A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM, CALIFORNIA,
SUPPORTING THE IMPERIAL HIGHWAY
SMART STREET IMPLEMENTATION PLAN
W~EREAS, the Orange County Transportation Authority
(OCTA), in coordination with local agencies, has identified several
high-flow, multi-jurisdictional arterials ("Smart Streets") as one
potential solution to the problem of Orange County's congested
transportation network; and
WHEREAS, Imperial Highway from Santa Ana Canyon Road to
the Orange County/Los Angeles County boundary has been designated
a Smart Street; and
WHEREAS, the City of Anaheim desires to maintain and
improve the streets and roads within its jurisdiction; and
WHEREAS, the City of Anaheim supports the Smart Street
concept as one method for reducing traffic congestion; and
WHEREAS, a feasibility study has been conducted to
identify improvements needed to alleviate existing and future
congestion and safety problems on Imperial Highway; and
WHEREAS, environmental documentation was prepared to
address the environmental effects associated with the Imperial
Highway Smart Street project and to identify mitigation measures
for the project, as required under state and/or federal law and was
certified by the Orange County Transportation Authority as Lead
Agency and was reviewed and considered by the City Council of the
City of Anaheim and was determined to constitute adequate
environmental documentation for those portions of the project
affecting the City of Anaheim; and
WHEREAS, local agencies along Imperial Highway Smart
Street have drafted an implementation plan to be used as a guide
for phasing, funding and constructing Smart Street improvements;
and
WHEREAS, the Imperial Highway Smart Street Implementation
Plan (the "Plan") outlines the roles of the local jurisdictions
along the Imperial Highway corridor as well as costs and schedules
for improvements; and
WHEREAS, the OCTA Board of Directors will make Smart
Street Program funding available only to those agencies which
approve the Plan and support the components of the Plan affecting
their respective jurisdictions; and
WHEREAS, support from all agencies along the Imperial
Highway Smart Street corridor is critical to the success of the
improvements included in the Plan and will enhance the probability
of receiving Smart Street funding from OCTA for every project in
that corridor.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that the City of Anaheim approves the Imperial
Highway Smart Street Implementation Plan as meeting the goals and
objectives of the Imperial Highway Smart Street project.
BE IT FURTHER RESOLVED that the City Council agrees to
support, seek funding for, and implement (as funding becomes
available) the improvements identified in the Imperial Highway
Smart Street Implementation Plan.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 18th day of
