A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM ENDORSING AND
INITIATING AN EV-READY COMMUNITY
MARKET LAUNCH PROGRAM
WHEREAS, the City of Anaheim supports the goals,
objectives, policies and action programs to protect air quality,
to enhance energy security and to enhance international
competitiveness, outlined in the Clean cities Program Plan
approved by the City Council on January 10, 1995 and the
Memorandum of Understanding between the City of Anaheim and the
Southern California Association of Governments ("SCAG"), dated
June 6, 1995, designating the City of Anaheim a Clean Cities
Community; and
WHEREAS, the overall goal of the EV-READY COMMUNITY
Market Launch Program is to supply the infrastructure to enable
residents of the City of Anaheim to use electric vehicles
("EV's"); and
WHEREAS, community leaders are asked to consider the
following issues: (1) a policy framework that will encourage the
purchase and lease of EV's in the community and support their
use; (2) building and electrical safety codes that support
expedited and cost-effective deployment of EV-charging equipment
and the training of emergency, fire and rescue personnel; (3) a
plan and schedule for the deployment of charging equipment; and
(4) a public information and awareness campaign; and
WHEREAS, the proposed program will establish a
mechanism by which EV's shall be considered for purchase and
acquisition in the long-term process of converting the City of
Anaheim to electric modes of transportation; and
WHEREAS, as the program is implemented, it will also
reduce pollution and improve air quality and may also reduce the
City's expenses through lower maintenance and other costs
associated with certain alternative fuels; and
WHEREAS, it is the intent of the City Council to set an
example, as well as to gain experience with EV's that can be used
by the general public and local agencies; and
WHEREAS, naming the City of Anaheim an "EV-READY
COMMUNITY" in full partnership and support from the Clean Cities
program of the City of Anaheim will be a major step toward the
implementation of EV and clean-air goals, as outlined in the
Clean Cities Program Plan and Memorandum of Understanding; and
WHEREAS, the City of Anaheim has the opportunity to
take the lead in the development of advanced transportation and
clean air technologies;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim as follows:
1. The City endorses, and hereby initiates, the EV-
READY COMMUNITY Market Launch Program of the City of Anaheim;
2. The Department of Public Works and other city
staff are authorized and directed to contact other participating
agencies and to invite such agencies to assist in developing,
planning and implementing the City's EV-READY COMMUNITY Market
Launch Program; to develop monetary and nonmonetary incentives to
encourage the use of EV's and infrastructure deployment, as
called for in the EV-READY COMMUNITY Market Launch Program; to
develop a plan to deploy infrastructure to support EV's in
operation; and to develop a public information and awareness
campaign regarding the development of the EV-READY COMMUNITY.
3. The Director of Public Works is directed to report
back to the City Council with staff's recommendations for
monetary and nonmonetary incentives to support EV's in operation.
4. The Director of Public Works is directed to report
back to the City Council in three months concerning the progress
made to that date and to identify future actions to be taken to
continue implementation of the EV-READY COMMUNITY Market Launch
Program.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 9th day of
