RES-2011-011RESOLUTION NO. 2011- 011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM RESCINDING PERMIT - ELIGIBLE PARKING DISTRICT NO. 4 (CONSISTING OF LAKEDALE DRIVE, STARLING WAY, CAL DE SAC AVENUE, STARFIRE STREET AND BEAUTY DRIVE) WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the Anaheim Municipal Code authorizes the City Council to, by resolution, designate any streets, or portions thereof, as "Permit Parking Only" streets; and WHEREAS, City Council Policy Number 5.7 (the "Council Policy ") sets forth a process to create a Permit- Eligible Parking District, and, following approval of the District, establishing a process enabling individual streets within the identified District boundary to request implementation of permit parking; and WHEREAS, the City Council previously adopted Resolution No.88R -355, restricting parking on certain city streets to permit parking only and thereby creating Permit- Eligible Parking District No. 4 ( "District No. 4 "); and WHEREAS, due to the closure of Riverdale Elementary School and the relocation of Kaiser Permanente Hospital, parking on those particular streets in District 4 has improved and permit parking is no longer necessary; and WHEREAS, Council Policy sets forth a process by which an established Permit - Eligible Parking District may be rescinded; and WHEREAS, the steps recommended in the Council Policy have been duly followed to rescind District No. 4, which area is described and depicted in attached Exhibit "A" and incorporated herein by this reference; and WHEREAS, representatives of the community have met with the Neighborhood Services District Team and the Traffic and Transportation Manager, or his designee, to discuss removal of pen parking in District No. 4; and WHEREAS, a survey was sent to detennine if residents are in favor of rescinding District No. 4, and a minimum 30% response rate among single family homes was achieved with a super majority of returned surveys in favor of removing permit parking from such area in conformance with the Council Policy; and WHEREAS, the City Council hereby finds and detennines that pen parking in District No. 4 is no longer necessary; and . NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim, that vehicular parking on the following described streets shall no longer be restricted to permit parking: a. Lakedale Drive, on the east and west sides, extending southerly from Riverdale Drive to the terminus of Lakedale Drive. b. Starling Way, on the east and west sides, extending southerly from Riverdale Drive to terminus of Starling Way. C. Cal de Sac Avenue, on the north and south sides, extending westerly from Starling Way to the terminus of Cul de Sac Avenue. d. Starfire Street, on the east and west sides, extending from Starling Way to Beauty Drive. e. Beauty Drive, on the north and south sides.
