COMMISSIONERS PRESENT: Chairman Manes and Commissioners Huitt, Lappin, Navarro, Anderson, and Levy
COMMISSIONERS ABSENT: Vice Chairman Brennan
STAFF PRESENT: Lynn Smith Community Services Manager, Larry Pasco Parks Manager,
Pamela Galera, Principal Project Planner, Wendy Solorio Community Services Supervisor,
Eleanor Granflor Sr. Secretary
CALL TO ORDER Commissioner Huitt called the meeting to order at 5:40 p.m.
PLEDGE OF ALLEGIANCE Commissioner Huitt led the Pledge of Allegiance.

APPROVAL OF THE MINUTES Chairman Manes presented the December 4, 2013 Minutes to the Commissioners for
changes or corrections. Commissioner Levy made a motion to accept the minutes, seconded by Commissioner Huitt. There
being no further additions or corrections, Chairman Manes accepted the Minutes.
REPORTS
A.Recreation and Human Services Activity Report October/November Lynn Smith presented the reported and highlighted
the 2014 Recognition Luncheon on March 19, 2014.
B.Parks Activity Report November/December Larry Pasco presented the report and stated the Parks Division received a
supplemental budget of $236,000 for tree trimming in the parks, in addition to the $100,000 already allocated in the City
Budget.
Commissioner Lappin commented the parks have been well maintained.
Commissioner Huitt questioned the usage of the homeless storage facility located across the street from La Palma Park.
Larry Pasco stated the storage facility is well used by the homeless and clarified there is a scheduled time Mercy House is
staffed to check-in and check-out items stored in the containers. Larry Pasco also stated asphalt was added to the facility
to make the area more handicapped-accessible.
C.Recreation and Human Services Park Ranger Report December Lynn Smith presented the report and answered
questions regarding the high number of disturbances at Sage Park.
D.Parks Capital Project Progress Report Pamela Galera presented the report and answered questions, provided updates,
and answered questions on the following projects:
5 Coves City was awarded the OCTA grant (Bicycle Corridor Improvement Program) for the bike path leading north
to Frontera Street. City staff will prepare correspondence for residents in the area.
Anaheim Outdoors-our backyard Urban Greening Connectivity Plan City was awarded a grant from the Southern
California Association of Governments (SCAG). A consultant will be hired to prepare an updated General Plan.
Downtown Anaheim Community Center Staff is awaiting cost estimates for outdoor exercise equipment that will be
installed outside the Downtown Anaheim Community Center.

John Marshall Park-KaBOOM! Playground building event Design Day was held on January 22 and Build Day will be

on March 22. Staff will finalize design plans.

Little Peoples Park Staff will schedule additional community meetings to finalize the amenities and upgrades to the
park.
Miraloma Construction continues onsite.
New Park at Park Circle Information with proposed park improvements was mailed out to the community.
Paul Revere Park The groundbreaking ceremony was held on January 9.

Ponderosa Park Additional community meetings will be scheduled to finalize floor plans of the building.
West Anaheim Youth Center An air conditioning system will be installed in the gymnasium.
Woelke-Stoffel House Roof Replacement The roof replacement is complete. Special carpentry and metal work will
be completed in the next few weeks.
E.Senior Citizen Sub-Committee Report Commissioner Huitt introduced a guest speaker, Don MacAllister, President of the
Senior Citizen Advisory Council (SCAC). Don MacAllister presented information and answered questions regarding the
SCAC and the California Senior Legislature. The information presented highlighted the roles and tasks of the California
Senior Legislature.
NEW BUSINESS None
INFORMATIONAL ITEMS Commissioner Levy reported the Council on Aging invites photographers to submit entries for the
Aging as Art show that will display selected photographs online and at special showings at Bowers Museum.
Chairman Manes reported the following:
Senator Lou Correa will be hosting events for senior citizens and high school students.
Servite High School will be hosting an e-waste recycling day on January 25.

Public meetings are being held regarding the Angels Stadium negotiations.
Veterans Affair Committee is working with Senator Lou Correa to host an event on January 30 at Rancho Santiago

Community College District Board Room.
A new exhibit will begin at the Muzeo.
Assemblyman Tom Daly has setup a hotline for Covered California.
State of the City will be presented on January 29.

Caregivers Support Group will begin at Kaiser Permanente on La Palma Avenue.
Wendy Solorio reported the All-American Boys Chorus will have a concert for Veterans on February 27. Eleanor Granflor will
