RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM ADOPTING THE NORTHEAST AREA SPECIFIC
PLAN NO. 94-1 (INCLUDING ZONING AND
DEVELOPMENT STANDARDS, A DESIGN PLAN AND
GUIDELINES, AND A PUBLIC FACILITIES PLAN)
(SP94-1) .
WHEREAS, pursuant to Chapter 18.93 of the Anaheim
Municipal Code, on October 17, 1994, the Planning Commission by
Resolution No. PC94-143 initiated the preparation and processing
of Specific Plan No. 94-1 for the Northeast Area; and
WHEREAS, as more particularly described therein,
Specific Plan No. 94-1 for the Northeast Area, on file with the
Planning Department, includes proposed zoning and development
standards, a design plan and a public facilities plan to enhance
and guide future development within an area of approximately
2,645 acres covered by the Specific Plan; and
WHEREAS, as authorized in Chapter 18.93 of Title 18 of
the Anaheim Municipal Code, a Specific Plan may provide for a
different set of zoning and development standards as part of the
Specific Plan text in lieu of existing zoning and development
standards, said standards to be patterned after the zone
districts found in Title 18 of the City of Anaheim Municipal
Zoning Code and, upon adoption by ordinance, supersede any zoning
previously established for that area; and
WHEREAS, the Northeast Area Specific Plan project area
encompasses approximately 2,645 acres within the City of Anaheim,
generally bounded by the Orange (57) and the Riverside (91)
freeways, Orangethorpe Avenue and Imperial Highway, and includes
the Canyon Industrial Area and properties within and surrounding
the boundaries of Redevelopment Project Area Alpha (excluding the
26-acres located at the southwest corner of Tustin Avenue and La
Palma Avenue, which are located within the boundaries of Specific
Plan No. 88-3, Santa Fe Pacific Plaza Specific Plan, also known
as PacifiCenter), which project area is more particularly
described in Attachment 1 to this resolution which is
incorporated herein by this reference; and
WHEREAS, the Anaheim City Planning Commission did hold
a public hearing upon said application, notices of which public
hearing were duly given as required by law; and
WHEREAS, said Commission, after due inspection,
investigation and studies made by itself and in its behalf and
after due consideration of all evidence and reports offered at
said hearing, did adopt its Resolution No. PC95-59 recommending
the adoption of the Northeast Area Specific Plan (SP94-1) and
recommending approval of the zoning and development standards
contained in Specific Plan No. 94-1; and
WHEREAS, thereafter, within the time prescribed by law,
the City Council caused the review Of said Planning Commission
action at a duly noticed public hearing; and
WHEREAS, at the time and place fixed for said public
hearing, the City Council did duly hold and conduct such hearing
and did give all persons interested therein an opportunity to be
heard and did receive evidence and reports, and did consider the
same; and
WHEREAS, the City Council, after careful con~l~eration
of the recommendations and findings of the City Planning
Commission set forth in Planning Commission Resolution No. PC95-
59, and all evidence and reports offered at said hearing, DOES
HEREBY FIND:
1.0 THE SPECIFIC PLAN AREA HAS UNIOUE SITE CHARACTERISTICS, SUCH
AS TOPOGRAPHY, LOCATION OR SURROUNDINGS WHICH ARE ENHANCED
BY SPECIAL LAND USE AND DEVELOPMENT STANDARDS. Anaheim
Municipal Code § 18.93.070(1).
1.1 UNIOUE SITE CHARACTERISTICS AND SPECIAL LAND USE
DEVELOPMENT STANDARDS.
The Specific Plan Area is served by four major regional
transportation corridors which will allow businesses to
take full advantage of the specialized land use
categories and development standards contained in the
Specific Plan.
2.0 THE SPECIFIC PLAN IS CONSISTENT WITH THE GOALS AND POLICIES
OF THE GENERAL PLAN AND WITH THE PURPOSES. STANDARDS, AND
LAND USE GUIDELINES THEREIN. Anaheim Municipal Code
S 18.93.070(2).
2.1 PROVISION OF NEEDED INFRASTRUCTURE IMPROVEMENTS.
The Northeast Area Specific Plan makes provision for a
variety of infrastructure improvements. Improvements
planned under the Specific Plan include landscaping and
circulation and will be phased to coincide with area
needs, consistent with the pace of development in the
Specific Plan area.

2.2 FACILITATION AND IMPLEMENTATION OF THE GENERAL PLAN.
The Northeast Area Specific Plan has been designed to
meet the goals of the City of Anaheim General Plan and
Redevelopment Project Alpha. The Northeast Area.
Specific Plan will implement the General Plan 'by
establishing the following goals:
(a) Establishing the best mix of land uses based on
long-range economic, planning, and environmental
considerations;
(b) Improving the marketability of existing land uses;
(c) Redeveloping and improving under-utilized' parcels;
(d) Optimizing municipal revenues from sales and
property taxes;
(e) Generating sufficient revenue to fund necessary
public improvements;
(f) Establishing appropriate mechanisms to fund
improvements;
(g) Providing adequate public services and facilities
to all properties;
(h) Improving the overall appearance of the area;
(i) Protecting and enhancing the integrity and
desirability of industrial sites within the planned
industrial areas of the community; and
(j) Establishing a blueprint to facilitate a dynamic
mix of uses and ensure compatibility between the
various elements by creating a distinctive public-realm
and a pedestrian-oriented employment setting.
2.3 SPECIFIC PLAN REVIEW
Section 1.3 of the Northeast Area Specific Plan
analyzes and demonstrates in detail the consistency
between the Specific Plan and the City of Anaheim
General Plan, and is hereby incorporated by reference.
3.0 THE SPECIFIC PLAN RESULTS IN DEVELOPMENT OF DESIRABLE
CHARACTER WHICH WILL BE COMPATIBLE WITH EXISTING AND
PROPOSED DEVELOPMENT IN THE SURROUNDING NEIGHBORHOOD.

3.1 LONG-RANGE, COMPREHENSIVE PLANNING APPROACH TO
SIGNIFICANT DEVELOPMENT.
The Northeast Area Specific Plan is a long-range,
comprehensive plan for a significant development, which
cannot be accomplished on a parcel-by-parcel basis.
This comprehensive approach provides the necessary
flexibility for success as well as consistency with
City policies, sensitivity to existing conditions, and
a program to provide the necessary infrastructure for
the Project.
3.2 A TOOL TO GUIDE REDEVELOPMENT.
As a regulatory document for the Northeast Area of
Redevelopment Project Alpha, the Specific Plan controls
the distribution, location, and extent of land uses,
including industrial, commercial, public facilities,
and open space. In addition, the Northeast Area
Specific Plan regulates the location of major
circulation components and other essential facilities
necessary to serve the area. Furthermore, the Specific
Plan establishes design and development standards for
new development and includes criteria for the review of
State Subdivision Map Act submittals.
3.3 PROVISION OF VISUAL AMENITIES.
The Specific Plan provides a Corridor Landscape
Enhancement Program to enhance the overall appearance
of the Specific Plan area. The Landscape Plan includes
enhanced standards for arterial streets, including the
landscaping of private frontage, parking areas, and
public rights-of-way. In addition, the 91 Freeway edge
is to be enhanced to improve the image of the area.
4.0 THE SPECIFIC PLAN CONTRIBUTES TO A BALANCE OF LAND USES.
Anaheim Municipal Code § 18.93.070(4).
4.1 The Northeast Area Specific Plan proposes land use
development areas to better accommodate a market-driven
mix of businesses. Currently, under the City's Zoning
Code, almost the entire Specific Plan area is zoned for
industrial uses. The addition of designated office and
retail areas will make it possible for the Northeast

Area to efficiently accommodate a diverse, market-
responsive mix of uses.
5.0 THE SPECIFIC PLAN RESPECTS ENVIRONMENTAL AND AESTHETIC
RESOURCES CONSISTENT WITH ECONOMIC REALITIES. Anaheim.
Municipal Code § 18.93.070(5).
5.1 INCREASED REVENUES FOR CITY. COUNTRY. AND STATE.
The Specific Plan will produce substantial beneficial
fiscal impacts by encouraging quality development in an
aesthetically pleasing business environment. Projects
within the Specific Plan area will generate revenues in
the form of property tax, sales tax, utility taxes, and
fees to the City of Anaheim, the County of Or~hge, and
the State of California.
6.0 SPECIFIC PLAN NO. 94-1 FOR THE NORTHEAST AREA WILL GENERATE
SUBSTANTIAL PUBLIC BENEFITS AND IS IN THE PUBLIC INTEREST.
AND WHEREAS, the City Council does further find, after
careful consideration of the action of the City Planning
Commission and all evidence and reports offered at said public
hearing before the City Council regarding said specific plan,
that all of the conditions set forth in Section 18.93.040 of the
Anaheim Municipal Code as they apply to the zoning and
development standards are present; and
WHEREAS, pursuant to the provisions of the California
Environmental Quality Act, the City Council, by Resolution,
acting as a Responsible Agency, considered final EIR No. 317 as
prepared and certified by the Redevelopment Agency, the Lead
Agency, and approved and adopted the Statement of Findings of
Fact (which includes the Rejection of Alternatives), adopted the
Statement of Overriding Considerations, and, pursuant to Section
21081.6 of the Public Resources Code, adopted the Northeast Area
Specific Plan No. 94-1 as the monitoring plan for the Project,
finding that the Northeast Area Specific Plan incorporates
measures to mitigate or avoid significant impacts on the
environment and will itself act as effective mitigation for
potential environmental impacts identified in the final EIR; and
that said final EIR addressed the environmental impacts and
mitigation measures associated with (i) General Plan Amendment
No. 334 pertaining to the Land Use, Parks Recreation and
Community Services and Environmental Resources and Management
(Conservation/Open Space) Elements of the General Plan; and (ii)
the Northeast Area Specific Plan No. 94-1 (Including Zoning and
Development Standards, a Design Plan and Guidelines, and a Public
Facilities Plan).
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City
Council, having considered the project refinements and the
evidence presented during the public hearing process, does hereby
approve Specific Plan No. 94-1 (including Zoning and Development
Standards, a Design Plan and Guidelines and a Public Facilities
Plan), subject to the following conditions of approval:
1. That the completion of these reclassification proceedings
(reclassifying the project area to the SP94-1 Zone) is
contingent upon approval and adoption of General Plan
Amendment No. 334 by the City Council.
2. That approval of this application constitutes approval of
the proposed request only to the extent that it complies
with the Anaheim Municipal Zoning Code and any other
applicable City, State and Federal regulations. Approval
does not include any action or findings as to compliance or
approval of the request regarding any other applicable
ordinance, regulation or requirement.
3. That no development shall occur unless such development is
substantially in conformance with the Northeast Area
Specific Plan No. 94-1 document on file with the Planning
Department.
BE IT FURTHER RESOLVED that the City Council of the
City of Anaheim does hereby find and determine that the adoption
of this Resolution is expressly predicated upon compliance with
each and all of the conditions hereinabove set forth. Should any
condition or any part thereof, be declared invalid or
unenforceable by the final judgment of any court of
competent jurisdiction, then this Resolution, and any approvals
herein contained, shall be deemed null and void.
THE FOREGOING RESOLUTION is approved and adopted by the
