Upon the registration of any bicy- c

quired by this Ordinance, the Fire d
Chief shall issue to the licensee a o

therefor. It shall be the duty of t
the licensee to securely attach such
license plate by means of such fas-
tening seal upon the front upright
bar at or just below the handle barn
of the bicycle for which such li-
cense plate is issued, or under the
seat of such bicycle in such a man-
ner as to enable it to be plainly
seen. Such license plate shall re-
main attached to the -frame of the
bicycle for which the same is is-
sued, during the existence of the
license. The Fire Chief shall keep
a record of the date of issuance of
each license, to whom issued,, and i
the number thereof.
SECTION 8: That at the time of
the registering of any bicycle, the
registrant shall exhibit such bi-
cycle unto the Fire Chief for his
Inspection. In the event that the
frame of such bicycle has no num-
ber, or if the frame yumber thereof
Is illegible or insufficient for Iden-
tification purposes, the Fire Chief
shall stamp a new number upon
such frame at the time of first reg-
istration thereof, and such number
shall thereafter be deemed to .be the
frame number for the purposes of
registration under this Ordinance.
At the time of the first registra-
tion of any bicycle, pursuant to the
terms of this Ordinance, the Fire
Chief shall stamp the letters AN
near the frame number of such bi-
cycle.
SECTION 4. No person shall be
required to register or procure any
license for any bicycle -which is
not being ridden or operated upon
the streets of Anaheim.
SECTION b: At the time. that any
'Person first registers any bicycle
owned by him or under his charge
or control within the City of Ana-
heim, the Fire Chief shall issue to
such persons an ownership card
showing the name and address of
the owner of such bicycle, the name
of make of such bicycle, and the
frame number thereof. Such own-
ership card shall be issued for the
purposes of this Ordinance only and
shall not be deemed to be any
guarantee or representation by the
City of Anaheim or of any of its
officers that the person named
therein as owner is in fact the own-
er of such bicycle.
SECTION 6: That whenever any
person sells, trades, disposes of, or
transfers any bicycle registered
pursuant to the provisions of this
Ordinance he shall endorse upon
the ownership card theretofore is-
sued for such bicycle, a written

for any person to remove, tamper

the license period for which such
license plate is issued.
SECTION ll: That it is unlawful
for any person to tamper with. de-
stroy, mutilate or alter any owner-
ship card issued pursuant to the
provisions of this Ordinance.
SECTION 12: That it is unlawful
for any person to ride, operate,
push, carry or tow upon any street
of Anaheim:
(a) Any bicycle which has not
been registered and for which a
license has not been procured as
required by this Ordinance.
(b) Any bicycle bearing anthatg

AN ORDINANCE OF THE CITY OF ANAHEIM PROVIDING FOR THE
LICENSING OF BICYCLES AND THE REGULATION THEREOF: FIXING
FEES FOR LICENSES; PROVIDING FOR THE COLLECTION AND DEPOSIT OF
], SUCH FEES IN THE GENERAL FUND AND PROVIDING PENALTIES FOR
THE VIOLATION OF SAID ORDINANCE AND RFPEALING ORDINANCE NO. 683

3 THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS:
4 SECTION 1: That except as provided in Section No. 4 hereof, any person
5 who is the owner of or has charge or control of a bicycle within the City of Ana -
6 heim, shall annually register with and annually procure a license for such
7 bicycle from the Fire -Chief on or before the first day of February of each year.
8 Each annual license period shall commence on the first day of January
9 and end on the next succeeding 31st day of December,. Bicycle licenses shall be -
10 come delinquent on February 1st of each year,,
11 SECTION 2: That the City of Anaheim shall provide each year, license
12 plates and fastening seals. Such license plates shall be numbered consecutively
13 commencing with number one, shall have the name ANAHEIM stamped thereon and shall
14 show the year for which the same are issued. Such license plates shall be suitable
15 for attachment upon the frames of bicycle,. Upon the registration of any bicycle
16 and the payment of the fee required by this Ordinance, the Fire Chief shall
17 issue to the licensee a license plate and fastening seal therefor. It shall be
18 the duty of the licensee to securely attach such license plate by means of such
19 fastening seal upon the front upright bar at or just below the handle bars of
20 the bicycle for which such license plate is issued, or under the seat of such
21 bicycle in such manner as to enable it to be plainly seen. Such license plate
22 shall remain attached to the frame of the bicycle for which the same is issued,
2.3 during the existence of the license. The Fire Chief shall keep a record of the
24 date of issuance of each license, to whom issued, and the number thereof.
25 SECTION 3: That at the time of the registering of any bicycle, the
26 registrant shall exhibit such bicycle unto the Fire Chief for his inspection.
27 In the event that the frame of such bicycle has no number, or if the frame number
28 thereof is illegible or insufficient for identification purposes, the Fire Chief
29 shall stamp a new number upon such frame at the time of the first registration

31 the purposes of registration under this Ordinance. At the time of the first
32 registration of any bicycle, pursuant to the terms of this Ordinance, the Fire

2 ` SECTION 4. No person shall be required to register or procure any li—
3 jcense for any bicycle which is not being ridden or operated upon the streets of

SECTION 5: At the time that any person first registers any bicycle
owned by him or under his charge or control within the City of Anaheim, the Fire
Chief shall issue to such person an ownership card showing the name and address o
the owner of such bicycle, the name of make of such bicycle, and the frame number

thereof. Such ownership card shall be issued for the purposes of this Ordinance
!only and shall not be deemed to be any guarantee or representation by the City of
Anaheim of any of its officers that the person named therein as owner
is in fact the owner of such bicycle.
SECTION 6: That whenever any person sells, trades, disposes of or
i
transfers any bicycle registered pursuant to the provisions of this Ordinance,
he shall endorse upon the ownership card theretofore issued for such bicycle, a
written transfer of the same, setting forth the name and address of the trans—
feree and the date of transfer and the signature of transferor, and shall deliver
such ownership card, so endorsed, to such transferee at the time of transfer
,arch transferee shall, within ten days after such transfer, notify the Fire 6hief
of such transfer, and shall apply to said Fire Chief for a transfer of ownership
card. For such transfer of ownership card, the transferee shall furnish his
name and address and shall exhibit the transferred bicycle to the Fire Chief for
his inspection. Upon payment of the transfer fee, the Fire Chief shall issue
to such transferee a new ownership card for such bicycle.
24 SECTION 7: That in the event that any ownership card or license plate
25 issued pursuant to the provisions of this Ordinance, be lost or stolen, the li-
2 6 censeeof such bicycle shall immediately notify the Fire Chief, and within fifteen
27 days after such notification, such card or plate be not recovered, the licensee
28 shall apply to the Fire Chief for a new ownership card and/or license plate and
29 shall furnish said Fire Chief with an affidavit showing the loss or theft of such
30 ownership card and/or license plate, whereupon said Fire Chief shall issue to such
31 licensee a new ownership card and/or license plate, upon payment to said Fire Chief
32 f a fee of fifty (05O) cents.

SECTION 8: That the fees required to be paid pursuant to the provi
of this Ordinance are:
(a) For such license issued before the same is delinquent, the sum of
fifty (.50) cents.
(b ) For each transfer of ownership card, applied for within the period
prescribed by this Ordinance, the sum of fifty (.50) cents.
(c) For each registration card and/or license plate issued in liey,of
lost or stolen one, applied for within the period prescribed by this Ordinance,
the sum of fifty (.50) cents.
(d) For each licensb issued after the same has become delinquent, the
sum of one dollar.
(e) For each transfer of ownership card, applied for beyond the period
prescribed by this Ordinance, the sum of One ($1.00) dollar.
(f) For each ownership card and/or license plate issued in lieu of a
lost or stolen one, applied for more than fifteen days after notification to the
Chief of Police of such loss or theft, the sum of one ($1.00) dollar.
(g) For each impounding fee, the sum of fifty cents.
SECTION 9: That it is unlawful for any person to remove, destroy,
mutilate, tamper with or alter the number of the frame of any bicycle registered
pursuant to the provisions of this Ordinance, provided however, that nothing in
this Ordinance shall prohibit the Fire Chief from stamping numbers or letters on
frames of bicycles as provided in Section 3 hereof.
SECTION 10: That it is unlawful for any person to remove, tamper with,
destroy, mutilate or alter any license plate issued pursuant to the provisions of
this Ordinance, or the fastening seal for the same, during the license period
for which such license plate is issued.
SECTION 11: That it is unlawful for any person to tamper with, destroy
mutilate or alter any ownership card issued pursuant to the provisions of this
Ordinance.
SECTION 12: That it is unlawful for any person to ride, operate, push,
carry or tow upon any street of Anaheim:
(a) Any bicycle which has not been registered and for which a license

1 has not been procured as required by this Ordinance.
2 (b) Any bicycle bearing any frame number other than that registered
3 with the Chief of Police.
4 (c) Any bicycle from which the frame number has been removed, defaced,
5 destroyed or o blitereated.
6 (d) Any bicycle without the license plate issued therefor, attached
7 to said bicycle as herein provided, however, that it shall not be ,& violation of
8 this subsection for any person to so ride, operate, push, carry or tow any such
9 bicycle from which the plate has been lost or stolen for a period of fifteen
10 days after notifying the Fire Chief of such loss or theft.
11 SECTION 13: That any person engaged in the business of buying second.
12 hand bicycles in the City of Anaheim is hereby required to make a daily report
13 to the Fire Chief giving the name and address of the person from which each bi-
14 cycle is purchased, the frame number thereof, and the number and description of
15 any license plate attached thereto at the time of purchase. Any person engaged
16 in the business of selling new or second-hand bicycles in the City of Anaheim is
17 hereby required to make a daily report to the Fire Chief giving a list of all
18 sales made by such person, which list shall include the name and address of
19 each person to whom a bicycle is sold, that make of bicycle sold, together with
20 a description and frame number thereof, and the number and description of any
21 license plate attached thereto.
22 SECTION 14: That the Chief of Police shall have the right to impound
23 and retain possession of any bicycle being operated in violation of the provision
24 of this Ordinance, and may retain possession of such bicycle until the provisions
25 of this Ordinance are complied with. The Chief of Police shall charge a fee of
26 fifty (.50) cents for each bicycle so impounded
27 SECTION 15: All fees and monies collected by the Fire Chief, pursuant
28 to the provisions of this Ordinance, shall be delivered at least once each week
29 to the City Treasurer of Anaheim who shall place the same in the General Fund.
30 That all licenses and fees fixed and imposed by this Ordinance are fixed and
31 imposed by the City of Anaheim.
32 SECTION 16: That the Fire Chief ",and -the Chief of Po=lice , shaft' "be

1 to appoint deputies, by and with the consent of the City Council of the City of
2 Anaheim„ to assist in the enforcement and carrying out of the provisions of this
3 Ordinance.
411 SECTION 17: Definitions
5JjAs used in this Ordinance, the following terms and words shall have the following
6 meanings:
7 (a) The word "person" shall mean and include both the singular and
8 plural, the masculine, feminine and neuters, and shall also mean and include perso
9 individual, corporation, co -partnership, association, firm, club, society and
10 any other organization,
11 (b) The term " Fire Chief" shall be deemed to mean and include the
12 Fire Chief of the City of Anaheim and any deputy appointed pursuant to the pro -
13 visions of Section 16 thereof,
14 (c) The term "Chief of Police" shall be deemed to mean and include the

lChief of Police of the City of Anaheim, any policeman of the City of Anaheim, and
any deputy appointed pursuant to the provisions of Section 16 thereof.
SECTION 18: That any person who violates any of the provisions of this
Ordinance shall be guilty of a misdemeanor, and upon conviction thereof, sbau
be pfinished by a fine not exceeding Three Hundred ($300000) Dollars or by impriso.
ment in the Orange County Jail for a period of not more than three months, or by
both such fine and imprisonment.
SECTION 19: Ordinance No. 683 of the City of Anaheim entitled, 'AN
ORDINANCE PROVIDING FOR THE REGISTRATION AND LICENSING OF BICYCLES," adopted the
13th day of March, 1915, is here ty repealed.
SECTION 20: The City Clerk shall certify to the passage of this Ord-
inance and shall cause the same to be printed and published once within 15 days
of its passage in the Anaheim Bulletin, a newspaper of general circulation#
printed, published and circulated in the City of Anaheim, and thirty days from
and after its final passage it shall take effect and be in full force.
