RES-2013-064RESOLUTION NO. 2013- 064 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING AND ADOPTING THE CITY OF ANAHEIM OUTDOORS CONNECTIVITY PLAN WHEREAS, the City of Anaheim was awarded a grant under the State of California's Urban Greening Planning Grant Program under the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protections Bond Act of 2006 (propositions 84) from the State of California's Strategic Growth Council for the development of the Anaheim Outdoors Connectivity Plan. The City of Anaheim was also awarded a grant under the Southern California Association of Governments (SCAG) under the Compass Blueprint Demonstration Project program to develop a network of green corridors within Platinum Triangle that provide non - motorized linkages from transit to the places where people live, work, shop, and play that will reduce reliance on automobiles, promote human interaction, enhance the public realm, and fortify the Anaheim Outdoors Connectivity Plan; and WHEREAS, the Anaheim Outdoors Connectivity Plan has been completed with input by the community and over forty -five entities including City Departments and Southern California property owning and regulatory agencies that were engaged in the planning process from the beginning; and WHEREAS, the Anaheim Outdoors Connectivity Plan identifies opportunities for increasing green space throughout the City by proposing a system of green corridors which will connect residents, visitors and the workforce to both existing and planned high- density urban areas and identifies projects that emphasize shade trees, pocket parks and open spaces, a river walk, multi -modal and non - motorized trails and pathways, demonstration gardens, wildlife corridors, bioswales, and other storm water filtration and collection systems; and WHEREAS, the Anaheim Outdoors Connectivity Plan identifies 18 opportunity sites, 130 acres of additional new parks and open space opportunities, and 200 miles of bike: routes that, when implemented, could lead to a reduction of 120,000 Daily Vehicle Miles Travelled and 56 metric tons of Greenhouse Gas Emissions; and WHEREAS, the Anaheim Outdoors Connectivity Plan has coined the phrase "Anaheim Outdoors, it's your backyard" and could offer potential marketing and branding opportunities featuring such phrase in the future; and WHEREAS, the City Council hereby determines and finds that, in accordance with the California Environmental Quality Act ( "CEQA ") and the State CEQA Guidelines, the adoption of this Resolution by the City Council is exempt from CEQA pursuant to State CEQA Guidelines Section 15060(c)(3) because it is not a project as defined in Section 15378; and 1 WHEREAS, the implementation of the Anaheim Outdoors Connectivity Plan is intended to foster connectivity to and between neighborhoods, nature, and health and allow the economy and community as a whole to thrive. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that, the City of Anaheim does hereby approve and adopt the Anaheim Outdoors Connectivity Plan, a copy of which is on file in the Office of the City Clerk and will be available online on the City's Website. BE IT FURTHER RESOLVED by the City Council of the City of Anaheim that. by approving and adopting the Anaheim Outdoors Connectivity Plan, the City of Anaheim agrees to, as follows: 1. Encourage Anaheim businesses to provide bike racks and benches to promote bicycling and walking. 2. Consider implementing bicycle routes, priority signaling and bicycle amenities on Anaheim streets whenever roadways are improved. 3. Give additional maintenance priority to Anaheim streets with bike lanes or bike routes. 4. Consider using vacant properties owned by public agencies or utility companies throughout Anaheim for pocket parks, landscape, habitat, and recreation purposes. 5. Provide everyday opportunities to connect with nature through the promotion of trails, bicycle routes, and habitat friendly landscaping. 6. Consider planting additional street trees along Anaheim streets whenever roadways are improved. 7. Consider planting new trees in parks and public properties to replace existing trees in declining health. 8. Construct new sidewalks, trails and new curb ramps throughout Anaheim to promote walkability and accessibility. 9. Improve access to fresh food by exploring opportunities to reduce impediments to opening corner markets, farmers markets and community gardens throughout Anaheim. 10. Initiate amendments to the General Plan and other related policy documents that would need to be amended to implement the Anaheim Outdoors Connectivity Plan, including but not limited to the following: a. City's Bicycle Master Plan. b. City of Anaheim Master Street Tree Plan for Arterial Corridors. c.
