INTRODUCTION OF VISITORS AND COMMUNICATIONS A.Written Communication –None B.Unscheduled Oral Communication from the Public –None. APPROVAL OF MINUTES–Vice Chair Manespresented the April 24, 2013Minutes to the Commissioners forchanges or corrections. There being none, Vice Chair Manesaccepted the minutes as presented. ACTIVITY REPORTS A.ParksActivity Report –March/April–Larry Pascopresented the reportand clarified the location of Five Coves, which is still in the planning stages. B.Recreation and Human Services Park Ranger Report –April–Lynn Smith presented the reportand stated there will be more activity and contacts in the spring and summer months. Lynn reportedthere is an increase of complaints made regarding dogs off the leash between 5:00 a.m. to 7:00 a.m. Park Rangers begin their work shift at10:00 a.m., anddo not come into contact with as many dogs off the leash during their work hours as reported in the early morning hours. Commissioner Navarro questioned if park patrons are given fines if their dogs are found off the leash. Lynn Smith reported Park Rangers do not have the authority to fine, but the Anaheim Police Department or Code Enforcement can issue citations. C.Parks Capital Project Progress Report–Pamela Galera presented the report, provided updates, and answered questions on the following projects: Dog Park at La Palma Park–A successful community meeting was held on May 15 and the draft Master Plan will be revised to reflect the comments received by the community. Dog Park at Olive Hills Park –A Landscape Architect will be hired for this project. Manzanita Community Center Renovations –Staff is working with Meyer and Associates to repair the community center. The Boys and Girls Club will be running the facility. Schweitzer Park Restroom Improvements –Restroom upgrades are under construction. Schweitzer Park Playground Project –Installation of 2 to 5 year old playground will be this summer. Ponderosa Park –Staff completed consultant interviews is currently negotiating with a consultant for this project. A new Family Resource Center will be built for adequate functionality. D.Senior Citizen Sub-Committee Report–Commissioner Huitt reported there are not enough parking spaces available for activities and classes held at the Downtown Anaheim Community Center due to the shared parking lot with the Boys and Girls Club and the Downtown Anaheim Youth Center. Lynn Smith clarified the parking lot is meant for all three facilities. Commissioner Huitt questioned if senior citizens can park in the City Vehicle reserved parking spaces between 7:00 a.m. to 3:00 p.m. Wendy Solorio clarified the reserved parking spaces are open for parking until 3:00 p.m. 1 Parks and Recreation Commission Minutes May 22, 2013 Commissioner Huitt requested for chairs to be placed in the lobby area at Brookhurst Community Center to create a sitting area. Lynn Smith stated there used to be furniture in the lobby area and will look into it. NEW BUSINESS A.Homeless Property Storage Initiative–Lynn Smith reported a six-month pilot project will begin in July to help with the current homeless situation at La Palma Parkand answered questions. The plan is to place two storage containers and portable restrooms on vacant City property across the street from La Palma Park. Thecontainers will be used to store the belongings of the homeless and will help encourage them to go to a shelter at night or join a shelter program. The portable restrooms will be available for the homeless to use to lessen the problem of homeless going to the restroom where it is not allowed. The storage containers will be operatedby a local organization, Mercy House.Larry Pasco stated this program has been successful in other cities and clarified the Community Services Department will beassisting other departments to begin this project. B.Recreation & Human Services Fees for FY 2013/2014 –Lynn Smith presented the staff report for this item highlighting the threefee increases as stated in Exhibit A,the newdiscountas stated in Exhibit B, and a fee collection change for the Adult Soccer program. Vice Chair Manes questioned the Direct Cost fees for the Show Wagon. Lynn Smith stated the Direct Cost fees include staffing to drive the Show Wagon and manage it, and any other related costs. Commissioner Vadodariamade a motion to approve the FY2013/2014Recreation and Human Services Fees as presented. Commissioner Navarroseconded the motion. Motion passedunanimously. C.FY2013/2014 Proposed Budget Approval–Lynn Smith and Larry Pasco presented the proposed budget report for Parks, Recreation, Human and Neighborhood Services Divisions of the Community Services Department. Vice Chair Manes questioned if there will beavailable funds for a new Show Wagon tobe purchased. Lynn Smith stated a Sponsorship/Fundraising Campaign run by the Recreation & Human Services Division will begin to raisefunds for a new Show Wagon.Lynn also stated a Campaign will begin to raise funds for shade covering over the Pearson Park Amphitheatre seating. Commissioner Huitt questioned the amount for credit card fees. Lynn Smith stated the credit card fees are paid to credit card companies when customers use credit cards to pay for classes, registration, etc. Commissioner Brennanstated the proposed budget was very complex and due to the Commission’s trust that the professional staff have characterized and presented, to the best of their abilities, the budget information accurately to the Commission, he motioned to accept the FY2013/2014Proposed Budget in support of the Department/City. Commissioner Huittseconded the motion. Motion passed unanimously. INFORMATIONAL ITEMS–Vice Chair Manes reported the following: Line Dancing available at the Downtown Anaheim Community Center/Senior Center Bike Valet isavailable at the Farmers Market Memorial Tree Program Event at Founders’ Park on May 23 Anaheim Bulletin is available at the Downtown Anaheim Community Center and Chamber of Commerce Commission Brennan reported a Technology Nightwill be heldat Servite High Schoolon June 12.
