Sister City 2012/07/23CITY OF ANAHEIM SISTER CITY COMMISSION MINUTES July 23, 2012 COMMISSIONERS PRESENT: Anthony Al-Jamie, James Dinwiddie, Ann Gallagher, Lisa Gin, Debbie Juliani, Russell Lahodny, Laurie Leonard, Linda Newby, John Nguyen, Kyndell Paine, Anna Piercy, Pat Pina COMMISSIONERS ABSENT: Jennifer Vaughn STAFF PRESENT: Greg Garcia Erin Wahlen, City GUESTS PRESENT: None Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted at 3:00 p.m. on July 20, 2012 at Anaheim City Hall. Public Input: Chairman Nguyen explained that members of the public are invited to address the Anaheim Sister City Commission and will be called upon under Agenda Item No. VII. Public Comment. I. CALL TO ORDER The meeting of the Anaheim Sister City Commission (ASCC) was called to order at 4:08 p.m. on Monday, July 23 th City Hall, 200 S. Anaheim Blvd., 7 Floor, Anaheim, California. II.OATH OF OFFICE Chairman Nguyen and the Commission members gave a warm welcome to the newly appointed Commissioners: Anthony Al-Jamie and Debbie Juliani, along Piercy, as they were sworn in by Greg Garcia. III. APPROVAL OF MINUTES MOTION: Commissioner Newby offered a Motion, seconded by Commissioner Pina AND MOTION CARRIED (Vote: 13-0; Absent: Vaughn; One vacant seat) óè÷ïîí Anaheim Sister City Commission July 23, 2012 Page 2 that the Anaheim Sister City Commission does hereby approve the minutes as presented. IV. remains unchanged since last month, with a current balance of $16,626.94. MOTION: Commissioner Piercy offered a Motion, seconded by Commissioner -0; Absent: Vaughn; One vacant seat) that the Anaheim Sister City Commission does hereby approve the as presented. V. MITO STUDENT EXCHANGE UPDATE Greg Garcia gave details on the most current updates of the upcoming Mito student exchange visit. All of the host families have been selected and set. All of them are Anaheim families and many of them live in the Colony area near City Hall. The students are scheduled to arrive on the afternoon of Friday, July 27 at LAX and the host families will be present to welcome them. All of the commission members are welcome and encouraged to take part in any and all of the activities and events throughout the week that will include the ten students and three chaperones. Each morning, the students will meet at the Downtown Community Center and attend classes with the teacher, Marnie Colby before the daily activities begin. The following activities and events will take place throughout the week: Welcome BBQ at the home of Michelle Lieberman and Lew Aguilar Tour of Angel Stadium, lunch and attend the baseball game Tour of Sunkist Elementary School, tour of Anaheim Fire Department at Anaheim 300 Day at the beach and an evening bonfire Walking tour of City Hall/MUZEO/Carnegie Library, lunch at Umami Burger, tour of Oak Canyon Nature Center and Anaheim Hills Golf Course Day at Disneyland Sayonara Dinner at Anaheim Hills Golf Course Club House Anaheim Sister City Commission July 23, 2012 Page 3 The commission members held a comprehensive discussion of the planning, implementation and coordination (including details of transportation, parking and logistics) for each of the daily activities. VI. CHINESE SISTER CITY Commissioner Gallagher reported on the delegation that visited Anaheim from Hangzhou, China on Tuesday, July 3. She thanked Greg Garcia for the presentation he gave about Anaheim. Further, she thanked Commissioners Newby, Pina and Nguyen for their participation. Lastly she noted that the delegation sent a letter expressing their heartfelt gratitude for taking the time to meet with them and for hosting the Anaheim GardenWalk. All in all, it was a successful introduction event between Anaheim and Hangzhou. The commission members further had a roundtable discussion about numerous cities that would be of interest to engage with the possibility of a future Sister City relationship. VII. AD HOC SUBCOMMITTEE REPORTS Commissioner Newby indicated that the Economic Development subcommittee met at the Anaheim White House to discuss the upcoming event on September 12. The detailed plans have been fine tuned with staff at the Anaheim White House and Spanish wines and tapas will be served. Subcommittee members have decided that rather than calling it a fund raiser, it will be an awareness raising event and the commission will be promoting sponsor recognition and programs recognition. Commissioner Gin encouraged everyone to bring at least three guests. VIII. CITY STAFF UPDATES August Commission Meeting Greg Garcia brought up the discussion of having a Commission meeting in August. The commission members discussed and agreed that it would be best to still hold an August meeting. Greg further reported that there is one vacancy on the ASCC and that it is on the agenda for the upcoming City Council meeting. IX. ELECTION OF OFFICERS Greg Garcia took nominations from the floor to vote for the yearly election of officers. Commissioner Leonard first nominated Chairman Nguyen to continue as the Commission Chair, and it was then realized that the bylaws state that the term Anaheim Sister City Commission July 23, 2012 Page 4 for elected positions shall be no more than two consecutive years and John Nguyen has already been Chairman for two years. The decision was then made to table this item until the next meeting. MOTION: Commissioner Leonard offered a Motion, seconded by Commissioner Newby AND MOTION CARRIED (Vote: 13-0; Absent: Vaughn; One vacant seat) that the Anaheim Sister City Commission does hereby elect Commissioner Paine as the Vice Chair. MOTION: Commissioner Newby offered a Motion, seconded by Commissioner Piercy AND MOTION CARRIED (Vote: 13-0; Absent: Vaughn; One vacant seat) that the Anaheim Sister City Commission does hereby elect Commissioner Leonard as Treasurer. X. REAPPOINTMENT OF AD HOC SUBCOMMITTEES Greg Garcia announced that reappointment of the new ad hoc subcommittees and also the Chair position will be handled at the next meeting on August 27. Currently the ASCC is a 15 member commission with three ad hoc subcommittees. The subcommittees can remain the same or be reconstituted. This will all be up for discussion and Greg encouraged everyone to consider which subcommittee(s) they would like participate in, as the appointments will be made at the next meeting. XI. PUBLIC COMMENT None. XII. COMMISSIONER COMMENTS Chairman Nguyen reminded everyone that they would be taking pictures of the commissioners in business attire after the next meeting on August 27. XIII. ADJOURNMENT There being no further business, the meeting was adjourned at 5:23 p.m. to August 27, 2012 at 4:00 p.m. at the Anaheim City Hall, Conference Room #2.
