Mayor Roth called the meeting to order and welcomed those in
attendance to the Council meeting.
INVOCATION: The Reverend Rick Gastil, Hotline Help Center at Melodyland, gave
the Invocation.
FLAG SALUTE: Councilman E. Llewellyn Overholt, Jr., led the assembly in the
Pledge of Allegiance to the Flag.
119: LETTER OF ENDORSEMENT: Mayor Roth read the Letter of Endorsement for
the Fourth Annual Mayor's Prayer Breakfast to be held on Wednesday,
September 29, 1982, at the Anaheim Convention Center and further, encouraging
the people of the community to designate Wednesday, September 29, 1982, as a
day of Christian rededication. The letter was presented to and accepted by
Mr. Kermit Sutherland, Chairman of the Prayer Breakfast.
119: PRESENTATION: Mayor Roth then announced the medal winners of the
recently completed California State Firemen's Association Summer Olympics,
held in Santa Clara August 3 through August 7, 1982. Eight fire fighters
brought back 17 medals, 10 gold and 7 bronze. Track and Field winners were
Murray Palls (four gold, one bronze); Jim Buskirk (one gold); Dover Ford (two
gold, one bronze); Jerry Austin (two gold, one bronze); Rex Hall (one gold,
one bronze). Other categories: Larry Kelley, Tennis (one bronze); Alex
Aguirre, Racquet Ball (one bronze); Craig Castillo, Triathlon (one bronze).
The Mayor congratulated the medalists on behalf of the Council; Jim Buskirk,
Fire Engineer, also briefed the Council on the event.
MINUTES: Councilwoman Kaywood moved to approve the minutes of the regular
meeting held June 22, 1982. Councilman Pickier seconded the motion. MOTION
CARRIED.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilwoman Kaywood moved to
waive the reading in full of all ordinances and resolutions of the Agenda,
after reading of the title thereof by the City Clerk, and that consent to
waiver is hereby given by all Council Members, unless after reading of the
title, specific request is made by a Council Member for the.reading of such
ordinances or resolutions in regular order. Councilman Bay seconded the
motion. MOTION CARRIED.

108: APPLICATION FOR AN ENTERTAINMENT PERMIT: Submitted by Ronald R.
LaTremoulle, for The Gold Room, 508 South Knott Avenue, to permit small bands
of four or less, including singing and girls dancing, from 10:00 a.m. to 2:00
a.m. daily, was presented, together with the recommendation of the Chief of
Police.
Councilwoman Kaywood asked if the subject application involved the same corner
where they were already experiencing problems with existing businesses that
had live bands.
City Manager William Talley answered that he would have the Police Department
investigate and submit a report in one week if the Council wished.
By general consent, consideration of the subject application was continued one
week.
170: FINAL MAP--TRACT NO. 11400: Developer, Vermont 4-Plex of Garden Grove;
tract is located on the north side of Vermont Avenue, approximately 130 feet
east of Citron Street, and contains one proposed RM-1200 zoned lot.
On motion by Councilman Pickler, seconded by Councilman Overholt, the proposed
subdivision, together with its design and improvement, was found to be
consistent with the City's General Plan, and the City Council approved Final
Map, Tract No. 11400, subject to final CC&R's being approved by the City
Attorney and the Engineering Division, as recommended by the City Engineer in
his memorandum dated August 25, 1982. MOTION CARRIED.
CONSENT CALENDAR ITEM: On motion by Councilman Bay, seconded by Councilman
Pickler, the following action was authorized in accordance with the report and
recommendation furnished each Council Member and as listed on the Consent
Calendar Agenda:
a. 179: Authorizing an extension of time to Reclassification No. 77-78-63,
proposed CL(SC) zoning on property located on the south side of Nohl Ranch
Road at the southerly terminus of Anaheim Hills Road, to expire August 29,
1983.

ORDINANCE NO. 4363: Councilman Overholt offered Ordinance No. 4363 for first
reading.
ORDINANCE NO. 4363: AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING ORDINANCES
NO. 4345 AND 4346 NUNC PRO TUNC. (Bauer Ranch Development, 77-78-64 (1) and
(2))
107: HOUSING TASK FORCE RECOMMENDATIONS DISCUSSED AND ACTED UPON AT THE
MARCH i6, 1982 COUNCIL MEETING: Councilwoman Kaywood referred to the minutes
of the Council meeting of March 16, 1982 (see minutes that date), and noted
that several items had not yet been acted upon, as follows: Re: Hiring of
Nuisance Ordinance Inspectors and Housing Code Enforcement Officers--one
person to be hired immediately and, depending on the workload, a second to be
hired with a report to be submitted in four to six months. That report was
overdue; Mr. Ray Maggi, Apartment Owners Association, asked that relative to
Recommendation No. 15, that the item be held for two weeks in order to
determine modifications that were taking place in Sacramento relative to the
existing Health and Safety Ordinances. She asked that a report be submitted;
relative to Recommendation No. 5, the Nuisance Ordinance Inspectors were to
report monthly to the City Council; Recommendation No. 10 was directing City
staff to work together in a coordinated team effort in blighted areas
throughout the City and to report periodically to a designated staff person.
She did not believe that had been done. Further, the Council had also
authorized that a door-to-door survey take place in the Anna Drive area as a
result of the problems that were reported. She wanted to know the status.
Councilman Bay stated he did not recall any authorization for a door-to-door
check on Anna Drive and he wanted to see the specifics on that decision;
Councilwoman Kaywood stated it was not a part of the Housing Task Force
recommendations, but a citizen's complaint, and Mayor Seymour authorized it be
done on the Council's recommendation.
Councilman Bay then stated that when the matter was discussed, he questioned
it and the Mayor changed it to a complaint from citizen Seymour to assure that
it was action on complaint and not proactive enforcement; Councilwoman Kaywood
stated that she would like the wording on it, because she did not remember it
that way.
Councilman Bay then agreed that £ollow-up action and reporting was necessary
relative to some of the actions taken at the meeting of March 16, 1982.
After a discussion between the Council and City Manager Talley on when the
requested data would be submitted, it was determined that the status report
would be submitted in three weeks at the Council meeting of September 28,
1982. Councilman Bay indicated he would not be present at that meeting;
Councilman Roth stated that they would then continue the matter for full
Council action.
114: LIAISON MEETING - CONVENTION CENTER: Councilwoman Kaywood reported that
she and Councilman Bay attended an information meeting on Friday, September 3,
1982, at the Convention Center.

139: OPPOSITION TO AB 2660 (LEVINE): Councilman Roth referred to a letter
dated September 2, 1982, which he signed as Vice-chairman of the South Coast
Air Quality Management District Board (on file in the City Clerk's office) to
Governor Brown. The letter urged the Governor to veto AB 2660 on the basis
that the bill would alter the makeup of the Board, resulting in a shift from
local control to Sacramento appointments, and in the belief that locally
elected officials could best represent the people in the crucial area of air
quality management. The Council had gone on record previously opposing the
bill, as did the League of California Cities.
MOTION: Councilman Roth moved that a letter be sent to Governor Brown from
the Council opposing AB 2660, and asking the Governor to veto the bill.
Councilman Bay seconded the motion.
After Council discussion relative to ramifications of the bill, and before a
vote was taken, Councilwoman Kaywood stated that she did vote in opposition to
the bill previously, but based on the circus performance in Sacramento last
week by all the elected officials and all of the special interest legislation
that was rammed through at the last minute without any public input or
discussion, she was going to abstain on the present motion.
A vote Was then taken on the foregoing motion. Councilwoman Kaywood
abstained. MOTION CARRIED.
Councilman Roth also referred to an article in the Los Angeles Times
(September 6, 1982) wherein it was reported that Orange County law makers
thought they voted for a bill that did little more than to allow Supervisor
Bruce Nestande to sit on the powerful State Transportation Commission.
However, buried in the 47 pages of last-minute technical amendment6 was a
provision by Bruce Young (D) of Norwalk that could delay or prevent
construction of three Amtrak stations, but ensured construction of an Amtrak
station in Norwalk. He, therefore, suggested a review of the legislation to
ascertain the effect it might have on Anaheim's planned Amtrak station.
Councilwoman Kaywood stated she had been working on the Amtrak station from
the time she was elected, and she did not think it could only be the fault of
the person who buried the item in another bill. Perhaps that was something
they needed to change, that any one bill apply to only one thing. Those who
voted on it and pushed it through were just as responsible for not knowing
what they were voting on.
167: SYNCHRONIZATION OF TRAFFIC SIGNALS THROUGHOUT THE CITY: Mayor Roth
stated that part of the air quality plan for the basin area was the
synchronization of traffic signals. He felt that Anaheim was probably the
worst City relative to such synchronization. He asked that a progress report
be submitted by staff giving a time frame when they could expect to see a
total synchronization of traffic signals within the City, particularly on
major thoroughfares such as Euclid Street, Lincoln Avenue and Harbor
Boulevard. It was sorely needed, and he felt they were way behind in the
process.

REQUEST FOR CLOSED SESSION: The City Manager requested a Closed Session to
discuss labor relations with no action anticipated; the City Attorney
requested a Closed Session to discuss potential litigation with no action
anticipated.
Councilman Roth moved to recess into Closed Session. Councilman Bay seconded
the motion. MOTION CARRIED. (10:40 a.m.)
