Sister City 2014/06/23 CITY OF ANAHEIM SISTER CITY COMMISSION MINUTES June 23, 2014 COMMISSIONERS PRESENT: Anthony Al-Jamie, James Dinwiddie, Jackie Filbeck, Debbie Juliani, Russell Lahodny, Laurie Leonard, Mark Lopez, Linda Newby, John Nguyen, Brian Anna Piercy, Pat Pina COMMISSIONERS ABSENT: Lori Farrow, Ann Gallaugher and Kyndell Paine STAFF PRESENT: GUESTS PRESENT: David Bracey Yuko Saito-Rodriguez Wayne Wang Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted at 2:30 p.m. on Friday, June 20, 2014 at Anaheim City Hall. Public Input: Chairman Nguyen explained that members of the public are invited to address the Anaheim Sister City Commission and will be called upon under Agenda Item No. VIII. Public Comment. I.CALL TO ORDER The meeting of the Anaheim Sister City Commission (ASCC) was called to order at 4:04 p.m. by Chairman Nguyen on Monday, June 23, 2014 at the Anaheim City th Floor, Anaheim, California.  II.APPROVAL OF MINUTES MOTION: Commissioner James Dinwiddie offered a Motion, seconded by Commissioner Jackie Filbeck AND MOTION CARRIED (Vote: 12-0; Absent: Lori Farrow, Ann Gallaugher and Kyndell Paine) that the Anaheim Sister City Commission does hereby approve the minutes from the ASCC meeting held on April 28, 2014 as presented. Anaheim Sister City Commission June 23, 2014 Page 2 MOTION: Commissioner James Dinwiddie offered a Motion, seconded by Commissioner Linda Newby AND MOTION CARRIED (Vote: 12-0; Absent: Lori Farrow, Ann Gallaugher and Kyndell Paine) that the Anaheim Sister City Commission does hereby approve the minutes from the ASCC meeting held on May 19, 2014 as presented. III. Commissioner Leonard reported there had been Report since the previous month; therefore the balance remained at $18,687.26. MOTION: Commissioner Pat Pina offered a Motion, seconded by Commissioner Linda Newby AND MOTION CARRIED (Vote: 12-0; Absent: Lori Farrow, Ann Gallaugher and Kyndell Paine) that the Anaheim Sister City Commission June 17, 2014. IV.AD HOC SUBCOMMITTEE REPORTS Commissioner Debbie Juliani apologized that she has missed the last few meetings and indicated there has been a lot going on at the Convention Center. She has not had a subcommittee meeting recently, but will make sure to schedule one in the near future. She has some great ideas for another fundraiser and will get everyone together to brainstorm. V.MITO STUDENT EXCHANGE UPDATE Commissioner Dinwiddie reported that seven host families have signed up to host students this summer. Mito is going to be sending approximately $4,500 the first week of July. It was also noted that the students will each pay $150 and that amount is in addition to the $4,500. Commissioner Pina asked if we had enough families to host students and if she should run the ad again on the Anaheim Beautiful newsletter. Commissioner Dinwiddie feels they have enough families but indicated it would not hurt to run the ad again to get people interested. Commissioner Dinwiddie noted the June 6 deadline posted on the Sister City website needs to be removed so that anyone interested in hosting students is not discouraged to submit an application. He indicated the Cultural Government Exchange Ad Hoc Subcommittee had an opportunity to interview Katie and will be recommending that she take on the teacher/chaperone role with the Mito inbound students this year. Katie Filbeck gave a synopsis of her background education including that she attended Juarez Elementary, South Jr. High and Katella High School. She received her ; she wrote for the Daily Bruin while she was at UCLA and she interned in Washington DC. She received her Masters at Cal State Fullerton. She is presently working on her PhD in English at Arizona State University and for the past five years she has taught English 101 and 102 online, hybrid and in person at Arizona State. She has traveled to Brazil, Italy, Ireland, Scotland, Spain and Japan. She made herself available to answer any questions. Commissioner Linda Newby commented the Commission is very lucky to have Katie and Commissioner Anna Piercy added she is very highly qualified. MOTION: Commissioner Laurie Leonard offered a Motion, seconded by Commissioner Anna Piercy AND MOTION CARRIED (Vote: 12-0; Absent: Lori Farrow, Ann Gallaugher and Kyndell Paine) that the Anaheim Sister City Commission does hereby teach and chaperone the Mito inbound students this summer. Commissioner Pat Pina expressed that although Katie has offered to chaperone and teach the students for free, she would like to see her get a stipend. Commissioner Dinwiddie reported there have been some minor changes to the Mito Inbound Student Exchange Calendar. The students will be attending an earlier show for the Circus. He also passed around a sign-up sheet for the Angel game and the Sayonara Dinner, so that they can plan for the number of tickets. A sign-up sheet for the other events scheduled throughout the week was also passed around. Commissioner Dinwiddie reminded Commissioners to bring items to the next ASCC meeting to include in the goodie bags that will be given to the students and chaperones on July 25. There will be eight students and two chaperones. Anaheim Sister City Commission June 23, 2014 Page 4 Commissioner Dinwiddie also suggested moving the July 28 Sister City Commission meeting to July 21 in order to meet before the students arrive and it was agreed to by all the Commissioners present at the meeting. VI.MITO PLAQUE UPDATE Chairman Nguyen introduced Wayne Wang from Mito, Japan. Mr. Wang is the General Manager of the Mito International Center (MIC). The MIC deals with immigrants in Mito and also sustains and builds sister city relationships. Mr. Wang is visiting Anaheim at the request of Dr. Hataya to assist in the planning of the recognition of Dr. Hataya scheduled to take place in October. Mr. Wang stated they are planning to send a delegation to Anaheim on October 26 and they an take place during their visit. Monday, October 27 at 3:30pm and that the Mayor and City Council will be in attendance. Mr. Wang indicated there will be approximately 30 people in the delegation. Chairman Nguyen asked Mr. Wang if there is anything in particular that the delegation would like to see during their visit. Mr. Wang responded the Mayor of Mito really enjoys speaking to students and that it would be great if a visit to one of the high schools could be arranged. Commissioner Piercy suggested that the delegation visit Loara High School at 8:30 am on Monday, October 27. Also, Commissioner Juliani suggested touring the Anaheim Convention Center and having lunch there. Mr. Wang took the opportunity to thank the Commission for allowing him to attend the meeting and to also thank Yuko Rodriguez for her assistance in coordinating the recognition of Dr. Hataya. Mr. Wang also wants to make sure there is enough time to make a plaque. They understand they still need approval from City Council. Erin Wahlen stated the entire City Council will be invited to the formal plaque indicated it takes 10 to 15 days to produce the p can install it. The text for the plaque still needs to be finalized and translated. Anaheim Sister City Commission June 23, 2014 Page 5 Staff also needs a picture of Dr. Hataya. The preliminary estimate for the plaque and the dimensions are 28 inches by 44 inches. Erin did not have the estimate for the foundation yet, but the preliminary cost of the plaque is about $4,600. Erin will find out before the next Commission meeting if the City Council needs to approve the wording on the plaque. After further discussion, it was recommended that the Commission recommend a proposal to present to City Council immediately for the City Council to vote on in order to expedite the approval. Chairman Nguyen clarified the Commission envisions a simple pla Anaheim Sister City logos, a message regarding Dr. Hataya in Japanese and a translation in English. MOTION: Commissioner Anna Piercy offered a Motion, seconded by Commissioner Neal AND MOTION CARRIED (Vote: 12-0; Absent: Lori Farrow, Ann Gallaugher and Kyndell Paine) that the Anaheim Sister City Commission does hereby recommend that City Council approve a plaque in honor of Dr. Hataya lifetime accomplishment and his 90th birthday at the next available City Council meeting. The plaque shall include a platform with a base; shall be within the City guidelines; and, shall be placed at the Mito Square/Friendship Plaza. VII.WORKER EXCHANGE PROGRAM WITH VITORIA-GASTEIZ Commissioner Newby reported that Ted White received confirmation from Vitoria-Planning Director Inigo Bilbao Ubillos, that his niece would be travelling to the U.S. and staying with Ted White and his family for three months. about the English culture. Additionally, Mr. Ubillos will be participating in the Worker Exchange Program with Anaheim this September. VIII.PUBLIC COMMENT Erin Wahlen announced Jeanne Tran would be joining the Commission in July. at CalState Fullerton. She has been very involved with the City of Anaheim and will be perfect fit for the fundraising committee. Anaheim Sister City Commission June 23, 2014 Page 6 IX.COMMISSIONER COMMENTS Commissioner Russell Lahodny announced he is going to have to step aside from this Commission. He apologized for not participating enough in the last months and explained that between things at work and invitations to join a couple other serving on the Sister City Commission, he is going to have to resign. He will follow-up with a resignation letter to the City Clerk. Commissioner Linda Newby announced she will not be asking to be reappointed to this Commission when her term is up on June 30. Chairman Nguyen formerly recognized Commissioner Newby for all her contributions to the Sister City Commission and for her love to the community. -Gasteiz. He thanked Linda and wished her well. Chairman Nguyen also recognized and thanked Commissioner Russ Lahodny for his contributions to the Sister City Commission. The entire Commission wished Commissioners Newby and Lahodny all the best in their future endeavors.
