2002-022RESOLUTION NO. 2002R-22 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM CLOS1NG PHILADELPHIA STREET TO VEHICULAR TRAFFIC AT A POINT IMMEDIATELY NORTH OF THE CIVIC CENTER DRIVEWAY FOR PURPOSES OF TRAFFIC CONTROL WHEREAS, Vehicle Code section 21101 (f) authorizes the City Council by resolution to close any non-arterial street if' such closing implements the circulation element of the General Plan, is consistent with the health and safety of the City's residents and the closure is accomplished consistent with the signage requirements of Vehicle Code section 21103; and WHEREAS, the closure of Philadelphia Street at a point immediately north of its intersection with the Civic Center Driveway and the creation of a cul-de-sac at that point is consistent with the responsibility of the City of Anaheim to provide for the health and safety of its citizens and implements the circulation element of the General Plan; and WHEREAS, the number of children and senior citizens crossing Philadelphia Street to access community facilities from the parking area on the east side of Philadelphia Street continues to increase, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. That Philadelphia Street be, and the same hereby is, closed to vehicular traffic at a point immediately north of its intersection with the Civic Center Driveway by construction of a cul-de-sac at that location. 2. That appropriate signage be erected prior to the physical closure of Philadelphia Street to prohibit any turning of vehicles from Broadway onto Philadelphia Street, to advise drivers turning from Center Street onto Philadelphia Street that Philadelphia Street is not a through street, and to prohibit left tums from the Civic Center Driveway onto Philadelphia Street. 3. That the foregoing closure implements the circulation element of the General Plan and enhances the health and safety of the residents of Anaheim.
