ARA-2009/01/27ANAHEIM REDEVELOPMENT AGENCY REGULAR MEETING OF JANUARY 27, 2009 The Anaheim Redevelopment Agency met in regular session in the Chambers of Anaheim City Hall located at 200 South Anaheim Boulevard. Present: Chairman Curt Pringle, Agency Members: Lorri Galloway, Bob Hernandez, Lucille Kring, and Harry Sidhu. Staff Present: City Manager, Dave Morgan, Acting City Attorney, Cristina Talley, and Secretary, Linda Andal A copy of the agenda was posted on January 23, 2009 on the kiosk outside City Hall. At 5:13 P.M., Chairman Pringle called the meeting of the Anaheim Redevelopment Agency to order for a joint public comment session with the Anaheim City Council. ADDITIONS/DELETIONS TO THE AGENDA: None PUBLIC COMMENTS: No comments offered during oral communications related to the Redevelopment Agency agenda. CONSENT CALENDAR: At 5:30 P.M., the consent calendar was considered with Chairman Pringle requesting a brief staff report on Item No. 1 prior to adoption of the consent calendar, 1. Approve revisions to the Second Mortgage Assistance Homebuyer Downpayment ARA-161 Assistance Program to increase the program loan limits for low and moderate income households (related to Council Item #07). Elisa Stipkovich, Director of Community Development, explained that approval of Item 1 would give the Department flexibility in its downpayment assistance program. She noted Council had previously authorized the maximum amount of downpayment assistance to be $125,000 for low income and $100,000 for moderate incomes and would normally group together several different loans to reach those maximums. She pointed out staff was not asking to change maximums but due to the fact the State of California had frozen several of their housing programs, staff was unable to reach that maximum by bundling loans together. She added in order to honor the commitment made to several homebuyers currently in escrow, staff required flexibility on local programs such as setaside loans and federal home loans, further adding, should the State release monies in the future, the process would return as previously handled. Mayor Pringle supported the Department's actions to provide City backup funds to cover anticipated State loans to allow four homeowners currently in escrow to move into their homes in the Colony Parks project. He added that he would support the continuation of loaning borrower's funds and have the State reimburse the City as opposed to changing the formula and taking on an added downpayment assistant program. Ms. Stipkovich responded staff would work with the City Attorney to determine whether it was possible to continue to fund the BEGIN loans in anticipation of reimbursement by the State. After presentation of the staff report on Item No. 1, Agency Member Hernandez moved to approve the consent calendar (Item No's. 1 - 2), seconded by Agency Member Kring. Roll Call vote: Ayes - 5: Chairman Pringle and Agency Members: Galloway, Hernandez, Kring and Sidhu. Noes - 0.
