RES-2012-007 RESOLUTION NO. 2012- 007 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE BOUNDARIES AND IDENTIFYING THE CENSUS TRACTS COMPRISING THE TARGETED EMPLOYMENT AREA FOR THE CITY OF ANAHEIM. WHEREAS, the State of California Department of Housing and Community Development ( "HCD ") oversees an Enterprise Zone Program, the goal of which is to expand job opportunities and economic development for all Californians; and WHEREAS, the City of Anaheim applied for and was awarded a new 15 -year Conditional Enterprise Zone Designation on December 15, 2010; and HCD has now granted Final Designation to the Anaheim Enterprise Zone, which is effective February 1, 2012; and WHEREAS, Section 7072(i) of the California Government Code allows for the designation of Targeted Employment Areas ( "TEA ") to encourage businesses in an Enterprise Zone to hire eligible residents from census tracts that have at least 51 percent of its residents with low- or moderate - income levels; and WHEREAS, pursuant to Assembly Bill 1550, the City of Anaheim desires to designate eligible census tracts using the most recent United States Department of Census data, and wishes to offer tax credits to businesses in its Enterprise Zone for hiring residents who reside in an eligible TEA; and WHEREAS, Anaheim residents residing within a designated TEA and Anaheim businesses in the new Anaheim Enterprise Zone can both benefit from a TEA designation; and WHEREAS, the census tracts in the City of Anaheim as shown on the Map of Targeted Employment Area Boundaries (Exhibit A) and the Table of Census Data for Targeted Employment Area (Exhibit B), attached hereto and incorporated herewith, qualify for TEA designation under the requirements outlined above. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Anaheim, as follows: The above recitals are true and correct and incorporated herein by reference. The City Council does hereby adopt the boundary of the proposed TEA as shown on the Map of Targeted Employment Area Boundaries (Exhibit A) and the Table of Census Data for Targeted Employment Area (Exhibit B) attached herewith. The City Council finds that the application areas satisfy the requirements set forth in Section 7072(i) of the California Government Code and that designation of the application areas as a TEA is necessary in order to encourage businesses in its Enterprise Zone to hire eligible residents from these geographic areas.
