Mayor Roth called the meeting to order and welcomed those in
attendance to the Council meeting.
INVOCATION: Louis Rohrs, Trinity United Methodist Church, gave the Invocation.
FLAG SALUTE: Council Member Miriam Kaywood led the assembly in the Pledge of
Allegiance to the Flag.
119: PRESENTATION - BEACH BOULEVARD SUPER STREET DEMONSTRATION PROJECT: Lisa
Mills, Project Manager for the Beach Boulevard Super Street Demonstration
Project, Orange County Transportation Commission (OCTC) briefed the January 7,
1986 report from the Commission - subject: Beach Boulevard Super Street
Demonstration Project, draft final report and draft program Environmental
Impact Report (previously submitted and made a part of the record). The
presentation which was being made to all City Councils of cities involved in
the project (9 cities) was preliminary to having each city approve the
recommendations contained in the project study which would enable staff to
enact measures required for implementation of the project. Ms. Mills then
elaborated on the eight recommended improvements in A~aheim which were also
listed in staff report dated January 10, 1986 from the Engineering Department
recommending that the Council approve those recommendations (see Page 1,
J~nuary 10, 1986 staff report to the City Manager/City Council from the
Engineering Department and Page 1 of the January 7, 1986 OCTC Report).
Ms. Mills noted, as indicated in the staff report, two areas of concern
expressed, i.e., acquisition of new right-of-way and parking restrictions.
OCTC would continue to work with the property owners involved to assure them
the project would be of minimal impact. Relative to parking restrictions,
City staff felt that it would be appropriate to eliminate parking totally and
not just durin2 peak periods as recommended by 0CTC. The Commission would
also consider that recommendation.
Mr. A1 Hollinden, consultant, OCTC, discussed funding for the project which
would primarily be derived from three sources:
(1) Orange County Unified Transportation Trust (OCUTT) Funds.
(2) Orange County Transit District (OCTD) participation in bus
turnout funding.

(3) Private Sector Dedication of Right-Of-Way and Roadway
Improvements as part of development proposals. (See Page 5 of the
January 7, 1986 OCTC report).
In concluding, he explained the remaining steps to be completed in the
process. Presentations to the involved City Councils was expected to be
completed in the first week of February, response to the Ell{ comment period
had been extended to the 18th of February, and OCTC should adopt the program
on March 24, 1986. Some time tn April and May, the Commission would work out
a Memorandum of Understanding (MOU) with the City spelling out what both the
OCTC and City will do. That would be brought back to the Council for approval.
Questions were then posed by Council Members at the conclusion of which,
Councilwoman Kaywood offered Resolution No. 86R-022 for adoption, approving
the recommendations of the Beach Boulevard Super Streets Demonstration Project
Study, and authorizing staff to enact measures required for implementation.

119: RESOLUTIONS OF WELCOME: Resolutions of Welcome were unanimously adopted
by the City Council to be presented to Hotel Sales Management International,

Associations Executives; Southern California Chapter - Meeting Planners
International who will be conducting meetings at the Disneyland Hotel.
MINUTES: Councilwoman Kaywood moved to approve the minutes of the regular
meeting held January 7, 1986. Councilman Bay seconded the motion. Councilman
Pickler was absent. MOTION CARRIED.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilwoman Kaywood moved to
waive the reading in full of all ordinances and resolutions of the Agenda,
after reading of the title thereof by the City Clerk, and that consent to
waiver is hereby given by all Council Members, unless after reading of the
title, specific request is made by a Council Member for the reading of such
ordinances or resolutions in regular order. Councilman Bay seconded the
motion. Councilman Pickler was absent. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE CITY in the amount of $2,796,613.41, in
accordance with the 1985-86 Budget, were approved.

114: RULING ON ABSTENTIONS: Councilman Overholt referred to a r,aport
submitted by the City Attorney giving his opinion regarding abstentions by
Council Members when voting on certain issues which was requested at the
meeting of January 4, 1986. He was very interested in the recommendations by
the City Attorney and in what had to be done to implement them when a full
Council was present.
City Attorney Jack White stated he would be happy to schedule the matter for a
future Council meeting; Councilwoman Kaywood suggested that the matter be
discussed at the January 28, 1986 meeting.
By general Council consensus, the issue of abstentions was scheduled to be
considered at the Council meeting of January 28, 1986.
126: TRAFFIC CONGESTION/TRAFFIC CONTROL - DISNEYLANDAREA~ SATURDAY~
JANUARY 18~ 1986: Mayor Roth reported that he received calls and was also
personally approached on Sunday (January 19, 1986) by citizens living in the
area around Disneyland and by people who attended the special party Saturday

night at Disneyland complaining, amongst other things, that it took over one
hour to go two blocks anywhere around the park. Other concerns expressed was
the seeming lack of concern by the police and the lack of traffic control when
problems occurred revolving around a stalled truck. He wanted input from the
Police Department relative to any action they may have taken to alleviate the
situation or any recommendation they might have and also whether or not there
could be some coordination with Disneyland in getting people in and out of the
park.
Councilman Bay, having reported earlier that he was on a fly-along in the
police helicopter, stated there were sigalerts initiated because of the backup
on the Lincoln off ramp of the Santa Ana Freeway south and also Freedman Way
from the freeway to Harbor Boulevard. He then gave an "overview" of what he
observed. Two things were at the heart of the problem - traffic slowed coming
through the entrance gate into Disneyland (from Harbor Boulevard) when the
parking lot was still three-quarters empty, i.e., the time taken to move the
vehicles into the lot, and secondly, the "bunchup" at the exit gates when the
earlier crowds were trying to depart. The exit at Cerritos was flowing
smoothly, however. What was needed was some brain storming and radical
thinking along with studies on what could be done and how quickly the problem
might be solved. The solution was not going to be simple or "cheap" but it
was time to take a look at the whole issue.
RECESS - CLOSED SESSION: Mayor Roth announced that a Closed Session would be
held to confer with the City's Attorney regarding the following:
a. To confer with its attorney regarding pending litigation pursuant to
Government Code Section 54956.9(a), to wit: Golden West Baseball Co. vs.
City of Anaheim, O.C. Superior Court Case No. 40 92 46.
b. To meet with the Chief of Police concerning a matter of public
security pursuant to Government Code Section 54957.

142/156: URGENCY ORDINANCE NO. 4688 - PROHIBITION OF CRUISING: Mayor Roth
asked for a report from the Chief of Police on the proposed ordinance.
Police Chief Jimmie Kennedy reported that recently the City had been
experiencing continuing problems in the northeast portion of the City in an
industrial area relating to cars that were cruising and creating a general
nuisance in the area simply by the fact that there were literally hundreds of
people congregating to cruise and to observe the cruising creating malicious
damage to property, trash problems and most recently by pouring an oily
substance onto parking lots and streets thereby creating a skid-pan effect
where the drivers could slide and spin their vehicles creating a hazardous
situation.

A number of complaints had been received from business people in the area as
well as parents who had dropped off their small children at a nearby
recreational area and when returning to pick them up, could not get back into
the area. The City had been dealing with the problem for quite some time but
it had recently escalated to the point where it was felt that some type of
legal action was necessary in order for the police to curb the problem and
reduce the risk and complaints that were occurring in the area. The
anti-cruising ordinance recommended to the Council would assist the police in
handling the problem.
Councilman Bay offered Urgency Ordinance No. 4688 for adoption. Refer to
Ordinance Book.
ORDINANCE NO. 4688: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
ADDING NEW SECTION 14.20.080 TO CHAPTER 14.20 OF TITLE 14 OF THE ANAHEIM
MUNICIPAL CODE RELATING TO THE PROHIBITION OF CRUISING AND DECLARING THE
URGENCY THEREOF AND THAT THIS ORDINANCE SHALL TAKE IMMEDIATE EFFECT.
Before a vote was taken, City Attorney Jack White read the ordinance in full.
Councilman Bay stated he had read the reports relative to cruising in the
northeast industrial area and he personally witnessed the situation last
Friday night in a ride along with the police and also on Saturday night on a
fly-along in the police helicopter. Cruising was not a new problem in the
northeast industrial area. It had occurred through the summer months and
intermittently since then. A week ago Friday night (January 10, 1986) it
became evident that parts of it were getting out of control through the damage
of private property and then the new incident of spreading oil to do
"wheelies" and spin rubber. Thus with the danger inherent in the industrial
area to the public and the peace and to private property justified the
emergency ordinance.

The Mayor declared Ordinance No. 4688 duly passed and adopted.
Mayor Roth noted that there was a provision in the Vehicle Code providing for
the passage of such an ordinance; City Attorney White confirmed that was the
case. The California Vehicle Code had enabling legislation permitting cities
to adopt such an ordinance and Anaheim was one of the first to implement that
provision.
Mayor Roth noted it was the first city in Orange County to do so.
Councilman Bay offered Ordinance No. 4689 for first reading (without the
urgency declaration).

RECESS - CLOSED SESSION: Councilman Roth moved to recess into Closed Session
to cover the balance of the items previously announced. Councilwoman Kaywood
seconded the motion. Councilman Pickler was absent. MOTION CARRIED.
