2001-079RESOLUTION NO. 2001R-79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING THE CITY TREASURER TO DELEGATE CUSTODY OF CITY FUNDS TO CITY DEPARTMENTS FOR DAY-TO-DAY CASH REQUIREMENTS AND AUTHORIZING THE DISBURSEMENT OF SUCH FUNDS BY CITY DEPARTMENTS UNDER THE REGULATION OF THE DIRECTOR OF FINANCE WHEREAS, on November 7, 2000, the People of the City of Anaheim approved an amendment to Section 705 of the Anaheim City Charter permitting the City Council to authorize City funds to be maintained by City officials other than the City Treasurer to meet the cash requirements for day-to-day operations of City government; and, WHEREAS, the People also approved an amendment to Section 706 of the Anaheim City Charter permitting the delegation of limited authority to disburse City funds to City personnel other than the Director of Finance; and, WHEREAS, the City Council has determined that the efficiency and economy of City government will be enhanced if City departments which have instituted rigorous controls over petty cash accounts are permitted to maintain such accounts under policies and procedures approved by the City Treasurer and the Director of Finance and disburse funds from such accounts, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. The City Treasurer is hereby authorized to delegate the custody of such City funds as may be required for purposes of petty cash or similar day-to-day operations to such departments of the City as have implemented written cash control procedures satisfactory to the City Treasurer and the Director of Finance and which require the availability of petty cash to improve their efficiency and effectiveness. 2. The City Treasurer, in consultation with the department head, shall designate a City employee within each department which is authorized to institute a petty cash account as the custodian of such City funds as may be placed in his or her custody. No person shall be designated as custodian of city funds unless such individual is properly bonded under the provisions of Section 1.04.390 of the Anaheim Municipal Code. 3. No disbursement may be made from City funds in the custody of City departments except upon a receipt for the same. The custodian shall render a periodic accounting of the receipts and disbursements made from the funds in his or her custody in such manner and at such times as may be prescribed by the Director of Finance. 4. Each department requesting custody of City funds shall determine the amount of funds which are required for its day-to- day cash operations for a time period to be determined by the Director of Finance, and apply for such amount to the Director of Finance. The Director of Finance may approve or disapprove the amount requested after consultation with the requesting department. At the conclusion of each such time period, the departmental custodian shall submit his or her accounting of the disbursements from such funds, and the Director of Finance, upon approval thereof, shall provide such funds as will restore the departmental account to the prescribed amount. 5. The Director of Finance is hereby authorized to delegate authority to disburse City funds in a manner and under such regulations as he or she may prescribe to each City department authorized by the City Treasurer to have custody of City funds. The foregoing resolution is adopted and approved by the City Council of the City of Anaheim the 17th day of April , 2001.
