of a building. • Colony Park — The first construction meeting was held on Tuesday, May 25. The site is being graded and the hole dug for the fountain's equipment. The developer hopes the park will be finished at the same time as the next phase of homes are completed. • Founders Park — Staff is awaiting final approval from Public Works and Building before advertising the project for bid. • Pioneer Park — The Challenger /Miracle League Field is complete, backstops are installed, and the site is prepped for the new restroom /snack stand building. The contractor has been hired to install the new lighting and new playground equipment. The playground equipment is scheduled to arrive July 7 and will be installed. The lighting will be completed after the July 12 opening. Park and Recreation Commission May 26, 2010 Minutes Ponderosa Park — Staff will have the Master Plan completed by fall 2010 when the new elementary school opens. Oak Canyon Interpretive Center —This is a new project. Staff is applying for a grant for a new interpretive center at this facility. This will be a new building at the site. The grant is for a maximum of $7 million. NEW BUSINESS A. Recreation and Human Services Fees Resolution B. Parks, Recreation, Human and Neighborhood Services FY2010/11 Proposed Budget Chairman Baldwin combined these two items and stated staff does the best with the available resources. The budget and fee schedule are very complex and staff works on it the entire year, while the Commissioners review it for one month's meeting. Chairman Baldwin accepts in full faith and integrity of the presentation and moved the fees and budget for FY2010/11 be accepted. Commissioner Herschler made a motion to approve the FY2010/11 Recreation and Human Services Fees Resolution and the proposed FY2010/11 Budget for the Parks, Recreation, Human and Neighborhood Services divisions. Commissioner Crawford seconded the motion. Motion passed unanimously. INFORMATION ITEMS ADJOURNMENT - Chairman Baldwin adjourned the meeting at 6:15 p.m.
