MEMORANDUM
CITY OF ANAHEIM
¢a~16, 1996
To: Edward K. Aghjayan ~ E. Johnson
Public Utilities Director of Public Works
General Manager and City Engineer/Superintendent
of Streets
SUBJECT: UNDERGROUND DISTRICT NO. 25 - GILBERT STREET (400 FEET SOUTH OF
CARBON CREEK CHANNEL TO 90 FEET NORTH OF BROADWAY)
Underground District No. 25 involves Gilbert Street from 400 feet south of Carbon Creek Channel
to 90 feet north of Broadway. Gilbert Street is designated as a Commuter highway and is intended
to ensure delivery of acceptable traffic flow and traffic safety to County motorists. As a Commuter
highway, Gilbert Street serves as a collector/distributer of traffic between local streets, major and
primary arterials.
Traffic safety is a major concern throughout this planned underground district. This district includes
the Gilbert Street/Lincoln Avenue intersection, which ranks 22nd in the recent 12-month period
accident count Cignvide. Also in this district is the Gilbert Street/Broadway intersection, which ranks
29th in the recent 12-month period accident count Citywide. Twenty total collisions occurred along
this segment of Gilbert Street during the same 12-month period. Of the total, 10 were broadside,
seven were rear-end, one was single-vehicle-hit-fixed-object, one was head-on and one was side-
swipe. In many of these incidents, sight distances impaired by utility poles may be a collision factor.
I therefore recommend that, pursuant to Chapter 17.24 of the City of Anaheim Municipal Code, the
City of Anaheim adopt a resolution creating Underground District No. 25 which includes the high
accident locations of Gilbert Street/Lincoln Avenue and Gilbert StreeffBroadway. The purpose of
the undergrounding projects is set forth in Section 17.24.020 of Chapter 17.24 and includes traffic
safety.
Overhead electric facilities contribute to the obstruction of visibility of pedestrian and vehicular traffic
at both intersections and driveways. Under certain circumstances, such overhead facilities may
obstruct the vision of pedestrians and vehicle drivers, and adversely impact public use of the
intersections and street segments. For these reasons, I strongly recommend the removal and/or
relocation of all utility facilities within the Gilbert Street segments and that such work be performed
concurrently with the City's underground project.
