COMMISSIONERS PRESENT: Chairman Manes, Vice Chairman Brennan, and Commissioners Huitt, Lappin, Navarro,
Anderson, and Levy
STAFF PRESENT: Lynn Smith Community Services Manager, Larry Pasco Parks Manager,
Pamela Galera, Principal Project Planner, Wendy Solorio Community Services Supervisor,
Eleanor Granflor Sr. Secretary
CALL TO ORDER Chairman Manes called the meeting to order at 5:38 p.m.
PLEDGE OF ALLEGIANCE Vice Chairman Brennan led the Pledge of Allegiance.
INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS

B.Unscheduled Oral Communication from the Public Michael Pacheco introduced himself to the Commission. He is a
student at California State University, Long Beach studying Recreation.
APPROVAL OF THE MINUTES Chairman Manes presented the January 22, 2014 Minutes to the Commissioners for changes
or corrections. Commissioner Lappin made a motion to accept the minutes, seconded by Commissioner Huitt. There being no
further additions or corrections, Chairman Manes accepted the Minutes.
REPORTS
A.Recreation and Human Services Activity Report December/January Lynn Smith presented the reported and highlighted
the Recreation, Human and Neighborhood Services Division now has a Twitter account and Facebook Page. Lynn invited
age.
Chairman Manes requested a status on the Homeless Property Storage check-in center across the street from La Palma
Park. Lynn Smith stated approximately 200 homeless are using the storage facility and the area is improving. The City is
working with the County of Orange and other cities to find a location for a year-round shelter.
Wendy Solorio stated it is a transportation program
for senior citizens to be picked up from their residence and be taken within five (5) miles of their home at the cost of $2.00
each way. Madeline Jensen, a member of the public in attendance, commented that the transportation program did not
include transportation to medical appointments. Wendy shared that the program has recently been expanded and that
beginning in the month of March medical appointments within the City of Anaheim will be included and the mileage from
home will increase from five (5) to ten (10) miles within the City of Anaheim. Wendy stated that the program brochure is
being updated and that she can share additional information on the program changes at a future meeting.

C.Parks Capital Project Progress Report Pamela Galera presented the report and answered questions, provided updates,
and answered questions regarding the park naming policy and questions of the following projects:
Bikeway Master Plan update for the Anaheim Outdoors- The
City received a grant from the Southern California Association of Governments (SCAG) to update the Bikeways Master
Plan which will amend the City General Plan and associated Environmental Impact Report.
John Marshall Park KaBOOM! Playground building event Build Day is scheduled for March 22 to replace the

playground. Pamela thanked Vice Chairman Brennan for hosting the Design Day at Servite High School.
Little Peoples Park A community meeting was held on February 20 to discuss future park improvements. After a

complete discussion in which residents shared their opinion about the pros and cons of a restroom, it was decided that
a restroom will not be installed at the park. Park improvements will be performed in FY 14/15 and include a decorative

New Park at Park Circle The community has approved the design of the park and is requesting the parking be re-
striped for head-in parking.
Paul Revere Park Construction will start in March.
Ponderosa Park A community meeting is scheduled for March 10. The floor plan for the Family Resource Center,

the skate park feature and the spray/water feature will be discussed.
Ball Road Basin The City currently does not have rights to the property, but has made an offer to purchase the
property to build a Sports Complex at the site. A meeting for the California Environmental Quality Act (CEQA) will be
held on March 3. Larry Pasco explained the Orange County Water District (OCWD) is currently working with a

company Competitive Power Ventures (CPV), on a Lease Option Agreement for the next two to four years. CPV is
currently waiting for SCE to request another round of offers that will allow the company to submit a proposal to build a
power plant on the property.
Platinum Triangle Parks Two (2) pocket parks will be built by the developer in the Platinum Triangle area.
D.Senior Citizen Sub-Committee Report Commissioner Huitt reported the 7 Annual South County Senior Summit, hosted

by Patricia Bates, will be held in Laguna Woods on March 21.

NEW BUSINESS Commissioner Levy shared information regarding the Senior Olympics with the Commission and questioned
why the event is no longer hosted by the City. A brief discussion was held regarding the event. Lynn Smith stated the event
was no longer sponsored by the City due to budget reductions and low staffing, and also an analysis was completed and
showed low participation from Anaheim residents. Lynn also stated Anaheim based events, table tennis and bocce ball, that
have high participation from residents continued. Commissioner Levy shared information regarding the Senior Olympics with
the Commission.
INFORMATIONAL ITEMS Lynn Smith reported the City Council proclaimed Anaheim a Purple Heart City at the February 18

City Council meeting.
