RES-2009-027WHEREAS, on November 24, 2008, the Board of Directors for the Orange
County Transportation Agency ("OCTA reviewed an initial approach to developing
competitive funding guidelines for Renewed Measure M's Project T (Convert Metrolink Stations
to Regional Gateways). and
WHEREAS, twenty -five percent (25 of the Renewed Measure M net revenues
are available for development and implementation for a Countywide Transit Program that will
enhance the public transportation system in Orange County; and
WHEREAS, the Renewed Measure M project establishes a competitive program
for local jurisdictions to "Convert Metrolink Stations into Regional Gateways" (referred to as
"Protect T 1or enhanced operations related to high -speed rail service; and
WHERE AS, on January 26. 2009, the Board of Directors for the Orange County
Transportation Agency "OCTA approved the Project T funding guidelines and directed its
staff to issue a call for projects and return to the Transportation 2020 Committee with
nrorgrammIng recommendations in March 2009; and
WHEREAS, projects must meet specific criteria in order to compete for funding
.hrough this program; and

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AUTHORIZING THE DIRECTOR OF
PUBLIC WORKS TO APPLY FOR RENEWED MEASURE
M PROJECT T FUNDS UNDER ORANGE COUNTY
TRANSPORTATION AUTHORITY PROGRAM TO
CONVERT METROLINK STATIONS TO REGIONAL
GATEWAYS
WHEREAS. OCTA has established the procedures and criteria for reviewing
WHEREAS. the City of Anaheim believes it meets the specific criteria set forth
iv O(' TA Project T Funding Program Guidelines to receive the funding under this program; and
WHEREAS. the Cite of Anaheim is one of only two cities in Orange County with
designated stations on planned high -speed transit systems in the 2008 Regional Transportation
Plan RTP and
WHEREAS. local agencies will be required to demonstrate the ability to fully
Lund :opera ions on an ongoing basis using non -OCTA resources; and
WHEREAS, the City of Anaheim has the ability to fully fund the project on an
ongoing basis using non -OCTA resources: and
WHEREAS, by formal action the Anaheim City Council authorizes the Director
of Public Works of the City of Anaheim to act in connection with the application of the Renewed
Measure NI Project T funds and to provide such additional information as may be required; and
■HER1iAS. the City of Anaheim will comply where applicable with provisions
of the California Environmental Quality Act, the National Environmental Policy Act, the
\merican tivith Disabilities Act. and any other federal, state, and/or local laws, rules and /or
regul ations:
NOW, THEREFORE. BE IT RESOLVED that the City of Anaheim hereby
authorizes the Director of Public Works of the City of Anaheim to apply for the Renewed
Measure NI Project T Funds.
BE IT FURTHER RESOLVED, that the City of Anaheim hereby demonstrates
financial commitments for match funding and ongoing operations (through first six years of
operation) and revenue projections and methodology. where on -site commercial activity and
advertising revenue is expected to support implementation and /or operations costs as described
within the Renewed Measure M Project 1 Funding Guidelines (as shown in Attachments 1 and
