RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM EXPRESSING SUPPORT FOR THE
GROUNDWATER REPLENISHMENT SYSTEM INITIAL
EXPANSION.
WHEREAS, managing Southern California's water resources is critical to the
continued health and economic vitality of the region; and
WHEREAS, currently, Southern California loses approximately 1.3 billion
gallons of wastewater every day through ocean outfalls from Los Angeles, Orange, San Diego
and Ventura counties due to a lack of water recycling resources; and
WHEREAS, wastewater is a reliable constant source of water, yet recycling it is a
minute fraction of California's water portfolio; and
WHEREAS, the existing Groundwater Replenishment System (GWRS) facility
purifies nearly 72,000 acre -feet per year (afy) of highly- treated wastewater, enough for 600,000
people; and
WHEREAS, the GWRS Initial Expansion is expected to provide an additional
31,000 afy of new water, bringing the total production of the GWRS facility to 103,000 afy,
which the Orange County Water District ( "OCWD ") estimates is enough to meet the needs of
nearly 850,000 people; and
WHEREAS, the GWRS Initial Expansion, like other wastewater recycling
projects, should decrease dependency on imported water from the State Water Project and
Colorado River; and
WHEREAS, it is expected that the GWRS Initial Expansion will produce water at
one -half the energy currently required to import water from the State Water Project into Southern
California; and
WHEREAS, the GWRS Initial Expansion should improve the quality of the water
in the groundwater basin by adding near - distilled quality water into the aquifer; and
WHEREAS, OCWD maintains that the GWRS Initial Expansion should create
hundreds of local jobs through development, construction and operation of the project.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of
Anaheim supports the Groundwater Replenishment System Initial Expansion.

of the City of Anaheim this 15th Day of November , 2011, by the following vote:
