RES-2009-123A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
APPROVING A LETTER OF UNDERSTANDING BETWEEN THE
INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS,
LOCAL 47 AND THE CITY OF ANAHEIM
WHEREAS, the Human Resources Department met and conferred with officials
and employee representatives of the International Brotherhood of Electrical Workers, (IBEW),
Local 47, relating to the Electric Systems Operations Division of the City of Anaheim Public
Utilities Department to ensure that the department is adequately prepared in the event the
Division becomes subject to mandatory reliability standards as the result of registration as a
"Transmission Operator" by the North American Reliability Corporation (NERC); and
WHEREAS, as a result thereof, a Letter of Understanding dated July 9, 2009
between the parties has been prepared and signed; and
WHEREAS, the Union is in agreement with the recommendations contained in
said Letter of Understanding; and as a result thereof, the Letter of Understanding dated July 9,
2009, has been signed; and
WHEREAS, the City Council of the City of Anaheim does find that it is in the best
interest of the City of Anaheim to approve said Letter of Understanding.
NOW. THEREFORE BE IT RESOLVED by the City Council of the City of
Anaheim that the Letter of Understanding dated July 9, 2009 between the International
Brotherhood of Electrical Workers, Local 47 and the City of Anaheim, a copy of which is
attached hereto and incorporated by reference herein, is hereby approved.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 91 of July 2009, by the following roll call vote:

LETTER OF UNDERSTANDING
between the
INTERNATIONAL BROTHERHOOD of ELECTRICAL WORKERS, Local 47
and the
CITY OF ANAHEIM
The International Brotherhood of Electrical Workers, Local 47 (IBEW), and the City of Anaheim
(ANAHEIM) have met and conferred and reached an agreement intended to ensure that the Electric
Systems Operations Division of the City of Anaheim Public Utilities Department is adequately prepared in
the event the Division becomes subject to mandatory reliability standards as the result of registration as a
"Transmission Operator" by the North American Reliability Corporation (NERC). The Parties hereby
agree
1 Any employee in a classification in the Utilities Systems Operator series who obtains NERC
certification as a Transmission Operator on or before December 31, 2009 shall receive a one-
time certification award of $5,000.
2 the Parties acknowledge that the provisions of Section 1 above are an interim measure intended
TO ensure that ANAHEIM is adequately prepared in the event of registration as a "Transmission
Operator" by the NERC, and ANAHEIM hereby acknowledges its obligation to meet and confer
regarding the possible impact on terms and conditions of employment of employees in
classifications represented by the IBEW at such time as ANAHEIM is actually registered as a
Transmission Operator" by the NERC
