RES-2015-007 RESOLUTION NO. 2015- 007 A RESOLUTION OF THE CITY COUNCIL OF THE CITY QF ANAHEIM ESTABLISHING PERMIT-ELIGIBLE PARKING DISTRICT NO. 31 {KENWQQD, NORW�OD & CANDLEW�OD) AND DETERMTNE THE ACTION IS EXEMPT FROM THE CALIF4RNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO REGULATION NO. 15061(B)(3). WHEREAS, Section 14.32.450 of Chapter 14.32 of Tit1e I4 af the Anaheim Municipal Code authorizes the City Council ta, by resolution, designate any streets, or portions thereof, as "Permit Pazking Only" streets; and WHEREAS, on August 7, 2007 the City Council approved a Council Policy relating to Permit Pazking recommending that neighborhood residents work with Neighborhood Services District Teams in identifying solutions and that Permit pazking be considered a solution of last resort to be will be considered only after other options have been evaluated and detemiined to be infeasible (the "Council Policy"); and WHEREAS, the Council Policy sets forth a process to create a Permit-Eligible Parking District, and, following approval of the District, establishing a process enabling individual streets within the identified District boundary to request implementation of permit parking; and WHEREAS, the steps recommended in the Council Policy have been duly followed to establish a proposed Permit-Eligible Parking District depicted in attached Exhibit "A;" and WHEREAS, representatives of the community have met with the Neighborhood Services District Team and the Traffic and Transportation Manager, and efforts to identify and implement solutions to the parking other than permit parlcing have been determined to be insufficiently effective to resolve or significantly improve parking problems, so that no solution other than permit parking appears to be feasible; and WHEREAS, the Police Department has performed field evaluation and determined that the criteria for praceeding with consideration of a district exist; and WHEREAS, a survey was sent to determine if residents are in favor of formation of a Permit-Eligible Parking District, and a minimum 30% response rate among single family homes was achieved with a simple majority of returned surveys in favor of establishing the District in conformance with the Council Policy; and WHEREAS, the City Council finds that the approval of the subject Permit-Eligible Pazking District is exempt from the California Environmental quality Act (CEQA) pursuant to Regulation No. 15061(b)(3), incorporated herein by this reference, which provides that CEQA app�ies only to projects whic4� have the potential for causing a significant effect on the environment; and ____ _ __ _ WHEREAS, the City Council wishes to establish a Permit-Eligible Pazking District. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Cifiy of Anaheim, that Permit-Eligible Parking District No. 31(Kenwood, Norwood & Candlewood) be, and the same is hereby, established in the area depicted in attached Exkaibit "A."
