A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AMENDING RESOLUTION NO. 92R -17 ADOPTING
PERSONNEL RULES APPLICABLE TO EMPLOYEES IN
MANAGEMENT, CONFIDENTIAL AND NON REPRESENTED
PART -TIME EMPLOYEES
WHEREAS, the Human Resources Director has recommended in a staff report
dated October 23, 2007, that Resolution No. 92R -17 be amended in the manner hereinafter set
forth, effective January 1, 2008; and
WHEREAS, the City Council of the City of Anaheim does find that amending
Resolution No. 92R -17 is in the best interest of the City of Anaheim; and
WHEREAS, as a result thereof, the need exists to amend Resolution No. 92R-
17, which adopted Personnel Rules for Management, Confidential and Part -Time Non
Represented classifications.
WHEREAS, it is desirable to amend Personnel Rules 23 and 33 in the manner
set forth to clarify participation details to comply with IRS regulations as well as reflect a
restructuring of order and consolidation of duplicate provisions. Specifically, proposed changes
include:
Personnel Rule 23 Consolidating participation to include all full -time employees
regardless of hire date, setting all salary contributions at 1%; adding a bi- weekly direct
contribution of 1%; eliminating new hire one -time lump sum contributions along with
vesting requirements; eliminating all leave deferral elections; and, reallocating to
participant accounts plan forfeitures. In addition, minor corrections to various provisions
to reflect actual practices are included.
Personnel Rule 33 Reducing years of service from ten to five for determining eligibility
to access City sponsored health plans upon retirement; clarifying conditions of
participation in City sponsored health plans as a retiree; and eliminating the annual
employer contribution of 1% of average annual compensation to the Health Savings
Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim, that Personnel Rules 23 and 33 be amended as set forth in a copy of the amended
Rules, a copy of which is attached hereto and incorporated by reference herein, is hereby
approved.
