It shall be unlawful for any person, firm or corporation to use any electric current through any wire, connection, appliance, fixture or apparatus in or about any building within said City of Anaheim until the same shall have been inspected and approved by the City Electrician and the certificate herein provided for shall have been issued therefor. Section 6. Rules and Regulations. (a) This ordinance shall apply to all electrical installa- tions in the City of Anaheim, including those in public schools, which operate at more than 25 volts or which generate, transmit, transform or utilize more than 50 watts, except such installa- tions as come under the exclusive jurisdiction of the Railroad Commission of the State of California. (b) All electrical installations which are made in the City of Anaheim after the date on which this ordinance becomes effect- -2_ 13 14 15 16 17 19 20 21 22 23 24 25 26 27 28 29 30 31 32 ive, and which come within the provision of this ordinance, shall be constructed, installed, wired, and maintained in conformity with all of the requirements of this ordinance and will all of the applicable orders of the Industrial Accident Commission of the State of California, which are in effect at the time the work is done and with all of the applicable rules of the National Boar of Fire underwriters which are in effect at the time the work is done; provided, however, that whenever the said Industrial Accident Commission shall, by order, fix a standard of safety applying to any installation which is included within the pro- visions of this ordinance, such orders shall,upon the filing of the said Industrial Accident Commission of a copy thereof with the Clerk of the City of Anaheim, establish a minimum require- ment concerning the matters covered by such orders and shall amend or modify any requirement in any local rule or any rule of the National Board of Fire Underwriters applying to the same matter, if such local rule or rule of the National Board of Fire Underwriters would permit of safe construction or installation; and provided further, that in any case where the construction employed is not specifically covered by any rule of the National Board of Fire Underwriters or by any local rule, the City Electrical Inspector shall require such construction as in his judgment is most suitable. Section 7. The City Electrician may, at his discretion, issue to any owner, contractor, firm or corporation, a permit to install,temporarily, wiring for light or apparatus, in or about any building, structure or tent in progress of construction, alteration or repair; such temporary wiring to be removed on completion of the building, or to be removed when so required by the City Electrician. Section 8. After such disconnected wiring, apparatus or fixtures have been so put in condition required by this ordinance, the seal or seals so placed by the City Electrician shall be removed by him. It shall be unlawful for any person, firm or corpora- tion to use any current in, through, or by means of such dis- connected wiring, apparatus or fixtures, or to attach other wires for the supply of current to such disconnected wiring, appa3stus or fixtures, or to remove, break, or deface any seal so placed. Section 12. All plumbing and pipe work must be in place and not concealed before the electric wiring is inspected, and no such wiring will be considered as complete until such piping is in place. Upon making inspection of any electrical aquipment, the -5- I' I 1 inspector shall leave a notice at the service switch, or other 2 suitable place, stating that the electrical work has been in - 3 '!1 spected by the City Electrician, and it shall be unlawful to j 4 1 conceal any elecgrical wiring or other work until same has been 5 li inspected as herein required. i 6 Section 13. It shall be unlawful for any person, firm, II either as an owner, architect artisan or other - 7 I or corporation, ei , , 8 wise, to do or cause or permit to be done, to use or cause to 9 be used, any electrical wiring or any installing of electrical 10 j apparatus or fixtures in such a manner that they do not, in all I 11 I' respects, conform to the provisions of this ordinance. 12 i Section 14. All application blanks must be filled in I 13 1 full, giving permit number, name of owner, and electrical con- i, � 14 tractor, and location by street and number of work''to be inspect - 15 j ed. A diagram of wiring mast be drawn on such applications, and 16 I such diagram must have the number of lights marked at each out - 17 let, together with voltage, and must show wire sizes and distances 18 locations, location of every switch,.table board or switch -boards; 19 also circuits clearly outlined and as nearly as possible the 1 20 manner in which all wires are installed. 21 Every person, firm or corporation owning, constructing 22 or having control of the installation of any electrical wiring I 23 or apparatus under the provisions of this ordinance must correct 24 any and all defects therein within a reasonable time after the 25 j notice thereof from the office of the City Electrician. After 26 such defects have been removed, the person, firm or corporation 27 who shall have removed the defects shall notify the City Elect - 28 rician of the removal of such defects. i 29 j When any person, firm or corporation, after such notice, 30 has been given by the City Electrician, shall be found to have 31 violated any of the requirements of this ordinance, or when, 32 through any such violation, by any person, firm or corporation, 6 - - i 1 2 3 4 5 6 7 8 9 l 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 doing the work, it is necessary to make extra inspections of the work, there shall be charged said person, firm or corporation for such extra inspection made necessary on account of the viola- tion, or for alterations to work previously accepted, or for any pther inspection of any electrical equipment governed by the provisions of this ordinance, for which no fee is herein pre- scribed, a fee of one dollar ($1.00) per Uour. i Section 15. This ordinance shall not be construed to relieve from or lessen the responsibility of any person, firm or I corporation owning, operating or installing any electrical wires, apparatus, appliance construction or equipment for damages to any one injured by any defect herein, nor shall the City of Anaheim or any agent thereof be held as assuming any such liability by reason of the inspection authorized herein, or the certificate of inspection issued under the provisions of this ordinance. Section 16. If any person, firm or corporation shall place or install or cause to be placed or installed in any build- ing, structure or tent any wiring, apparatus or fixtures for the use of electricity, or shall make or cause or permit to be made any alterations or changes in or addition to any wiring, apparatus or fixtures for such use, without a permit first having been ob- tained for the same as required by this ordinance, no permit shall be subsequently issued for the same and no inspection of the same shall be made until double the amount of fees otherwise provided by this ordinance are paid for such permit and inspection Section 17. This ordinance shall apply to all electri- cal installations in the City of Anaheim which operate at more than 25 volts or which generate, transmit or utilize more than 50 watts, except such installations as come under the exclusive juris- diction of the Railroad Commission of the State of California. Section 18. It shall be unlawful for any person, firm -7- 1 2 3 4 5 6 7 8 9 1D 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 or corporation, either as owner, contractor, artisan or otherwise j to place or cause to be placed in, on or around any service I switch or cutout, except the neutral conductor of a 110-220 volt system, any wire or metal,or otherwise to prevent any service switch or cutout from opening under excessive currents. Section 19. Definition of terms. For the purpose of this ordinance, the following terms shall have the meaning s attached to them by this section, unless it is apparent from the contents that they are used with another meaning. The word "approved", whenever used in this ordinance, shall be held and construed to mean and include the approval of the City Electrician unless otherwise specified. The work "apparatus", whenever used in this ordinance, shall be held and construed to mean any electrical wiring, appliances, apparatus, or electrical construction of any kind w#atsoever, installed or used in or about any buildings, structu or tent in the City of Anaheim. The woril "theatre", when used in this ordinance, shall be held and construed to mean a room, hall or auditorium, having a stage, either with or without scenery, used or designed to be used for public entertainments of persons, and adapted to the presentation of plays, operas, concerts, spectacles, or similar forms of entertainment. The word "City Electrician", as used in this ordinance, shall include his deputies. The term "show window", as used in this ordinance, shall be construed to mean that space or enclosure of a shop window, which space or inclosure is used for the display of merchandise. Section 20. Fees. General Requirements. 24 All wires, installed in or on all buildings or other 25 structures in the City of Anaheim, which wires are used for the 26 purpose of conducting electricity for light, heat or power, shall 27 be inclosed in approved metal conduit, armored cables, or metal 28 I moulding, as hereinafter set forth,with the following exceptions; 29 (a) A building designed and built as a single residence 30 for one family only, outside of Fire District No. 1. 31 (b) For installations of open wiring in buildings in the 32 II process of construction or installations of open wiring used in l l 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 the lighting of exhibitions, fairs, celebrations, and similar iI displays of a temporary nature. I !, (c) For the installation of all wires in central and sub- stations for conducting electricity for light, heat or power when such wires carry a voltage that renders their installation i j in conduit impracticable. Section 22. Preparation for knob and tube wiring. i Where knob or tube wiring is installed in any building, all construction work, such as pipe work for plumbing, backing board, for support of lathe or plaster board, supports and braces for roofs and all construction work, which if installed subsequen- to the wiring may come in contact with or disarrange it, shall be in place before the wiring is approved. Section 23. Fixtures, installments, requirements. All fixtures, brackets, switches, wall or floor recep- tacles which are installed within 7 feet 6 inches vertically or 5 feet horizontally of conducting floors, piping or other ground- ing, materials shall be made to comply with the following con- ditions: Outlets for switches, receptacles or brackets located ir i li bathroom, kitchen, must have their outlet boxes grounded with not less than No. 10 B. & S. guage wire and in an approved manner; sockets must be of the porcelain or other non -conducting material and must not have live parts of socket or lamp exposed. Chaim pull sockets must have insulator breaks installed in the chain as close as possible to the socket. Fixtures installed over bath tubs or shower bath compartments, where partly or wholly inclosed with partition curtain or other wise, shall be of the vapor Proof type. Drop cords must be of reinforced cord. Receptacles must have no live parts exposed. Section 24. All floor or wall receptacles which are -10- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 within 4 feet of the floor must be of the type as to have no live metal parts exposed when cords are detached. No receptacles which have their live metal parts covered by a hinged cover plate shall be used after this ordinance become effective. Section 25. Lights installed in clothes closets must be of the ceiling type with wall switch or of the chain pull switch installed over door. No drop cords will be allowed. Section 26. fires in attics shall not be run closer t three feet to scuttle hole unless -.---absolutely necessary and when so run, they must be adequately protected. Section 27. Outlets in per circuit in residences. In arranging circuits for the lighting of residences, flats or apartments, no circuit to which is connected a ceiling outlet located in a kitchen, dining room, front or sitting room, shall have more than eight outlets connected thereto. And no circuit supplying any part of a residence, flat or apartment shall have more than ten outlets, nor more than sixteen sockets connected thereto. 660 watt total. Section 28. Loom boxes and plates. Buildings where the wiring is to be covered by platter— ing or is otherwise concealed, approved metal outlet boxes or plates shall be used at all outlets; plates shall be used only in the wiring of old buildings already plastered, and in such places where it is impossible to use boxes. Outlet boxes and be plates must/securely mounted so as to come flush with the finished surface and whereever possible be mounted on metal hangers, with both strips on solid backing. Section 29. No additional work shall be attached to any existing installation without obtaining permission from the City Electrician. to do so. (b) Where alterations or additions are made in any install— ations, the approval for the use of old material must be obtained —11-- a 10 11 from the City Electrician before it is used. (c) All hotels, factories, workshops, schools, detention buildings, assembly halls, theatres and all other buildings re- quiring fire escapes, which are occupied at night, shall have all public halls, stairways, and passageways properly lighted and at the head and the foot of each flight of stairs, and at the inter- section of halls with main corridors, and at the point of egress to each fire escape shall be kept burning from sunset to sunrise a red light. In all places where exit lighting is used, the exit fixture must contain two receptacles. These lights must be on a 12 separate circuit or circuits connected on the service side of 5 I' main fuses with only set of fuses between the light and the 14 I!, service main. 15 (d) All snitches, cutouts, first installation fuses, com- 16 jl plete mains and meter loops, and all connections in wiring 17 ! necessary for placing any meter must be installed by the person, it 18 j firm or corporation to whom the permit for such installation is 19 20 21 22 23 24 25 26 27 28 29 30 31 32 issued. (e) No service mains shall be less than No. 10 B & S gauge, three wire on five or more circuits. (f) Bell transformers must be installed in separate metal cabinets or in cutout cabinets. (g) Any building or structure (other than private residence) in the fire district of the City of Anaheim, as now and hereafter fixed by ordinance of the City Council, when altered, repaired, remodeled or changed in any way to exceed the value of twenty-five (25) dollars, all wires which were previously installed in said building or structure and used for the purpose of conducting electricity for heat, light, or power,must be installed or rein- stalled in approved metal conduit armored cable or metal molding a any building or structure altered, repaired ar moved, that is not -12- 1 in the fire district, must have building service changed or 2 ! installed to conform with the existing electrical ordinance. I' 3 ! (h) Every system of wiring for light or power shall not Ij 4 exceed two per cent loss on full load current. I' .5 i', (i) where tapped joints are found unsola red, the inspector 6 may require all joints to be left untapped until inspected. 7 (j) wires must be five inches apart or one wire loomed. i 8 (k) 'fires shall be knobbed every three feet in partitions 9 and within eight inches of header plate, fire stops or other 10 11 1.2 ,3 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 obstructions, and not more than four feet when running along parallel with ceiling joists. Tubes only shall be used for doss -over on pipes and wire when within two inches of each other and fastened in position, Staples or nails shall not be used to fasten loom. All tap wires shall be fastened under knob at point of tapping. 'There more than two circuits are installed, wire from fuse blocks to attic shall be run in conduit to pull box. Section 30. (a) on all lighting installations, one conductor of all volt 110 volts or 110-220/systems shall have a continuous indentify- ing marker readily distinguishing it from the other conductors of the circuit. This marked conductor shall in all cases be connected to the grounded: wire of the system. The identifying must be obtained by the use of an outer braid of some color which will be readi;y distinguished from the black finish ordinarily used in the rubber covered wire. This continuous marker shall be used in wires of H & S I gauge No. 14 to No. 8 inclusive. On wires of No. 6 or larger a continuous marker may be used, or each end of the neutral or grounded wire shall be identified at all switches, pull boxes, or cabinets, or other locations where connections or splices may be required. -13- !i This identification shall be made by a strip of white j 2 paint on black conductors, and black paint on white conductors. 3H (b) Single pole switches shall ndt be installed in the 4 �� grounded neutral wire of the system. 5 (c) The screw shell of all sockets of drop cords, fixtures 6 I and receptacles shall be connected to the marked or grounded wire' 7 ! of the circuit. gi 1Neutral wire shall be grounded to service conduit at g point of entrance to service conduit. 10 Section 31. Boxes. 11 ! (a) Three inch boxes will only be approved in open surface 12 work or in window decorative lighting. 13 (b) plaster rings must be installed on all four inch out - 14 let boxes. 15 (c), Fixture studs must be installed at all outlets except 16 kI closets, kitchen centers, bath room centers, front and rear porch I 17 il' centers, garages and basements. (When not roomed) 18 Section 32. Conduit. 19 (a) Conduit must be supported and held in place by pipe I 20 straps, such straps to be placed within three fe6t of every pull I 21 ; box with support for conduit every ten feet. I 22 (b) Standard metal hangers must be used at all outlet boxes, 23 pull boxes and junction boxes, unless the construction of the 24 building will not permit the use of such hangers. j (c) The insertion of wires in conduit in buildings in the 25 it 26 it course of construction before the conduits are concealed will be I 27 I,I approved. All joints must be soldered when wires are pulled in. 28 ;All conduit used in cement or tile walls or under ground shall be 29 �iof the galvanized type. 30 The City Electrician may require the removal of any 31 wires for inspection when deemed necessary. 32 Section 33. `� All service switches and cutout cabinets shall be locat- 1 ed at a distance not greater than six feet nor less than two feet I 2 from the floor, ground or platform, unless given permission from i 3 the City Electrician. 4 Section 34. Grounding. 5 The ground wire must be run in conduit, except that 6 where the largest wire in the system is not more than No. "0", 7 B & S gauge, the conduit may serve as the ground wire. Where the I I 8 largest wire is larger than "0" B & S gauge. 9 ';, (a) For grounding pipe, Table No. 101 of proposed electrica 10 i' safty orders of said Industrial Accident Commission is hereby 11 adopted. 12 (b) Connection to grounded pipe and service pipe must be 13 made by approved grounding clamps. 14 The exposed wire at the grounded connection must be 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 kept as short as possible and ground clamps must be protected from mechanical injury. (c) Grounds shall be made to service conduits. Where it is impossible to get a connection to a water pipe less than a distance of fifty feet it will be permissable to ground to other conduit in the system,providing that all outlet boxes, switch boxes andpull boxes are bonded around with approved grounded clamps. All conduits shall be double locknutted. (d) power installations of 220 volts and over shall be separately grounded, and in no case shall service conduit contain- ing wires for power be grounded to or to the service conduit con- taining light wires. (e) Grounding to any metallic surface will not be approved when any water piping is available within 75 feet of service conduit. Section 35. (a) Any heater over 660 watts shall be rated at not less -15- I I 1 than 1500 watts and shall be installed on a separate circuit with 2 not less than No. 10 B & S gauge wire. Any receptacle for such Ii 3 I' heater shall have a capacity of not less than twenty amperes. 4 l Any heater of less than 2000 watts may be wired for 5 j1 110 or 220 volts. Any heater of more than 2000 watts shall be 6 wired for 220 volts and shall be installed on a circuit with a 7 receptacle designed for the capacity required. 8 (b) When service wires are installed in one service conduit i 9 to supply current to an electric range and lighting installation 10 through one meter a service switch and cutout of not less than 11 60 amperes capacity shall be installed which shall conform to the 12 ! requirements of the prevailing safety orders issued by the 13 ! Industrial Accident Commission of the State of California. 14 i' (c) A switch and cutout shall be installed to disconnect 15 all conductors in the lighting installations and located not over 16 Ij three feet from service conductors or bus bars when same are of 17 18 19 the same B & S gauge as the service conductors. (d) A switch and cutout shall be installed to disconnect all conductors in the range installation and located not over 20 three feet from the service conductors. The conductors from 21 range service switch to range shall not be less than No. 8 B & S. 22 (e) A switch and cutout of not less than sixty amperes 23 plainly indicating "on" and doff'+ shall be installed to disconnect 24 all of the conductors of the range circuit and located within thre� 25 feet of the range and easily accessible. i. 26 (f) When range installations and lighting installations 27 are separately metered, the switch and cutout described in 28 j paragraph (b) of this section will not be required. 29 Exceptions. 30 31 32 Exceptions to paragraph (e) of this section is provided as follows; (a) When range is equipped with a switch to fulfill all the -16- 1 requirements of paragrpah (e) of this section. 2 (b) when range is located within twenty feet of an easily I 3 ; accessible to the switch described in paragraph (d) of this 4 it section. 5 Section 36. Each store, flat, dwelling or apartment 6 I shall have independent service conductors and service switch I I 7 j except that where there is more than one store, flat, dwelling or apartment in one building, one set of service conductors may 9 be installed in place of independent service conductors to a 10 j central distributing point, where separate service switch and 11 meter loops must be installed for each store, flat, dwelling or I 12 11 apartment. 13 j,' where service conductors are so installed they must be 14 calculated for full connected load, and if the installation con - 15 lists of more than three meter loops a master switch shall be in - 16 stalled to disconnect all the conductors of the service. 17 (b) All services shall be brought out to be most accessible i! 18 j'% to the lighting company poles or supply line. �i 19 (c) on other than wooden walls, psrovision must be made for F 20 !'., supporting the meter, which must have a dimension of not less 21 than 120 by 16" and which may be installed flush with the studs 22 „ or face of the plaster. 23 (d) Service switch boxes will not be approved on the outside 24 of the building when other approved housing is available. 25 when necessary to locate service switches and meters on 26 I the outside of the building a suitable weather proof box shall 27 Inclose service switch and meter. 28 Every service conduit shall be provided with an approved fitting. This approved shall be installed not less than eight 29 feet and where the construction of the building will permit not 30 31 less than 12 feet above the floor, ground or platform. I� Section 35. Store lighting. 32 �I i� —17— I' Not more than three ceding outlets on concealed con - 2 struction per circuit will be allowed in store lighting. Each 3 '' store window shall be wired for not less than 300 watts capacity.' 4 Section 36. 5 (a) Not more than eight convenient outlets shall be in- stalled on any one circuit in dwellings, flats or apartments when) such convenient outlets are located in dining room, kitchen, scree 8 porch, breakfast room or nook, bath room or laundry. Any of these 9 convenience outlets so located may be installed on the iron plug 10 circuit and may be of the duplex type and in this case shall be 11 !; rated at 'i 100 watts for each section of the duplex plug. 12 (b) Not more than six convenience outlets shall be installe 13 on any one circuit 3nhotels, offices or stores. Any or all of 'I 14 �% these convenience outlets shall be rated at 100 watts for the 15 single type and. 100 watts for each section of the double or 16 multiplex type. 17 (c) The conductors of this circuits shall not be less than 18 1 No. 12 B & S gauge. 19 i (d) Where no convenience outlets are installed in any of 20 the rooms as described in paragraph (a) of this section (and the 21 I' house is wired for more than three light outlets) the iron plug 22 23 24 25 26 27 28 29 30 31 32 shall be installed on a separate circuit, but in no case shall any such convenience outlet be installed in ironing cabinet, (e) Convenience outlets may be installed on lighting cir- cuits appplying current for all rooms in dwellings, flats or apa ments with the exception of the rooms described in paragraph (a) of this section. Any of the outlets so installed may be of the duplex type and in this case shall be rated at 50 watts for each section of the duplex plug. All apartments shall have at least one convenience outlet. Section 37. Signs. Electrical signs must be constructed entirely of metal 2M or other non-combustible material. 2 i'; (b) Sheet metal must not be of less than No. 26 B & S �I 3 gauge and must be galvanized or enameled or treated with at 4 least three coats of anti -corrosive paint or compound. 5 Ilii (c) provision must be made in the bottom of the sign for 6 drainage. 7 ! (d) Signs must be so mounted and braced or guyed as to 8 secure sufficient strength and rigidity. Guy thimbles must be ,I 9 used in making up all guy wires. 1.0 'j (e) Wires carried on the outside of sign must be enclosed 11 in metal conduit. 12 (f) T.vires within sign structures must be of double braided 13 rubber covered, and may be carried within one-half inch of each 14 other and of surrounding metal. Where such spacing is impracti- 15 cable such wires may be cabled, if one-half inch spacing is main - 16 tained between wires and metal, and if cable contains wires of, 17 i; only one polarity. 18 (g) hires must be soldered to the terminals of receptacles. 19 (h) No electric sign shall be illuminated by using a volt - 20 ',i age in excess of 220 volts. 21 (i) Switches controlling signs shall disconnect all wires 22 to sign when in off position. i 23 J Section 38. Radio Installations. 24 Any person, firm or corporation installing radio sets i, 25 of any class shall first receive permit from City Electrician. I 26 Class A. The wiring for commericial stations shall conform 27 to those rules published as the "proposed Revised Form of Electri- cal Safety Orders of the Industrial Accident Commission of the 28 ii State of Californian and known as Orders 273, 275 and 277. page 29 335. 30 11 Class B. Amateur and Experimental Stations. 31 32 The wiring for amateur and experimental stations shall i�� -19- I conform to the rules published as the "proposed Revised Form of 2'i Electrical Safety Orders of the Industrial Accident Commission of I' 3 the State of California" and known as Orders 278, 279, 280, 281. 4j page 340. 5 Class C. Receiving Stations Only. 6 The wiring for receiving stations only shall conform 7 :111 to the rules published as the "proposed Revised Form of Electri- i 8 cal Safety Orders of the Industrial Accident Commission of the i 9 State of California" and known as Order 283, page 346. 10 Section 39. Installations requiring conduit attached 11 to company poles. 1.2 All installations requiring conduit service or any 13 other equipment to be attached to any of the lighting company 14 poles shall be done in accordance with the orders of the City 15 Electrician. 16 Section 40. All ordinances and parts of ordinances in 17 conflict herewith are hereby repealed. 18 Section 41.
