Parks and Recreation 2010/10/27 PARKS AND RECREATION COMMISSION Brookhurst Community Center, 2271 W. Crescent Avenue, Anaheim, California OCTOBER 27, 2010 MINUTES COMMISSIONERS PRESENT: Chairman Baldwin, Vice-Chairman Crawford, and Commissioners Huitt, Manes. COMMISSIONERS EXCUSED: Commissioners Brennan, Navarro and Vadodaria CITY STAFF PRESENT: Larry Pasco, Park and Urban Forestry Manager Lynn Smith, Community Services Manager Pamela Galera, Principal Project Planner Gail Barruga, Administrative Assistant CALL TO ORDER – Chairman Baldwin called the meeting to order at 5:30 p.m. PLEDGE OF ALLEGIANCE – Chairman Baldwin led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATIONS Written Communication – None. A. Unscheduled Oral Communication from the Public - None B. APPROVAL OF MINUTES – Chairman Baldwin presented the September 22, 2010 Minutes to the Commissioners and asked if there were any changes or corrections. Commissioner Huitt noted corrections in the location of the crosswalk lights. Chairman Baldwin accepted the Minutes as amended. ACTIVITY REPORTS A.Recreation, Human and Neighborhood Services Activity Report – August/September 2010: Lynn Smith presented the report and answered questions from the Commissioners. B.Parks Capital Project Progress Report – Pamela Galera presented the report, provided updated information on the following projects, and answered questions from the Commissioners. Anaheim Coves – The project is under construction after some weather related delays in starting the project. Anaheim Tennis Center – Staff is pre-qualifying the contractors as this project includes the restoration of the historical Wagner House and the construction of a LEED certified build. Plans are in the Building Department for plan check. Colony Park – There will be a dedication ceremony on November 9. Commissioner Manes asked about the Art in th Public Places mentioned on the invitation and who is overseeing this as there is community group, Anaheim Arts Council that oversees the Art in Public Places program. Pamela stated members of the Cultural and Heritage Commission participated in the selection of the artist for this project. Lynn stated the Cultural and Heritage Commission works closely with the Anaheim Arts Council. Connectivity Plan – The City was awarded a grant from the Urban Green Planning grant. Staff has also submitted another grant application to SCAG (Southern California Association of Governments) for a sub-set portion of the project. Dog Park – A community meeting is schedule next week regarding Olive Hills Park located on the boarder of Anaheim Hills and the City of Orange. There is a new water tank that has been installed near this park and there is some land that could be utilized for park land. One of the options for the parcel is for a dog use area. Founders’ Park – All the permits have been pulled and construction will begin on Monday, November 1. st Ponderosa Master Plan – The first of five community meetings has been held. Twila Reid Restrooms – Construction will begin in early November. 3 ñ¼ÜÛÕÈ4- Park and Recreation Commission October 27, 2010 Minutes Chairman Baldwin stated for both the City of Fullerton site and Platinum Triangle, staff should provide be providing alternatives for the site instead of waiting for direction. Pamela stated this report is given to the City Manager during regularly scheduled meetings. There are several city departments that will be involved in the Fullerton project as well as the City of Fullerton. A proposal was submitted to Fullerton, but was not approved. Chairman Baldwin stated this site is in a rundown neighborhood. Larry Pasco provided information regarding the numerous projects assigned to the Capital section the available staffing and available funding; noting there is no funding for these two projects. C.Senior Citizen Sub-Committee – Commissioner Huitt thanked staff for their assistance with the installation of the pedestrian countdown crosswalk lights and lengthening the duration of the time to cross the street from 27 seconds to 31 seconds. Commissioner Huitt gave an overview of the County of Orange’s Senior Citizens Advisory Council (SCAC) including current topics of interest to the Council. Commissioner Huitt stated she is a member of SCAC’s Health and Nutrition Committee and presented a survey their committee is conducting among seniors to determine topics of interest to seniors. The survey will be distributed at the Brookhurst Community Center and Downtown Community Center. Commissioner Huitt asked the surveys be dropped off at the Downtown Community Center by the second week in December. She will compile the information from the surveys and present it to SCAC. Commissioner Huitt also distributed the November issue of the monthly Anaheim Senior Citizens’ Club Courier magazine that is mailed to each member of the Club. NEW BUSINESS A.November/December Meeting – Chairman Baldwin stated the proposed date of November 17, 2010 is only three weeks away and suggested instead Wednesday December 1, 2010. Staff will confirm there is a room available. If it is not, it was agreed to cancel the meeting. INFORMATION ITEMS Larry Pasco reported a study was done to determine if the Urban Forestry operations should remain in the Community Services Department. It was determined some issues could be better addressed by combining the functions of the Urban Forestry operations with Public Works Department, who has been responsible for all the arterial street trees for the past eight years. The Finance Department reviewed information from both the Community Services and Public Works departments, made a recommendation to move the Urban Forestry operation to Public Works. It is anticipated the transfer will occur in January 2011. Larry reviewed the bumping scenario that may result of this transition.
