RES-2012-141 RESOLUTION NO. 2012- 141 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AUTHORIZING THE PUBLIC WORKS DIRECTOR OR HER DESIGNEE TO SUBMIT A GRANT APPLICATION ON BEHALF OF THE CITY OF ANAHEIM TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM FOR KRAEMER BOULEVARD PROJECT, AND IF AWARDED, AUTHORIZING THE ACCEPTANCE OF SUCH GRANT FUNDS ON BEHALF OF THE CITY AND AMENDING THE BUDGET ACCORDINGLY. WHEREAS, the City of Anaheim ( "City ") wishes to submit funding application to Orange County Transportation Authority ( "OCTA ") for the Measure M2 Traffic Signal Synchronization Program (the "Grant ") to implement signal coordination and upgrade traffic signal communications; and WHEREAS, if selected, the City will fund the upgrade of signal improvements and synchronize signals on Kraemer Boulevard (the "Project "); and WHEREAS, the City of Anaheim supports the City of Placentia as the lead local agency, in partnership with Caltrans and Cities of Anaheim, Brea, Orange and Santa Ana, for the Kraemer Boulevard Signal Synchronization Project, to synchronize 59 traffic signals on Kramer Boulevard from Lambert Road in the City of Brea to Grant Avenue/Dyer Road in the City of Santa Ana; and WHEREAS, the City of Anaheim has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the City of Anaheim has a currently adopted Local Signal Synchronization Plan consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of local agencies' efforts to synchronize traffic signals across local agencies' boundaries; and WHEREAS, the City of Anaheim will not use Measure M2 funds to supplant Developer Fees or other commitments; WHEREAS, Measure M2 Regional Traffic Synchronization Program targets over 2,000 signalized intersections across Orange County to maintain traffic signal synchronization, improve traffic flow and reduce congestion across jurisdictions; and WHEREAS, the City of Anaheim will provide matching funds for the Project as required by the Comprehensive Transportation Funding Program Procedures Manual; and 1 WHEREAS, the City of Anaheim desires to implement signal coordination and upgrade traffic signal communications on Kraemer Boulevard. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. The Anaheim Public Works Director, or her designee, is hereby authorized to submit a grant application for and on behalf of the City of Anaheim, a public entity established under the laws of the State of California, and is further authorized to execute any actions necessary for the purpose of obtaining the Grant funds, including any extensions and amendments thereof. Said funds shall be matched by funds from City as required and shall be used as supplemental funding to aid the City in the signal improvements and synchronize signals on Kraemer Boulevard. 2. The Anaheim Public Works Director, or her designee, is hereby authorized to co -sign the funding application including the commitment of matching funds or in -kind services and is authorized and directed to execute any agreements, assurances, or other documents as may be necessary in connection with the acceptance of said Grant as may be required by the OCTA. 3. Contingent upon the award of said Grant, the annual budget of the City of Anaheim is hereby amended, in the year in which the Grant is awarded, by increasing revenue and expenditures in an amount equal to the amount of the Grant Funds awarded.
