A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM DECLINING TO ENACT A PROGRAM OF PREFERENCES
IN CITY EMPLOYMENT FOR VETERANS OF THE ARMED FORCES AND
EXPLAINING ITS REASONS FOR DOING SO AS REQUIRED BY GOVERNMENT
CODE SECTION 50088
WHEREAS, in 1999, the California Legislature enacted Government Code
Section 50088 which requires all local governments to take action by January 1, 2002, to either
(1) enact a system of employment preferences for veterans of the armed forces or (2) adopt a
resolution explaining why the local government declined to adopt such a system of preferences;
and
WHEREAS, the City of Anaheim has consistently and successfully operated
under the merit principal of employment; and
WHEREAS, preferences are the antithesis of merit competition; and
WHEREAS, the City of Anaheim currently employs a significant number of
military veterans who have successfully gained employment and promotions without the aide of
preference systems; and
WHEREAS, the City of Anaheim encourages military service by its employees by
providing full pay and benefits during annual military training and by providing full benefits and
pay supplements during times of national emergencies.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Anaheim does hereby decline to implement a system of preferences for military veterans for the
reasons stated in this resolution.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 4~:1~ day of December: 2001.
