RES-2015-018 RESOLUTION NO. 2015-018 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM FINDING THAT THERE IS NO NON-PROFIT AGENCY READILY AVAILABLE TO PROVIDE PARATRANSIT SERVICES TO ELDERLY AND DISABLED FOR FEDERAL TRANSIT ADMINISTRATION SECTION 5310 GRANT APPLICATION. WHEREAS, the United States Department of Transportation is authorized to make grants to states through the Federal Transit Administration under Section 5310 of the Federal Transit Act ("FTA"); and WHEREAS, the California Department of Transportation ("Caltrans") has been designated by the Governor of the State of California to administer FTA Section 5310 grants for transportation projects for elderly and disabled; and WHEREAS, the City of Anaheim operates a Senior Mobility Transportation Program for active older adults, elderly and disabled residents in Anaheim; and WHEREAS, City of Anaheim desires to make use of the FTA Section 5310 grant funds as may be available to purchase three (3)-16 passenger buses that are wheelchair lift equipped, for the provision of paratransit services in the City of Anaheim; and WHEREAS, pursuant to the guidelines governing FTA Section 5310 grant application, a public hearing must be held to determine whether there were any non-profit organizations readily available to provide the paratransit service; and WHEREAS, the regional non-profit paratransit providers were notified by certified mail and a notice of public hearing was published in a local newspaper of general circulation within the City; and WHEREAS, the City Council held a notice public hearing on January 27, 2015. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim: 1. The City Council finds that there is no non-profit agency readily available to provide paratransit services to elderly and disabled in its service area. 2. The Community Services Director or designee is authorized to file and execute application, files all certification assurances, contracts and agreements or any other documents required by Caltrans on behalf of the City relating to the FTA Section 5310 grant program. 3. The City Council held a public hearing and the City Clerk is hereby autharized and directed to attach the minute order of said hearing to this Resolution.
