A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
APPROVING AMENDMENTS TO THE LAND USE; PARKS, RECREATION
AND COMMUNITY SERVICES; AND ENVIRONMENTAL RESOURCE AND
MANAGEMENT (CONSERVATION/OPEN SPACE) ELEMENTS THE
ANAHEIM GENERAL PLAN DESIGNATED AS GENERAL PLAN
AMENDMENT NO. 334.
WHEREAS, the City of Anaheim, pursuant to the
recommendations of the Planning Commission of the City of
Anaheim, adopted a General Plan for the City of Anaheim; and
WHEREAS, the Planning Commission by Resolution No.
PC94-102 initiated General Plan Amendment No. 334 to establish
consistency between the General Plan and the Development Areas
identified in proposed Specific Plan 94-1 "Northeast Area
Specific Plan"; and
WHEREAS, General Plan Amendment No. 334 is to amend
the Land Use; Parks, Recreation and Community Services; and
Environmental Resource and Management (Conservation/Open Space)
Elements of the General Plan as set forth in the General Plan
Amendment No. 334 maps presented to the Planning Commission and
City Council at the respective public hearings relating to this
matter, on file in the Planning Department of the City (the
"Amendment No. 334 Maps") which are listed on Attachment 1 to
this Resolution; and General Plan Amendment No. 334 further
proposes to amend the text of the General Plan as set forth in
Attachment 1, which Maps and Attachment are by this reference
incorporated herein; and
WHEREAS, the project area encompasses the area as
identified on the Amendment No. 334 Maps, generally bounded by
the Orange (57) and the Riverside (91) freeways, Orangethorpe
Avenue and Imperial Highway, and includes the Canyon Industrial
Area and properties within and surrounding the boundaries of
Redevelopment Project Area Alpha (excluding the 26-acres located
at the southwest corner of Tustin Avenue and La Palma Avenue,
which are located within the boundaries of Specific Plan No. 88-
3, Santa Fe Pacific Plaza Specific Plan, also known as
PacifiCenter); and
WHEREAS, General Plan Amendment No. 334 is further
described as follows:
1) Land Use Element
a) The City of Anaheim General Plan currently
designates the Northeast Area for General Industrial,
General Commercial, Water Use, and Open Space land
uses. This amendment revises the Land Use Element text
to recognize that the Northeast Area Specific Plan, as
proposed, will establish building intensity
designations (i.e., floor area ratios or FAR's) for
each of the proposed Development Areas (Industrial,
Industrial/Recycling Overlay, Expanded Industrial, La
Palma Core, Transit Core, Commercial, and Open Space).
The building intensity limits implemented by the FAR's
will result in an area buildout significantly less than
the existing land use scenario of the General Plan.
b) This proposal further amends the General Plan by
redesignating 17 areas within the Specific Plan 94-1
boundaries as follows as proposed on the Amendment No.
334 Maps (specifically, the map titled General Plan
Amendment No. 334, Land Use Element, Exhibit A):
Figure 1. General Industrial to Business
Office/Service/Industrial: Approximately 113.5
acres generally located south of Miraloma Avenue,
west of Tustin Avenue, north of the SR
91/Riverside Freeway and east of Miller Street.
Figure 2. General Open Space to General
Industrial: Approximately 30 acres generally
located south of the SR 91/Riverside Freeway, west
of the Atchison Topeka and Santa Fe Railroad
right-of-way and north of the Santa Ana River
Channel.
Figure 3. General Open Space to Conservation/Water
Use: Approximately 11.9 acres generally located
south of the SR 91/Riverside Freeway, west of the
SR 91/Riverside Freeway and Tustin Avenue
interchange, north of the Santa Ana River Channel
and east of the Atchison Topeka and Santa Fe
Railroad right-of-way.

Commercial: Approximately 2.8 acres generally
located south and east of the SR 91/Riverside
Freeway and Tustin Avenue interchange.

2) Parks, Recreation and Community Services Element - This
amendment revises Figure 5.1 "Park Facilities Plan" of
the Parks, Recreation and Community Services Element to
delete the Community Park designation from a site
located south of the SR 91/Riverside Freeway, west of
the Atchison Topeka and Santa Fe Railroad right-of-way
and north of the Santa Ana River, as proposed on the
Amendment No. 334 Maps (specifically, the maps
entitled, General Plan Amendment No. 334, Parks and
Schools, Exhibit A and General Plan Amendment No. 334,
Land Use Element, Exhibit A).
3) Environmental Resource and Management
(Conservation/Open Space) Element
a. Open Space: This amendment deletes the Open Space
designation (currently shown on the "Environmental
Resources and Management Open Space/Conservation
Element" map) from an approximately 38.7-acre area
generally located south of the SR 91/Riverside Freeway,
southeast and southwest of the SR 91/Riverside Freeway
and Tustin Avenue interchange, and north of the Santa
Ana River, as proposed on the Amendment No. 334 Maps
(specifically, the maps titled General Plan Amendment
No. 334, Environmental Resources and Management Open
Space/Conservation Element, Exhibit A - Open Space, and
General Plan Amendment No. 334, Land Use Element,
Exhibit A).
b. Conservation: This amendment modifies the Water Use
areas currently shown on the "Environmental Resources
and Management Open Space/Conservation Element" map in
the General Plan, as follows:
(1) Adds the Water Use designation to approximately
11.9 acres generally located south of the SR
91/Riverside Freeway, west of the SR 91/Riverside
Freeway and Tustin Avenue interchange, north of
the Santa Ana River Channel, and east of the
Atchison Topeka and Santa Fe Railroad right-of-
way, as proposed on the Amendment No. 334 Maps

(specifically, the maps entitled, General Plan
Amendment No. 334, Environmental Resources and
Management Open Space/Conservation Element,
Exhibit A - Water Related, and General Plan
Amendment No. 334, Land Use Element, Exhibit A).
(2) Adds the Water Use designation to the existing
Sand and Gravel designation on the approximately
184-acre Warner Basin that is generally located
east of Tustin Avenue, south of La Palma Avenue,
west of Fee Ana Street and north of the Santa Ana
River Channel, as proposed on the Amendment No.
334 Maps (specifically, the maps entitled, General
Plan Amendment No. 334, Environmental Resources
and Management Open Space/Conservation Element,
Exhibit A - Sand and Gravel, and General Plan
Amendment No. 334, Land Use Element, Exhibit A).
AND WHEREAS, on the 1st day of May, 1995 (continued to
May 15, 1995 and May 31, 1995), the City Planning Commission of
the City of Anaheim did hold a duly noticed public hearing to
consider General Plan Amendment No. 334; and
WHEREAS, at said public hearing, the city Planning
Commission did duly adopt its Resolution No. PC95-58 containing a
report of its findings, a summary of the evidence presented at
said hearing, and recommending that said Amendment to the General
Plan designated as Amendment No. 334 be adopted by the City
Council changing the Land Use; Parks, Recreation and Community
Services and Environmental Resource and Management
(Conservation/Open Space) Elements for the aforedescribed
property as set forth in the Resolution and as shown on the
Amendment No. 334 Maps; and
WHEREAS, the City Council does find and determine that
Amendment No. 334 changing the Land Use; Parks, Recreation and
Community Development; and Circulation and Environmental Resource
and Management (Conservation/Open Space) Elements for the
aforedescribed property should be approved and concurs with the
findings of the Planning Commission; and
WHEREAS, pursuant to the provisions of the California
Environmental Quality Act, the City Council, in Resolution No.
95R-153, acting as a Responsible Agency, considered final EIR No.
317 as prepared and certified by the Redevelopment Agency, the
Lead Agency, and approved and adopted the Statement of Findings
of Fact (which includes the Rejection of Alternatives), adopted
the Statement of Overriding Considerations, and, pursuant to
Section 21081.6 of the Public Resources Code, adopted the
Northeast Area Specific Plan No. 94-1 as the monitoring plan for
the Project, finding that the Northeast Area Specific Plan
incorporates measures to mitigate or avoid significant impacts on
the environment and will itself act as effective mitigation for
potential environmental impacts identified in the final EIR; and
that said final EIR addressed the environmental impacts and
mitigation measures associated with (i) General Plan Amendment
No. 334 pertaining to the Land Use, Parks Recreation and
Community Services and Environmental Resources and Management
(Conservation/Open Space) Elements of the General Plan; and (ii)
the Northeast Area Specific Plan No. 94-1 (Including Zoning and
Development Standards, a Design Plan and Guidelines, and a Public
Facilities Plan).
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that Amendment No. 334 to the General Plan
amending the Land Use, Parks, Recreation and Community Services
and Circulation and Environmental Resource and Management
(Conservation/Open Space) Elements for the aforedescribed
property as shown on the Amendment No. 334 Maps and the text
change set forth in Attachment 1 be, and the same are hereby,
approved.
BE IT FURTHER RESOLVED that the Planning Department be,
and it is hereby, instructed to amend the General Plan text and
Maps to conform to General Plan Amendment No. 334 as herein
adopted and approved.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 22nd day of Auqust ,
