A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AN AMENDMENT TO THE LAND
USE ELEMENT OF THE ANAHEIM GENERAL PLAN
DESIGNATED AS AMENDMENT NO. 2000-00382,
EXHIBIT "A."
WHEREAS, the City Council of the City of Anaheim did
adopt the Anaheim General Plan by Resolution No. 69R-644, showing
the general description and extent of possible future development
within the City; and
WHEREAS, the Planning Commission directed staff to
initiate an amendment to the Land Use Element of the General Plan
to amend portions of the Anaheim General Plan Land Use Element in
order to:
(1) Delete the Utility Facility and Library designations
from the east side of Weir Canyon Road south of Santa Ana Canyon
Road, shown on Figure 2 "Existing' attached to the Staff Report
to the Planning Commission dated November 20, 2000; and
(2) Delete the Police Station designation from a 1.87-acre
site shown on Figure 2 "Existing" and also identified as "Portion
B" on the location map attached to the Staff Report to the
Planning Commission dated November 20, 2000, and as described
herein; and
(3) Designate a Utility Facility on a 0.52-acre site shown
on Figure 3 ~Exhibit ~' attached to the Staff Report to the
Planning Commission dated November 20, 2000, and also identified
as "Portion C" on the location map attached to the Staff Report,
and as described herein; and
(4) Designate a Library and a Police Station on a 6-acre
site shown on Figure 3 "Exhibit ~' and also identified as
"Portion ~' on the location map attached to the Staff Report, and
as described herein; and
(5) Amend the land use designation on an irregularly-shaped
1.87 acre parcel, shown as ~Portion B" on the location map
attached to the Staff Report, to General Open Space land use as
shown on Figure 3 "Exhibit A."
WHEREAS, the proposed land use designations are
illustrated on a map labeled Exhibit A of General Plan Amendment
No. 2000-00382 (herein referred to as ~Exhibit "A") on file in
the Planning Department of the City of Anaheim; and
WHEREAS, the proposed designations are for the
following sites:
Portion B: A rectangularly-shaped 1.87-acre site located at
the southerly terminus of Dream Street with a 20-foot frontage on
the south side of Dream Street and a maximum depth of 350 feet,
located 344 feet south of the centerline of Monte Vista Road, and
further described as 8186 South Dream Street. (Proposed General
Open Space land use.)
Portion C: An irregularly-shaped 0.52-acre site with a 292-
foot frontage on the south side of the SR 91/Riverside Freeway
and a maximum depth of 95 feet, located 790 feet west of the
centerline of Roosevelt Road, and further described as 8155 East
Santa Ana Canyon Road. (Proposed Utility Facility site.)
Portion D: An irregularly-shaped 6.0-acre property with a
660-foot frontage on the north side of Santa Ana Canyon Road and
a maximum depth of 515 feet, located 50 feet west of the
centerline of Roosevelt Road, and further described as 8165 -
8195 East Santa Ana Canyon Road. (Proposed Library and Police
Station sites.)
WHEREAS, at said public hearing, the City Planning
Commission did duly adopt its Resolution No. PC2000-130
containing a report of its findings, a summary of the evidence
presented at said hearing, and recommending that said Amendment
to the General Plan designated as Amendment No. 2000-00382 be
adopted by the City Council changing the land use designations
for the aforedescribed areas in accordance with Exhibit "~'; and
WHEREAS, upon receipt of said Resolution, summary of
evidence, report of findings and recommendations of the City
Planning Commission, the City Council did fix the 9th day of
January, 2001, as the time, and the City Council Chamber in the
Civic Center as the place for a public hearing on said proposed
Amendment No. 2000-00382 and did give notice thereof in the
manner and as provided by law; and
WHEREAS, the City Council did duly hold and conduct
such public hearing and did give all persons interested therein
an opportunity to be heard, and did receive evidence and reports
and did consider the recommendations of the City Planning
Commission; and
WHEREAS, the City Council does find and determine that
Amendment No. 2000-00382 changing the land use designation in the
aforedescribed area in accordance with Exhibit "A" on file with

the City should be approved for the following reasons.
1. That the evidence presented substantiates the need for
an amendment to the Anaheim General Plan Land Use Element and
that, therefore, Exhibit A should be adopted redesignating the
above-described areas for Utility Facility, Library and Police
Station sites, and for Open Space land uses.
2. That approval of General Plan Amendment No. 2000-00382,
Exhibit A, will also delete the existing land use designations
for the Utility Facility, Library and Police Station sites shown
on Figure 2 "Existing."
CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDING: That the
Anaheim City Council has reviewed the proposal to amend the Land
Use Element of the Anaheim General Plan as follows: Portion B -
to designate certain property described as a rectangularly-shaped
1.87-acre property located at the southern terminus of Dream
Street, having 20 feet of frontage on the south side of Dream
Street and a maximum depth of 350 feet, being located 344 feet
south of the centerline of Monte Vista Road, and further
described as 8186 South Dream Street, for General Open Space land
use; and Portion C - to designate an irregularly-shaped 0.52-
acre property having a frontage of 292 feet on the south side of
the SR 91/Riverside Freeway and a maximum depth of 95 feet, being
located 790 feet west of the centerline of Roosevelt Road, and
further described as 8155 East Santa Ana Canyon Road, as a
Utility Facility site; and Portion D - to designate an
irregularly-shaped 6.0-acre property having frontage of 660 feet
on the north side of Santa Ana Canyon Road and a maximum depth of
515 feet, being located 50 feet west of the centerline of
Roosevelt Road, and further described as 8165 - 8195 East Santa
Ana Canyon Road, as a Library site and Police Station site; and
to delete those public facility (Utility Facility, Library and
Police Station) designations from the sites on which they
currently exist; and does hereby approve the Negative Declaration
upon finding that it has considered the Negative Declaration
together with any comments received during the public review
process and further finding on the basis of the initial study and
any comments received that there is no evidence that the project
will have a significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Anaheim hereby adopts General Plan Amendment No.
2000-00382, pertaining to the Land Use Element to designate the
above-described sites as Utility Facility, Library and Police
Station, and to the Open Space land use designations,
respectively, in accordance with Exhibit "~'

BE IT FURTHER RESOLVED that the Planning Department be,
and it is hereby, instructed to amend the General Plan Map to
conform to General Plan Amendment No. 2000-00382 as herein
adopted and approved.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 9th day of January,
2001.
