Crescent Avenue, Anaheim, California April 24, 2013 MINUTES COMMISSIONERS PRESENT: Chairman Crawford and Vice Chair Manes Commissioners Vadodaria, Brennan, Huitt and Lappin COMMISSIONER EXCUSED: Commissioner Navarro STAFF PRESENT: Lynn Smith — Community Services Manager, Larry Pasco — Parks Manager, Pamela Galera, Principal Project Planner, Wendy Solorio — Community Services Supervisor, Eleanor Granflor — Sr. Secretary CALL TO ORDER — Chairman Crawford called the meeting to order at 5:32 p.m. PLEDGE OF ALLEGIANCE — Chairman Crawford led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATIONS A. Written Communication — None B. Unscheduled Oral Communication from the Public — None. APPROVAL OF MINUTES — Chairman Crawford presented the March 27, 2013 Minutes to the Commissioners for changes or corrections. There being none, Chairman Crawford accepted the minutes as presented. ACTIVITY REPORTS A. Recreation and Human Services Activity Report — February /March — Lynn Smith presented the report and highlighted the Volunteer Recognition Luncheon was a successful event. Lynn reported the Summer Showcase will be held on April 27th at the Pearson Park Amphitheatre to highlight programs, classes, activities and human services the Community Services Department offers. Lynn also reported the 16th Annual WAND Western Barbeque will be held on May 11th. B. Recreation and Human Services Park Ranger Report — March — Lynn Smith presented the report. Chairman Crawford questioned what the notation "H &S Activity" means. Lynn Smith stated it stands for "Health & Safety" C. Parks Capital Protect Progress Report — Pamela Galera presented the report, provided updates, and answered questions on the following projects: • Five Coves — Approval of the Memorandum of Understanding with the Orange County Water District will be requested from City Council on April 30th. Staff will be applying for grant funding and will complete documentation for certification of the California Environmental Quality Act. • Anaheim Outdoors —Approval of the Master Plan will be requested from the City Council on April 30tH • Dog Park at Olive Hills Park — A community meeting was held on April 13th at Olive Hills Park. Input was received from attendees. • Ponderosa Park — Staff is looking into major renovations to the park and to replace the Family Resource Center. Seven proposals have been received from design teams which will be reviewed by staff. • New Park at Park Circle — A community meeting was held on February 20th for a small pocket park to be built. Another community meeting will be scheduled to receive additional input from the community. • West Anaheim Youth Center — Funding has been received to install air conditioning at the gymnasium. Chairman Crawford questioned the status on the Anaheim Tennis Center. Larry Pasco stated discussion at the City Manager level continues and a final decision needs to be made in order to continue with the Master Plan. Parks and Recreation Commission Minutes April 24, 2013 D. Senior Citizen Sub - Committee Report — Commissioner Huitt reported the following: • Health and Nutrition Committee had Dr. Kerry Burnight speak at the last meeting. Dr. Burnight spoke on elder and child abuse, the red flags for abuse, the importance of the wisdom of older generations, and a mobile application called "Our Face" that shows how a child may age in the future. • The Senior Citizens Advisory Council reported California was appointed a Purple Heart State and Garden Grove is the only Purple Heart City in Orange County. Commissioner Huitt requested for staff to call the Office on Aging, Veterans Office to research if it is appropriate for the City to apply for this. Lynn Smith stated there is already a Veterans Working Committee that is working on various projects and the Purple Heart City may be one of them; and will check with them. The State of California is now offering a special license plate for Veterans. Commissioner Huitt shared a resource folder that the City of Irvine provides to their senior citizens. Chairman Crawford shared various resources (bible of life, minor home repairs and modifications, etc.) that are provided by the City of San Marcos to Seniors and questioned if similar resources are provided to the seniors in Anaheim. Commissioner Huitt suggested for similar information to be published in The Courier. Vice Chairman Manes stated the Paint Your Heart Out Program helps Seniors with projects on the home that include building a wheelchair ramp. Commissioner Huitt reported high school students from Katella High School volunteered for a "Tech Day" at the Downtown Anaheim Community Center to teach seniors how to work various technologies including the cell phone. Wendy Solorio stated the students from Katella High School will have a booth at the Health Fair for Seniors to help with technology equipment on May 4 and will also have another Tech Day on June 12 NEW BUSINESS A. Anaheim Youth Services Assessment — Lynn Smith presented the Anaheim Youth Services Assessment Report that was released by the Anaheim Community Foundation. B. Community Services Activity Guide — Lynn Smith presented the Community Services Activity Guide. Lynn reported residents who request the information will have an Activity Guide mailed to them. Staff is working on producing the Activity Guide in Spanish by fall 2013. INFORMATIONAL ITEMS — Larry Pasco reported a community meeting will be held on May 15 at 6:00 P.M. regarding a dog use area at La Palma Park. This will be a preliminary meeting to receive input from the community. Commissioner Brennan reported an incident that occurred when a young male trespassed onto the campus of Servite High School. The police report can be obtained to share information with the Community Services Department, especially Parks and Community Center staff. Commissioner Huitt reported she attended a CERT quarterly meeting where volunteers who attended the meeting role played in a shooting scenario. Volunteers were taught to find "blue sky" when they believe it is safe to leave the area. Vice Chairman Manes reported the following: • National Library Week during the week of April 29 • Children's Art Festival on May 18 • Greek Festival on May 18 • Volunteerism website has been launched: www.AnaheimVolunteer.net • Taste of Anaheim on May 91h Chairman Crawford reported his term will end in June. Commissioner Vadodaria also reported his term will end in June. ADJOURNMENT — Chairman Crawford adjourned the meeting at 6:30 p.m. 2
