RES-2011-051RESOLUTION NO. 2011 -051 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE SUBMITTAL OF THE TUSTIN AVENUE CORRIDOR TRAFFIC SIGNAL SYNCHRONIZATION PROJECT TO THE ORANGE COUNTY TRANSPORATION AUTHORITY FOR FUNDING UNDER THE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM WHEREAS, the City of Anaheim supports the City of Santa Ana as the lead local agency requesting funding for the Tustin Avenue Corridor Traffic Signal Synchronization Project under the Measure M2 Regional Traffic Signal Synchronization Program (the "Grant ") administered by the Orange County Transportation Authority ( "OCTA "); and WHEREAS, the City of Anaheim desires to participate in the Tustin Avenue Corridor Traffic Signal Synchronization Project (the "Project "); and WHEREAS, the City of Anaheim has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the City of Anaheim has a currently adopted Local Signal Synchronization Plan consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of local agencies' efforts to synchronize traffic signals across local agencies' boundaries; and WHEREAS, the City of Anaheim will not use Measure M2 funds to supplant Developer Fees or other commitments; WHEREAS, Measure M2 Regional Traffic Synchronization Program targets over 2,000 signalized intersections across Orange County to maintain traffic signal synchronization, improve traffic flow and reduce congestion across jurisdictions; and WHEREAS, the City of Anaheim will provide matching funds for the Project as required by the Comprehensive Transportation Funding Program Procedures Manual; and WHEREAS, the City of Anaheim desires to implement the Tustin Avenue Corridor Traffic Signal Synchronization Project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. The City Council of the City of Anaheim, in support of the Grant application by City of Santa Ana, hereby requests OCTA allocate funds in the amounts specified in the Grant application for the Measure M2 Regional Traffic Signal Synchronization Program. Said funds shall be matched by funds from City as required and shall be used as supplemental funding to aid the City in the improvement of the Tustin Avenue Corridor Signal Synchronization Project. 2. The Anaheim Public Works Director, or her designee, is hereby authorized to co -sign the Tustin Avenue Corridor Project funding application including the commitment of matching funds or in -kind services and is authorized and directed to execute any agreements, assurances, or other documents as may be necessary in connection with the acceptance of said Grant as may be required by the OCTA. 3. The annual budget of the City of Anaheim for each corresponding fiscal year will be amended accordingly by increasing revenue and expenditures in an amount equal to the amount of Grant funds to be received by the City.
