RES-2014-097 RESOLUTION NO. 2014- 097 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING RATES OF COMPENSATION FOR CLASSIFICATIONS DESIGNATED AS POLICE SAFETY MANAGEMENT AND SUPERSEDING RESOLUTION NO. 2000 -128 AND AMENDMENTS THERETO WHEREAS, the Human Resources Director has recommended in a staff report dated June 17, 2014, that the need exists to establish rates of compensation for job classifications designated as Police Safety Management; and WHEREAS, as a result thereof, the need exists to supersede Resolution No. 2000 -128 and amendments thereto pertaining to rates of compensation for Police Safety Management classifications; and WHEREAS, the City Council of the City of Anaheim does find that establishing new rates of compensation Police Safety Management classifications is in the best interest of the City of Anaheim. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim as follows: Section 1 That, the basic compensation plan for all officers and employees of the City of Anaheim who are now employed, or will in the future be employed in any of the job classifications listed below, shall be allocated to the following salary ranges: Classification Salary Range Deputy Chief of Police X PR50 Corrections Facility Manager XU PR10 Section 2 That, effective the pay period beginning on June 20, 2014, the basic compensation plan for all officers and employees of the City of Anaheim who are now employed or will in the future be employed in any of the classifications listed above shall be allocated to the salary ranges according to the structure listed below: RANGE MINIMUM MARKET CONTROL PR10 $89,249 $111,562 $122,718 PR20 $111,562 $139,452 $153,397 PR30 $128,296 $160,370 $176,407 PR40 $141,125 $176,407 $194,047 PR50 $162,294 $202,868 $223,155 Section 3 For purposes of benefits and application of Management Pay Policies and Personnel Rules, classifications listed in Section 1 of this Resolution shall be assigned to the following units: Classification Unit of Representation Deputy Chief of Police Administrative Management 12 Corrections Facility Manager Middle Management 13 Section 4 Pursuant to the California Public Employees' Pension Reform Act of 2013, new employees, working in the classifications set forth in this Resolution, hired on or after January 1, 2013, shall be enrolled in the Public Employee's Retirement defined benefit plan of 2.7% @ 57 with a final compensation measurement period of the average of three (3) consecutive years and the employee paying at least fifty percent (50 %) of normal costs, rounded to the nearest of one percent (1%). Section 5 Employees hired to work on a part time basis in any of classifications listed in Section 1 of this Resolution shall be compensated at the rate of pay established for the full time classification and shall make the same pension contributions as established for the full -time classifications. Section 6 The letter "X" preceding a salary range number indicates that employees working in that job classification are exempt from overtime provisions as provided in Personnel Rule 6, Premium Pay. The letter "U" preceding a salary range indicates that employees upgraded to that job classification shall be paid premium pay as provided in Personnel Rule 6, Premium Pay and the management Pay Guidelines, Temporary Upgrades. Section 7 Effective the pay period beginning on June 20, 2014, officers and employees of the City of Anaheim who are now employed or will in the future be employed in the classification of Corrections Facility Manager, who are required to speak in Spanish or other languages (including sign language), as well as English, as part of the regular duties of their position will be compensated at the rate of sixty dollars ($60) per pay period, in addition to their regular pay, except while they are on Short Term Disability leave or Leave Without Pay for over forty (40) hours in a pay period. Effective the pay period beginning on December 19, 2014, officers and employees of the City of Anaheim who are now employed or will in the future be employed in the classification of Corrections Facility Manager, who are required to speak in Spanish or other languages (including sign language), as well as English, as part of their regular duties of their position will be compensated at the rate of seventy dollars ($70) per pay period, in addition to their regular pay, except while they are on Short Term Disability leave or Leave Without Pay for over forty (40) hours in a pay period. Effective the pay period beginning on June 20, 2014, officers and employees of the City of Anaheim who are now employed or will in the future be employed in the classification of Corrections Facility Manager, who are required to speak, read and /or write in Spanish or other languages (including sign language), as well as English, as part of the regular duties of their position will be compensated at the rate of eighty dollars ($80) per pay period, in addition to their regular pay, except while they are on Short Term Disability leave or Leave Without Pay for over forty (40) hours in a pay period. Effective the pay period beginning on December 19, 2014, officers and employees of the City of Anaheim who are now employed or will in the future be employed in the classification of Corrections Facility Manager, who are required to speak, read and /or write in Spanish or other languages (including sign language), as well as English, as part of their regular duties of their position will be compensated at the rate of ninety dollars ($90) per pay period, in addition to their regular pay, except while they are on Short Term Disability leave or Leave Without Pay for over forty (40) hours of that pay period. Section 8 The regular hourly rate of pay for employees working in job classifications listed in this Resolution shall be computed as provided in Personnel Rule 5, Hours of Work and Pay Day. Section 9 The provisions of the Resolution shall supersede Resolution No. 2000 -126 and amendments thereto. The provisions of this Resolution shall supersede and take precedence over any inconsistent provisions in Rule 6.6 of the Personnel Rules covering Management, Confidential, and Non - Represented Part-Time Employees, for officers and employees of the City of Anaheim who are now employed or will in the future be employed in any of the classifications listed in Section 1 of this Resolution. BE IT FURTHER RESOLVED that the effective date of this Resolution is June 17, 2014.
