A RESOLUTION OF THE CITY COUNCIL OF THE CITY

OF ANAHEIM ESTABLISHING PERMIT - ELIGIBLE
PARKING DISTRICT NO. 20 (NORTH ROSE BUSH
VINE).
WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim
Municipal Code authorizes the City Council to, by resolution, designate any streets, or portions
thereof, as "Permit Parking Only" streets; and
WHEREAS, on August 7, 2007 the City Council approved a Council Policy relating
to Permit Parking recommending that neighborhood residents work with Neighborhood Services
District Teams in identifying solutions and that Permit parking be considered a solution of last resort
to be will be considered only after other options have been evaluated and determined to be infeasible
(the "Council Policy "); and
WHEREAS, the Council Policy sets forth a process to create a Permit - Eligible
Parking District, and, following approval of the District, establishing a process enabling individual
streets within the identified District boundary to request implementation of permit parking; and
WHEREAS, the steps recommended in the Council Policy have been duly followed to
establish a proposed Permit - Eligible Parking District depicted in attached Exhibit "A;" and
WHEREAS, representatives of the community have met with the Neighborhood
Services District Team and the Traffic and Transportation Manager, and efforts to identify and
implement solutions to the parking other than permit parking have been determined to be
insufficiently effective to resolve or significantly improve parking problems, so that no solution other
than permit parking appears to be feasible; and
WHEREAS, the Police Department has performed field evaluation and determined
that the criteria for proceeding with consideration of a district exist; and
WHEREAS, a survey was sent to determine if residents are in favor of formation of a
Permit- Eligible Parking District, and a minimum 30% response rate among single family homes was
achieved with a simple majority of returned surveys in favor of establishing the District in
conformance with the Council Policy; and
WHEREAS, the City Council finds that the approval of the subject Permit- Eligible
Parking District is exempt from the California Environmental quality Act (CEQA) pursuant to
Regulation No. 15061(b)(3), incorporated herein by this reference, which provides that CEQA
applies only to projects which have the potential for causing a significant effect on the environment;
and

WHEREAS, the City Council wishes to establish a Permit - Eligible Parking District.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim, that Permit - Eligible Parking District No. 20 (North Rose Bush Vine) be, and the same is
hereby, established in the area depicted in attached Exhibit "A."
THE FOREGOING RESOLUTION is approved and adopted by the City Council of
the City of Anaheim this 14th of December , 2010, by the following roll call vote:

Dear Resident and/or Property Owner:
As requested by a petition, neighborhood meetings were held on November 4,
2009 and July 13, 2010 to discuss the parking issues in your neighborhood.
Residents at the meetings voiced concerns that residents from the nearby
apartments were parking on their streets, leaving them nowhere to park
themselves. As a result, the majority of the meeting attendees moved to pursue
permit parking.
Permit Parking is a two step process. First step requires the establishment of a
Permit- Eligible Parking District. Permit- Eligible Parking District requires greater
than 50% support from the residents. Once a Permit- Eligible Parking District is
established, residents may request a second and final vote to make their street a
permit parking street. This can be done on a street segment basis, rather than the
entire district. Following is a list of potential permit parking street segments:
• North Street (north side, 160' west of Vine Street to 150' west of East
Street),
• Bush Street (North Street to Wilhelmina Street),
• Bush Street (Wilhelmina Street to Sycamore Street),
• Rose Street (north end of cul -de -sac to Wilhelmina Street), and
• Rose Street (Wilhelmina Street to Sycamore Street),
• Vine Street (Wilhelmina Street to Sycamore Street), and
• Vine Street (North Street to Wilhelmina Street), Wilhelmina Street (south
side, railroad tracks to Vine Street), Alberta Street (end of cul -de -sac to
Vine Street)
For short segments with only two corner homes, they would become permit
parking when both adjacent streets became permit parking streets. For example,
south side of North Street between Bush Street and Vine Street would become a
permit parking street automatically if both Bush Street and Vine Street became
permit parking streets.
All residents and owners in the neighborhood highlighted in the attached map will
have the opportunity to vote on permit parking. By voting "yes" to the enclosed
ballot, you are only voting to become a "Permit- Eligible Parking District." By
becoming a "Permit- Eligible Parking District ", you will have the option to request
a second vote by residents of your street segment to consider becoming a permit
parking street; two - thirds of your street segment is required to favor it. It is

possible to be part of Permit- Eligible Parking District and delay the second vote for permit
parking.
Please answer the questions and return your completed ballot in the envelope provided
by the date specified in the ballot. If a minimum of 30% response rate is achieved and a
simple majority (more than 50 %) of returned ballots desire Permit - Eligible Parking
District, the area shown on the enclosed map will be recommended as a Permit - Eligible
Parking District to the City Council.
Here are some basic questions and answers that may assist you in completing the ballot.
How do streets become a Permit Parking Street?
If the results of this survey meet the minimum 30% response rate and more than 50% favor
Permit Parking, Permit- Eligible Parking District will be recommended to the City Council.
Upon City Council approval, residents from the individual street segments can request
implementation of permit parking. A second survey is then mailed to the residents of the
requesting street segment. A minimum of 30% response rate and a supermajority (two- thirds)
in favor of Permit Parking is required.
Example
Using Vine Street between North Street and Wilhelmina Street as an example, if the results of
this survey meet the Permit- Eligible Parking District requirements (greater than 50% in favor),
and the City Council approves it, the 26 homes on Vine Street will be mailed a second survey
upon request. Eighteen of the 26 homes (greater than two - thirds) on Vine St would need to
vote in favor of Permit Parking on their street segment for it to be implemented, if all
residences returned ballots. A minimum 30% of the homes must respond.
Other streets in the Permit- Eligible Parking District may also request a 2 vote to implement
permit parking or they may choose to wait until the parking problem spreads to their street.
How many permits can I purchase and how much are they?
Each home can purchase up to two biennial permits (valid for two years) at the cost of $30 per
permit. Each permit is good for two years. In addition, or separately, sixty (60) one -day guest
permits can be purchased each year for $1 per permit.
Where do I purchase the permits?
In order to purchase a permit, residents must provide proof of residency and have current
vehicle registration. The vehicle registration card must show the permit parking address.
Permits can be purchased online, by mail and over the counter at City Hall.
After Permit Parking gets implemented, what if vehicles park on the street without a
permit?
Permit parking streets will be actively enforced in the beginning. After some time, violations
will be less common and will need to be reported for enforcement. Vehicles without permits
will be ticketed for a $69 violation.
Do I or my guests need a permit if we park in the garage or driveway?
No, you only need a permit if you park on the street.
