RES-2014-172 RESOLUTION NO. 2014- 172 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF UNDERSTANDING BETWEEN THE SERVICE EMPLOYEES' INTERNATIONAL UNION, LOCAL 1877 AND THE CITY OF ANAHEIM WHEREAS, the City of Anaheim, and the Service Employees' International Union, Local 1877, have met and conferred and reached an understanding to establish an agreement on wages, hours, and terms and conditions of employment for providing medical insurance benefits as a result of the Affordable Care Act (ACA); and WHEREAS, the Service Employees' International Union, Local 1877 is in agreement with the recommendation contained in said Letter of Understanding; and WHEREAS, as a result thereof, the Letter of Understanding dated September 12, 2014, between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest of the City of Anaheim to approve said Letter of Understanding. NOW, THEREFORE BE iT RESOLVED by the City Council of the City of An�heim that the Letter of Understanding dated September 12, 2014, between the Service Employe�s' International Union, Local 1877, and the City of Anaheim, a copy of which is attached hereto arid incorporated herein by reference herein, is hereby approved. The terms of the agreement are as follows: 1. ANAHEIM agrees to allow eligible part-time employees working in classifications represented by the LTNION to enroll in the Anaheim sponsored Kaiser Foundation Health Plan. 2. Employees become eligible for coverage on the first day of the month following one (1) complete calendar month after appointment to regular part-time status in accordance with ARTICLE 5.7.1.2 or who are eligible pursuant to the Affordable Care Act (ACA). 3. Employees eligible for health insurance pursuant to Section 2 above, shall be eligible for Kaiser HMO Plan 2(full time equivalent) after two (2) years of employment. 4. The City agrees to pay a monthly premium not to exceed eighty-eight percent (88%) of monthly premium, to maintain coverage in the single party Kaiser HMO Plan 2(full time equivalent) for eligible employees enrolled in the plan prior to September 29, 2000. All additional premiums shall be the responsibility of the eligible employee. 5. For employees who enroll in the Kaiser HMO Plan after September 29, 2000, the City's maximum contribution towards an employee's purchase of the Kaiser HMO Plan shall be: Kaiser HMO Plan 1 The flat-dollar amount equivalent to 75% of the HMO Plan 2 premium Kaiser HMO Plan 2(full time equivalent) 75% All additional premiums shall be the responsibility of the eligible employee. 6. Eligible employees enrolled in the plan prior to September 29, 2000, shall be eligible for Kaiser HMO Plan 1 or Plan 2. 7. If an eligible employee enrolled in the plan prior to September 29, 2000, elects Kaiser HMO Plan 1, the City's contribution shall be subject to Section 5 above. Page 1 of 2 8. At the request of the LINION, the parties may reopen at any time during the term of the Agreement to discuss alternatives to existing healthcare options, including but not limited to the feasibility of implementing the UNION's Health & Welfare Plan for employees in the SEIU Bargaining Unit. This Article shall not survive the term of this agreement. 9. At any time during the term of this Agreement, the PARTIES agree to reopen ARTICLE 11- HEALTH & WELFARE, for the sole purpose of conforming with any changes expressly mandated by the Federal Affordable Healthcare Act.
