Crescent Avenue, Anaheim, California February 25, 2015 MINUTES COMMISSIONERS PRESENT: Vice Chairman Brennan and Commissioners Navarro, Lappin, Levy, Anderson, and Jensen COMMISSIONERS ABSENT: Chairman Manes STAFF PRESENT: Sjany Larson -Cash — Community Services Manager, Wendy Solorio, Community Services Supervisor, Larry Pasco — Parks Manager, Pamela Galera — Principal Project Planner, Eleanor Granflor —Sr. Secretary CALL TO ORDER — Vice Chairman Brennan called the meeting to order at 5:33 p.m. PLEDGE OF ALLEGIANCE — Vice Chairman Brennan led the Pledge of Allegiance. INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS A. Written Communication — None. B. Unscheduled Oral Communication from the Public— None. APPROVAL OF THE MINUTES — Vice Chairman Brennan presented the January 28, 2015 Minutes to the Commissioners for changes or corrections. Commissioner Lappin made a motion to accept the minutes, seconded by Commissioner Levy. There being no further additions or corrections, Vice Chairman Brennan accepted the Minutes. REPORTS A. Recreation & Human Services Activity Report- December 2014 /January 2015 — Sjany Larson -Cash presented the report and answered questions regarding the Longevity Stick class offered at the Senior Center. The Cultural Arts Program "Art in the Park" had its final rotation in December and the curriculum will continue through the Fun on Wheels Program. Anaheim Union High School District held Serve- a -Thon Day at Oak Canyon Nature Center on the Martin Luther King, Jr. holiday where student volunteers from Savanna High School participated in a facility clean -up. Sjany Larson -Cash shared upcoming events that include the La Palma Dog Park Opening on March 7 1 h, the Volunteer Recognition Banquet on March 18 1 h, and the Miraloma Park and Family Resource Center Opening on April 11 th. B. Park Ranger Patrol Statistics Report — January: Sjany Larson -Cash presented the report and highlighted the high number of patrols completed in January, the increase in curfew contacts, the decrease in alcohol contacts, and the increase in illegal vendor activity at City facilities; questions were also answered regarding the term "flag down" and the "no flying drone" rule. C. Parks Capital Project Progress Report — Pamela Galera presented the report, provided updates and reported on the following projects and answered questions regarding the Cactus Garden at Pearson Park and the Downtown Anaheim Community Center exercise equipment: • Anaheim Coves Northern Extension — Staff executed the Contract Agreement for one of the grants awarded (there are two grants awarded for this project). Possible design consultants were interviewed on February 24 and staff will negotiate a contract with the selected consultant. • Edison Park — A community meeting will be scheduled soon for park improvements. • Miraloma Park & Community Center — Opening will be held on April 11 • Ponderosa Park — A community meeting will be scheduled to discuss the skatepark. Parks and Recreation Commission Minutes February 25, 2015 D. Senior Citizen Sub - Committee Report — Commissioner Jensen reported the window coverings at the Senior Center were repaired. Sjany Larson -Cash reported on the request for the possibility of a left -turn signal light being installed at the Center Street signal light, intersecting Anaheim Boulevard; Traffic Management was contacted and a response was given that the intersection is not large enough for a left -turn signal light. Sjany Larson -Cash will provide a copy of the report to Commissioner Jensen. INFORMATIONAL ITEMS A. Dog Park Rules and Ordinance — Larry Pasco shared the Dog Park Rules and the Dog Park Ordinance; he reported the Dog Park Ordinance was passed at the February 2 °d City Council meeting and will go into effect on March 6 1 h, and the Dog Park Rules will be finalized and posted at La Palma Dog Park. Sjany Larson -Cash stated Park Rangers patrolling the new dog park will advise patrons of the rules and will contact Code Enforcement or Anaheim Police Department if needed. Larry Pasco stated a staff meeting will be held to determine the levels of patrol for the dog park. Vice -Chair Brennan questioned if obedience classes will be permitted at the dog park. Larry Pasco stated the Dog Park Rules state permission must be obtained from the City to conduct a class or individual instruction. ADJOURNMENT —Vice Chairman Brennan adjourned the meeting at 6:14 p.m.
