Sister City 2014/05/19 CITY OF ANAHEIM SISTER CITY COMMISSION MINUTES May 19, 2014 COMMISSIONERS PRESENT: Anthony Al-Jamie, James Dinwiddie, Lori Farrow, Jackie Filbeck, Ann Gallaugher, Laurie Leonard, Mark Lopez, Linda Newby, John Nguyen, Brian Anna Piercy COMMISSIONERS ABSENT: Russell Lahodny, Debbie Juliani, Kyndell Paine, Pat Pina STAFF PRESENT: GUESTS PRESENT: David Bracey Yuko Saito-Rodriguez Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted at 2:30 p.m. on Friday, May 16, 2014 at Anaheim City Hall. Public Input: Chairman Nguyen explained that members of the public are invited to address the Anaheim Sister City Commission and will be called upon under Agenda Item No. V. Public Comment. I.CALL TO ORDER The meeting of the Anaheim Sister City Commission (ASCC) was called to order at 4:14 p.m. by Chairman Nguyen on Monday, May 19, 2014 at the Anaheim City th Floor, Anaheim, California.  II.APPROVAL OF MINUTES The consideration to approve the April 28, 2014 Sister City Commission minutes was continued to the June 23, 2014 meeting because there were not enough commissioners present at the meeting that were in attendance at the April 28 meeting to represent a quorum. MOTION: Commissioner James Dinwiddie offered a Motion, seconded by Commissioner Linda Newby AND MOTION CARRIED (Vote: 11-0; Absent: Russell Lahodny, Debbie Juliani, Kyndell Paine and Pat Pina) that the Anaheim Sister City May 15, 2014. IV.AD HOC SUBCOMMITTEE REPORTS Commissioner Dinwiddie reported on behalf of the Cultural and Government Exchange Ad Hoc Subcommittee that the committee put together a tentative schedule for the Mito Inbound Student Exchange that is scheduled from July 25 to August 2. Commissioner Dinwiddie distributed a copy of the schedule to the Commission and asked for any comments or suggestions. There will be seven to ten students, two chaperones and one staff member. Accommodations have been confirmed for the chaperones and for Mr. Wang. The schedule has been reduced and there are cost savings as compared to last porated with a tailgate party barbecue. They are hoping to invite all the families to the Angel game on Saturday, July 26. They will have a barbecue in the stadium parking lot and then has been eliminated from the program. The beach party will be on Monday, July 28. On Tuesday, the students will be touring the Fire and the Police Departments. Disneyland will be an all-day event on Wednesday, July 30. They will be going to the circus on Thursday, July 31 and on Friday they will have the Sayonara Dinner at the Downtown Community Center. The students will be spending time with their host families on Sunday, July 27 and Saturday, August 2. Class time will be filled in on the days where there is not much to do. Commissioner Dinwiddie asked Commissioners for items to include in the goodie bags that will be given to the students and chaperones on July 25, the day they arrive. There was discussion regarding an offer by , Katie Filbeck to teach the students this summer. Katie has a Masters in English and is offering to do this for experience at no cost to the Commission. Commissioner Filbeck mentioned in no way is this meant to push out the previous Anaheim Sister City Commission May 19, 2014 Page 3 teacher/chaperonerom Katie and her willingness to help out. There were some concerns regarding the lack of attention and time spent with the students during the 2013 exchange. It was also clarified that there has not been any contact with the teacher/chaperone from the previous year to teach this year. After further discussion, it was left up to the Cultural and Government Exchange Ad Hoc Subcommittee to screen and meet with Katie Filbeck and make a recommendation to the Sister City Commission. Commissioner Dinwiddie added that a good friend of Katie Filbeck would like to video tape and produce a documentary for the Commission, but there would be a cost associated with that. This person is in the film industry and has the ability to film and edit pieces such as commercials. The estimated production cost for the Commission would be approximately $300 to $400. The Commission would be able to gain a marketing piece that the Commission could the use. The cost of the 2013 teacher/chaperon was $1500 for two weeks. A decision to produce a documentary will be reached at a later date. Chairman Nguyen commended the Cultural and Government Exchange Ad Hoc Subcommittee for doing a great job on preparing the schedule and focusing on the essentials. V.PUBLIC COMMENT Yuko Rodriguez gave an update on the recognition for Dr. Hataya. Yuko spoke to the Mayor of Mito and he confirmed he is going to accompany the delegation of Mito traveling to Anaheim to unveil a plaque for Dr. Hataya on October 27. They will arrive at Anaheim on October 26. The main purpose of this trip is to recognize Dr.Hataya who will also be in attendance.  A series of tours will be planned for the morning of October 27, followed by the by the Sister City Commission meeting at 4:00 p.m. and conclude with dinner. Chairman Nguyen asked Yuko to coordinate with Erin on making the plaque for Dr. Hataya. Chairman Nguyen also advised that the plaque will require approval by Community Services and the City Council and asked that the submittal be expedited in order to have the plaque ready for the unveiling on October 27. Anaheim Sister City Commission May 19, 2014 Page 4 VI.COMMISSIONER COMMENTS Commissioner Newby is concerned that the Marketing and Economic Development Ad Hoc Subcommittees she is part of have not met for months. There were discussions of fundraising events planned for this year, but the fact that there have been no meetings for a while, things are not moving along. Chairman Nguyen is going to get in touch with the Chairs of said ad hoc subcommittees to see where they stand. The Commission discussed the term limits for commissioners. Chairman Nguyen asked staff to see if there is a way to change the length of terms for Sister City Commissioners from a 3-year term to a 4-year term. Staff is going to check and report back to the Commission at the next scheduled meeting. Commissioner Filbeck gave an update on the Anaheim Orange County Volunteer fair that she and Commissioner Farrow attended on Tuesday, April 29. Unfortunately, the fair was not very well attended, but they did get to speak to people and got the word out about the Commission and the things they do. They also distributed ASCC informational pamphlets. The commissioners felt the poor attendance was due to the fact that the fair was outdoors and it was held on a day that was over 100° weather. The Commissioners also had an opportunity to speak to Council Member Eastman and she agreed to the use of her guest house for the Inbound Student Exchange this summer. Chairman Nguyen thanked Commissioners Filbeck and Farrow for representing the Commission at the fair. Commissioner Newby attended the West Anaheim Neighborhood Development (WAND) annual barbeque at Twila Reid Park on May 10. She was very impressed with the event. It was very well attended and most of the City Council members were in attendance. It would have been great to have had a booth there to promote the Anaheim Sister City Commission and recommends reserving one .
