A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AN UPDATE OF THE
BOUNDARIES OF THE TARGETED EMPLOYMENT
AREA FOR THE CITY OF ANAHEIM ENTERPRISE
ZONE REFLECTING NEW UNITED STATES CENSUS
DATA.
WHEREAS, the State of California Department of Housing and Community
Development ( "HCD ") oversees an Enterprise Zone Program, the goal of which is to expand job
opportunities and economic development for all Californians; and
WHEREAS, the City of Anaheim applied for and was awarded a new 15 -year
Conditional Enterprise Zone Designation on December 15, 2010, and HCD granted Final
Designation to the Anaheim Enterprise Zone, which was effective February 1, 2012; and
WHEREAS, Section 7072(i) of the California Government Code allows for the
designation of Targeted Employment Areas ( "TEA ") to encourage businesses in an Enterprise
Zone to hire eligible residents from census tracts that have at least 51 percent of its residents with
low- or moderate - income levels; and
WHEREAS, by the adoption of its Resolution No. 2012 -007 on January 24, 2012,
the City Council of the City of Anaheim ( "City Council ") approved the boundaries of the City's
TEA; and
WHEREAS, Section 7072(i)(4) of the California Government Code requires each
local governmental entity of each city, county, or city and county that has jurisdiction of an
enterprise zone to update its TEA within 180 days of new census data becoming available; and
WHEREAS, based upon information provided by HCD using the most recent
United States Department of Census data, the City Council finds and determines that certain
changes to the boundaries of the City's TEA are warranted.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim, as follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The boundaries of the City's TEA, as shown on the Map of Targeted
Employment Area Boundaries and the Table of Census Data for Targeted Employment Area
attached hereto as Exhibit A and Exhibit B , respectively, are hereby approved and shall be and
become effective on and after June 1, 2013 for the Anaheim Enterprise Zone. Accordingly, as of
and after June 1, 2013, all references to the Map of Targeted Employment Area Boundaries and
the Table of Census Data for Targeted Employment Area for the Anaheim Enterprise Zone shall
be to the revised Map of Targeted Employment Area Boundaries and the Table of Census Data
for Targeted Employment Area, attached hereto as Exhibit A and Exhibit B , respectively.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 14th day of May , 2013, by the following roll call vote:
AYES: Council Members Eastman, Murray, Brandman and Kring
