The Community Services Board meeting was called to order at 5:44 p.m. by Chair Aitken. PLEDGE OF ALLEGIANCE: 2. Board Member Santoianni led the Board in reciting the Pledge of Allegiance. INTRODUCTION OF VISITORS & PUBLIC COMMUNICATION 3. A. Scheduled Public Communication: None. B. Unscheduled Public Communication: None. CORRESPONDENCE 4. A. Incoming: Joe reported that the Board received a note from Acacia Adult Day Services thanking them for hearing their presentation in September. B. Outgoing: None. APPROVAL OF THE MINUTES: 5. Vice-Chair Henninger made a motion to approve the minutes for the September 20, 2012, meeting; Board Member Kelso seconded the motion which passed with nine ayes and one abstention. NEW BUSINESS: 6. None. UNFINISHED BUSINESS: 7. A. FY 2013-2014 Public Service Funding Process: Board Members reviewed each of the 25 applications they received for consideration and debated their merits. Although they agreed that all of the agencies provide exceptional service to the community, they discussed how best to distribute the diminishing funds fairly between the three priority groups: Youth from At-Risk Environments, Senior Citizens/ Vulnerable Elderly, and Low-and Moderate-Income Families. The CSB developed three funding levels . in anticipation of an overall reduction in CDBG funding from the Federal government At the top level, equal to the funding available for Fiscal Year 2012-2013 of $308,400, and after extensive discussion, the CSB agreed to drop funding for two previously funded agencies, namely 2-1-1 Community Services Board October 11, 2012 Page 2 Orange County and Women Helping Women & Men2Work. They also did not recommend funding the following new agencies: Boat People SOS, Eli Home, Family Support Network, HOPE and Hi Hopes Discovery Foundation. Vice-Chair Henninger made a motion to approve these recommendations, Board Member Santoianni made a second and the motion passed unanimously. At the five percent reduced funding level of approximately $293,000, and after further discussion, the CSB chose not to fund another new agency, Creative Identity, and reduce funding levels for some of the other agencies. Vice-Chair Henninger made a motion to approve the recommendations, Board Member Santoianni made a second and the motion passed unanimously. At the 10 percent reduced funding level of approximately $277,500, and after more discussion, the CSB recommended not to fund Anaheim Family YMCA swim classes and again reduce funding for some of the agencies. Vice-Chair Henninger made a motion to approve these recommendations, Board Member Kelso made a second, and the motion passed with one nay by Board Member Santoianni and the remainder ayes. INFORMATIONAL ITEMS 8. : Vice-Chair Henninger noted that the Anaheim Fire Department is holding an Open House at three fire stations on Saturday. Joe Perez noted that the Community Services Department would be hosting the Healthy Families Fair at the West Anaheim Youth Center on Saturday, October 13 from 10-2 p.m. ADJOURNMENT 9. : Chair Aitken adjourned the meeting at 8:48 p.m.
