PRESENT: PRESENT: ABSENT: PRESENT= Mayor, Tom Daly Council Members, Tom Tait, Lou Lopez, Frank Feldhaus Council Member, Bob Zemel City Manager, James Ruth Assistant City Manager, Dave Morgan Deputy City Manager, Tom Wood Intergovernmental Relations Officer, Kristine Thalman Assistant City Clerk, Ann Sauvageau GUEST: 'Assemblyman Richard Ackerman, Seventy-Second District Mayor Daly called the Adjourned Regular Meeting of November 14, 1995 to order at 8:00 a.m. in the City Manager's Conference Room, 7th Floor, City Hall, 200 S. Anaheim Boulevard. He welcomed newly elected Assemblyman Ackerman to the meeting to discuss his 1996 legislative agenda. Assemblyman Dick Ackerman, Seventy-Second District (District Office, 305 N. Harbor, Suite 303, Fullerton, CA 92632). In his opening remarks, he noted his main objectives are to reinvigorate business in California, to bring back local control and less government. Council Members and staff then presented State issues of interest to the City of Anaheim: A. State Budget - Protection of City Revenues; B. Implementation of Federal Budget Changes; C. Public Utility Revenues - Protect Local Control; D. Proposition 62 Supreme Court Decision; E. Telephone Company use of Public Right- of-Way. The issues and impacts to Anaheim were discussed. Other issues addressed germane to the City of Anaheim: (1) The need for freeway signs, especially from the Costa Mesa area, directing motorists to Anaheim. The 55 Freeway northbound signs should say, to Anaheim, and not to Riverside since the 55 terminates, to the north, in Anaheim. Also needed is at least one freeway sign directing motorists to the Convention Center since it is a main destination point. Another major issue is consideration of a sound wall on the Santa Fe rail line along the Orangethorpe corridor and specifically, in Anaheim, the area east of Imperial Highway on Orangethorpe/Esparanza adjacent to the Northfield residential area. The problem is due to increasing freight traffic, commuter rail traffic the addition of another track and the grade separation. Mayor Daly noted that this matter is a top priority for Yorba Linda as well, part of which is in Assemblyman Ackerman's district. Assemblyman Ackerman reported that his Chief of Staff in his local office is Wendy Lee (former assistant to Congressman Dannemeyer); his assistant in Sacramento is Terry Bogert. Mayor Daly and Council Members expressed their pleasure in having the opportunity to meet with Mr. Ackerman and look forward to working with him in the future on Anaheim issues. ADJOURNMENT: By General Council consent, the Adjourned Regular Meeting of 11/14/95 (held 11/17/95) was adjourned to Saturday, November 18, 1995 at 8:00 a.m. at the Anaheim Convention Center, 800 West Katella Avenue, Anaheim, Room A8 for a City Council Budget Workshop.
