RES-2007-243RESOLUTION NO. 2007 -243 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ADOPTING THE "ANAHEIM GO LOCAL TRANSIT MASTER PLAN DECEMBER 2007" WHEREAS, the Orange County Transportation Authority (OCTA) created a four step process, called the "Go Local Program to enable cities that wish to develop a local transit vision to plan and implement city- initiated transit extensions to OCTA's Metrolink commuter line; WHEREAS, Step 1 of the "Go Local Program" allocated up to a total of $3.4 million for cities to develop a local transit vision and conduct initial planning. Step 2 makes available to cities up to $26.6 million on a competitive basis to further develop the most promising concepts emerging from Step 1. Step 3 moves some projects into development and implementation, to coincide with the availability of Renewed Measure M funds. And, Step 4 transforms existing Metrolink stations into major multi -modal transportation centers; and WHEREAS, on September 12, 2006, the City Council authorized the execution of a Cooperative Agreement between the City and OCTA to commence Step 1 of the four step process under the "Go Local Program" and therefore authorized the following: receipt of a $100,000 Go Local Step 1 grant from the OCTA; a partnership with the cities of Villa Park and Orange and to receive their $125,000 partnership contribution; and match of the Go Local grants with $100,000 in Redevelopment funds and $200,000 in Gas Tax reserves to conduct a transit needs assessment, conceptual planning, route planning, and station assessment and master site plan; and WHEREAS, in furtherance of commencing Step 1 of the "Go Local Program the City Council, on September 28, 2006, authorized the execution of a professional services agreement with IBI Group for Metrolink Extensions Transit Studies in an amount not -to- exceed $525,000. The IBI Group has performed technical analysis and public outreach in accordance with the approved Scope of Work set forth in the professional services agreement; and WHEREAS, after public outreach and input and direction received at City Council workshop sessions, the City of Anaheim has completed the "Anaheim Go Local Transit Master Plan December 2007 which recommends six major transit concepts to pursue funding under Step 2 of the Go Local Program; and WHEREAS, the City of Anaheim's adopted 2004 General Plan Circulation Element includes Goal 5.1 of promoting bus service and paratransit improvements in the City, and Goal 6.1 of supporting the development of mass transit to enhance modal choice; and WHEREAS, it is necessary and desirable to adopt the "Anaheim Go Local Transit Master Plan December 2007" on file in the Office of the City Clerk and approve submittal of an application to receive transit funding under the "Go Local Program NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. The City Council does hereby adopt the AAnaheim Go Local Transit Master Plan, December 2007" and approve the submittal of the final report to OCTA. 2. Authorize the Director of Public Works to submit an application(s), consistent with the Plan's findings and recommendations, to the OCTA for transit funding under the OCTA Go Local Program and/or other transit funding programs. The Business Council is particularly supportive of the Anaheim Connection that links the future Anaheim Regional Transportation Intermodal Center (ARTIC) station with world -class attractions that include the largest convention center on the West Coast, the world renowned Disneyland Resort, two world champion sport teams, and much more. ARTIC will serve as the premier regional, multimodal transportation hub in Orange County serving international tourist destinations that are major contributors to the state and national economies. ARTIC is an integral component of the City of Anaheim's Platinum Triangle Master Plan, which promotes mixed -use and transit- oriented developments and encourages public private partnership opportunities. In addition, ARTIC provides critical connectivity to the Southern California region by providing seamless access between multiple transit modes. The ARTIC will strategically facilitate the Orange County Bus Rapid Transit (BRT) service, proposed California High Speed Rail alignment, as well as the Anaheim to Ontario International Airport segment of the California Nevada Interstate Maglev project. The ARTIC will also expand existing transportation infrastructure for Amtrak intercity rail, Metrolink commuter rail, fixed -route and express bus services, taxi and Anaheim Resort shuttles, as well as private transportation providers. In closing, the Business Council highly commends the city's leadership in the development of this vital multimodal transportation center as a component of the city's Transit Master Plan and we urge the OCTA to approve the City of Anaheim's Go Local application.
