A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM ESTABLISHING PERMIT
ELIGIBLE PARKING DISTRICT NO. 1 (ANAHEIM
MEMORIAL AREA).
WHEREAS, Section 14.32.450 of Chapter 14.32 of Title 14 of the
Anaheim Municipal Code authorizes the City Council to, by resolution, designate any
streets, or portions thereof, as "Permit Parking Only" streets; and
WHEREAS, on August 7, 2007 the City Council approved a Council
Policy relating to Permit Parking recommending that neighborhood residents work with
Neighborhood Services District Teams in identifying solutions and that Permit parking be
considered a solution of last resort to be will be considered only after other options have
been evaluated and determined to be infeasible (the "Council Policy and
WHEREAS, the Council Policy sets forth a process to create a Permit
Eligible Parking District, and, following approval of the District, establishing a process
enabling individual streets within the identified District boundary to request implementation
of permit parking; and
WHEREAS, the steps recommended in the Council Policy have been duly
followed to establish a proposed Permit Eligible Parking District in the area surrounding
Anaheim Memorial Hospital depicted in attached Exhibit "A;" and
WHEREAS, representatives of the community have met with the
Neighborhood Services District Team and the Traffic and Transportation Manager, and
efforts to identify and implement solutions to the parking other than permit parking have
been determined to be insufficiently effective to resolve or significantly improve parking
problems, so that no solution other than permit parking appears to be feasible and
WHEREAS, the Police Department has performed field evaluation and
determined that the criteria for proceeding with consideration of a district exist; and
WHEREAS, a survey was sent to determine if residents are in favor of
formation of a Permit Eligible Parking District, and a minimum 30% response rate
among single family homes was achieved with a simple majority of returned surveys in
favor of establishing the District in conformance with the Council Policy; and
WHEREAS, The City Council finds that the approval of the subject
Permit- Eligible Parking District is exempt from the California Environmental quality Act
(CEQA) pursuant to Regulation No. 15061(b)(3), incorporated herein by this reference,
which provides that CEQA applies only to projects which have the potential for causing a
significant effect on the environment.

WHEREAS, City Council wishes to establish a Permit- Eligible Parking
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Anaheim, that Permit Eligible Parking District No. 1 (Anaheim Memorial) be, and the
same is hereby, established in the area depicted in attached Exhibit "A."
THE FOREGOING RESOLUTION is approved and adopted by the City
Council of the City of Anaheim this 23rdday of October, 2007, by the following roll call
vote:

Crescent, Loara and Wilshire.
Two -hour parking restrictions on local streets.
No overnight parking on streets.

Dear Anaheim Resident:
Residents in your neighborhood are interested in improving on- street
parking conditions by implementing Residential Permit Parking. You
have a voice in this decision and are encouraged to complete the attached
questionnaire.
Please answer the questions and return your completed form in the
stamped and addressed envelope provided by MARCH 26, 2007. If a
simple majority (more than 50% of your neighbors) desire Residential
Permit Parking, it will be recommended to the City Council for
approval.
Here are some basic questions and answers that may assist you in
completing the questionnaire.
How are streets chosen for Residential Parking Permits?
Upon City Council approval, the residents of individual street segments
would need a super majority to agree (more than 66% of your
neighbors) for Residential Permit Parking to be implemented and
enforced on their street.
How does it work for homeowners?
Let's use Laguna Street as an example to show how the Residential Permit
Parking program would work. Laguna Street has 26 dwelling units.
Laguna Street residents would need residents from 18 of the 26 dwelling
units to be in favor of Residential Permit Parking on their street segment
for it to be implemented.
This segment of Laguna Street has 49 on- street parking spaces. Residents
of each Laguna Street dwelling unit would be able to purchase a maximum
of two permits, so that there is a reasonable expectation of having a
parking space. In order to purchase a permit, residents would be required
to take their vehicle to the Anaheim Police Department, show proof of
your residency on Laguna Street (electric or other utility bill, drivers'
license, etc.) and also show proof of current vehicle registration at your
Laguna Street address.

How much would it cost?
The cost of the permit is expected to be approximately $25 per year, with
the ability to purchase for one to three years at a time. In addition, a
number of guest permits may be made available to residents for an
additional fee.
What if I live in an apartment?
Apartments would be processed similarly, with a few exceptions.
Apartment residents would require participation from their apartment
owner /manager. Apartment managers will need to demonstrate their
ongoing efforts to keep their off street parking for use by their residents
and even to increase parking where practical. The number of Residential
Parking Permits would be based on the number of on- street parking spaces
adjacent to the complex.
How does it work for apartment renters?
For example, Mayfair Avenue could have up to 57 on- street parking
spaces that could be made available for purchase by tenants of adjacent
apartments. The apartment owners /managers will have to demonstrate
active on -site property management to control and best use off street
parking.
Once again, as the resident in charge of your household, we encourage
your participation in this effort. Please complete the enclosed
questionnaire and return it in the stamped envelope to the City of Anaheim
by MARCH 26, 2007.
