A RESOLUTION OF THE CITY OF ANAHEIM, CALIFORNIA,
REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF ORANGE TO CONSOLIDATE A GENERAL
MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 7,
2000, WITH THE STATEWIDE GENERAL ELECTION TO BE
HELD ON THAT DATE PURSUANT TO SEC. 10403 OF THE
ELECTIONS CODE
WHEREAS, the City Council of the City of Anaheim called a General
Municipal Election to be held on November 7, 2000, for the purpose of the election of
two Members of the City Council; and,
WHEREAS, the City Council is submitting to the voters the questions relating
to Anaheim Charter amendments; and
WHEREAS, it is desirable that the General Municipal Election be consolidated
with the Statewide General Election to be held on the same date and that within the city
the precincts, polling places and election officers of the two elections be the same, and
that the county election department of the County of Orange canvass the returns of the
General Municipal Election and that the election be held in all respects as if there were
only one election;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES
RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to the requirements of Sec. 10403 of the Elections
Code, the Board of Supervisors of the County of Orange is hereby requested to consent
and agree to the consolidation of a General Municipal Election with the Statewide
Primary Election on Tuesday, November 7, 2000, for the purpose submission of various
Charter amendment measures to the voters, measure to appear on ballot as contained in
Attachment "A".
SECTION 2. That the county election department is authorized to canvass the
returns of the General Municipal Election. The election shall be held in all respects as if
there were only one election, and only one form of ballot shall be used.
SECTION 3. That the Board of Supervisors is requested to issue instructions to
the county election department to take any and all steps necessary for the holding of the
consolidated election.
SECTION 4. That the City of Anaheim recognizes that additional costs will be
incurred by the County by reason of this consohdation and agrees to reimburse the
County for any costs.
SECTION 5: That the City Clerk is hereby directed to file a certified copy of this
resolution with the Board of Supervisors and the county election department of the
County of Orange.
SECTION 6. That the City Clerk shall certify to the passage and adoption of this
resolution and enter it into the book of original resolutions.

ATTACHMENT "A"
CITY OF ANAHEIM PROPOSED CHARTER AMENDMENTS
MEASURE 1:
TECHNICAL AMENDMENTS.
Shall specified sections of the City Charter be amended to delete
redundant and obsolete language, to conform to provisions of
state law, and to change all gender references to include both the
male and female
genders?
MEASURE 2:
QUALIFICATIONS FOR ELECTIVE OFFICE.
Shall Section 501 of the City Charter be amended to prohibit city
employees from holding office as Mayor or City Council
member?
MEASURE 3:
SPECIAL PROSECUTORS.
Shall Section 703 of the City Charter be amended to prohibit the
City Council from contracting with any person to act as a special
prosecutor in criminal cases?
MEASURE 4:
CITY FUNDS AND EXPENDITURES.
Shall Sections 705 and 706 of the City Charter be amended to
require the City Treasurer to have custody of all City funds and
the Finance Director to have control of all City expenditures,
except where otherwise authorized by resolution of the City
Council, and to expressly authorize the Finance Director to
prepare or approve wire transfers, electronic payments and
facsimile signature checks for City expenditures?
MEASURE 5:
UTILITY RATES.
Shall Section 1221 of the City Charter be amended to permit the
City Council to consider market prices and other relevant
marketplace factors when setting utility rates?
