RES-2015-143 RESOLUTION NO. 2015- 143 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF UNDERSTANDING BETWEEN THE ANAHEIM POLICE ASSOCIATION AND THE CITY OF ANAHEIM WHEREAS, the Human Resources Department met and conferred with officials and employee representatives of the Anaheim Police Association, and reached an agreement modifying the wages, hours, and terms and conditions of employment for employees working in the classifications of Bailiff, Corrections Officer, and Corrections Facility Supervisor. WHEREAS, as a result thereof, a Letter of Understanding dated February 4, 2015 between the parties has been prepared and signed; and WHEREAS, the Union is in agreement with the recommendations contained in said Letter of Understanding; and as a result thereof, the Letter of Understanding dated February 4, 2015, has been signed; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest of the City of Anaheim to approved said Letter of Understanding. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the Letter of Understanding dated February 4, 2015 between the Anaheim Police Association and the City of Anaheim, a copy of which is attached hereto and incorporated by reference herein, is hereby approved. MAYOR OF THE' CITY OF ANAHEIM TTEST: CITY CLERK OF THE CITY OF ANAHEIM i1- SF6127 APA LOU Resolution.doc LETTER OF UNDERSTANDING between the ANAHEIM POLICE ASSOCIATION and the CITY OF ANAHEIM The Anaheim Police Association (APA) and the City of Anaheim (ANAHEIM) have met and conferred and reached an agreement on those wages, hours, and terms and conditions of employment for employees working in the classifications of Bailiff, Corrections Officer, and Corrections Facility Supervisor, set forth below. (1) Employees working in the classification of Bailiff, Corrections Officer, and Corrections Facility Supervisor are appointed by the Chief of Police to transport prisoners and fulfill duties of Transportation Officer pursuant to California Penal Code Section 831.6. (2) Employees working in the classifications of Bailiff, Corrections Officer, and Corrections Facility Supervisor shall be required to satisfactorily complete the training course specified in California Penal Code Section 832, prior to performing any duties as a Transportation Officer. (3) The City shall continue to provide the appropriate Public Safety pension benefits (based on the employee's date of hire with the City of Anaheim), to employees working in the classifications of Bailiff, Corrections Officer, and Corrections Facility Supervisor, in accordance with the provisions of the contract between ANAHEIM and the Public Employee's Retirement System (PERS). (4) The City shall continue to provide Workers' Compensation salary continuation benefits equivalent to 4850 benefits of the State Labor Code, to employees working in the classifications of Bailiff, Corrections Officer, and Corrections Facility Supervisor. (5) The City shall continue to provide those rights and protections afforded under the Public Safety Officers Procedural Bill of Rights Act, Government Code Section 3300, et. seq., to employees working in the classifications of Bailiff, Corrections Officer, and Corrections Facility Supervisor. (6) This Agreement shall expire in one (1) year from the date of approval by the Anaheim City Council, unless mutually extended by both Parties.
