Crescent Avenue, Anaheim, California September 24, 2014MINUTES COMMISSIONERS PRESENT:Vice Chairman Brennan and CommissionersNavarro,Lappin,Anderson, and Jensen COMMISSIONERS ABSENT:Chairman Manes and Commissioner Levy STAFF PRESENT:Sjany Larson-Cash–Community Services Superintendent,Wendy Solorio, Community Services Supervisor, Larry Pasco –Parks Manager,Pamela Galera –Principal Project Planner, Eleanor Granflor–Sr. Secretary CALL TO ORDER–Vice Chairman Brennan called the meeting to order at 5:31 p.m. PLEDGE OF ALLEGIANCE–Vice Chairman Brennan led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATIONFROM OTHERS A.Written Communication –None. B.Unscheduled Oral Communication from the Public –None. APPROVAL OF THE MINUTES–Vice Chairman Brennan presented the July 23, 2014Minutes to the Commissioners for changes or corrections. Commissioner Jensenmade a motion to accept the minutes, seconded by Vice Chairman Brennan. There being no further additions or corrections, Vice Chairman Brennan accepted the Minutes. REPORTS A.Recreation and Human Services –June/July–Sjany Larson-Cashpresented the reportandhighlighted theConcerts in the Canyon season held at Ronald Reagan Park, annual Fourth of July Celebration held at Canyon High Schooland Peralta Park, and the Summer Nights Under the Stars season held at Pearson Park Amphitheatre. Commissioner Lappin questioned if AED defibrillators areavailable at City facilities and if City employees are certified to use the devices. Sjany Larson-Cash stated employeeswho work in City facilities and with City programsbecomeFirst Aid and CPR certified shortly afterthey are hired.Sjany also notedthat AED devices have beeninstalled infacilities that are open to the public. B.Parks Activity Report –July/August–Larry Pasco presented the reportand answered questions regarding how staff is handling the drought. C.Park Ranger Patrol Statistics Report –August:Sjany Larson-Cashpresented the reportand highlighted the high number of dogs off leashes. D.Parks Capital Project Progress Report–Pamela Galerapresented the report, provided updatesand reported on the following projects: Miraloma–Project is scheduled to be completed this fall. Paul Revere Park–Project is scheduled to be completed this fall. La Palma Park Dog Use Area –Construction will begin in November. Sage Park –Contract wasawarded and construction will begin in October. Manzanita Community Center Renovations–The project will go to bid through the Public Works Department and begin construction in January 2015. Olive Hills Park Dog Use Area –Construction is scheduled to begin in January 2015. Anaheim Coves Northern Extension–Execute contracts with grant agencies and the project will be fully funded. 1 Parks and Recreation Commission Minutes September 24, 2014 Larry Pasco reported Disney will work with KaBOOM! and fully fund thereplacement ofplayground equipment at Twila Reid Park in February or March 2015. Disney will be celebrating their 60Anniversary and KaBOOM! will be completing th their 60park project. th E.Senior Citizen Sub-Committee Report–Commissioner Jensen reported the following items that need to be fixed at the Senior Center located in the Downtown Anaheim Community Center: Broken window coverings at the Senior Center -Wendy Solorio stated staff is working with Facility Maintenance staff to hire a contractor to fix the blinds. Senior citizens cannot watch television at the Senior Center and a converter box was donated to be installed to watch basic channels –Wendy Solorio stated staff will look into having the converter box installed. NEW BUSINESS A.Introduce new Community Services Manager–Larry Pasco introduced Sjany Larson-Cash, new Community Services Manager for Recreation, Human and Neighborhood ServicesDivision. B.November/December Parks & Recreation Commission meeting date–Vice Chairman Brennanmade a motion to hold the November/December meetingon December 3, 2014; Commissioners concurred. Motion approved. OLDBUSINESS A.Discussion and Appointment of Senior Citizens Sub-Committee Members–Commissioner Jensen nominated Sheila Portsmouth and Frank Taylor to fill the Senior Citizens Sub-Committeevacancies. Commissioner Lappin made a motion to accept the nominations, seconded by Commissioner Navarro. Motion approved. INFORMATIONAL ITEMS–Pamela Galera reported a community meeting will be held regarding the Bicycle Master Plan on October 18at the Anaheim MUZEO. th Wendy Solorio reported a Town Hall Event will be held at Brookhurst Community Centeron October 3to raise awareness rd among senior citizensand the communityon the importance on using one’s voice.
