A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM MODIFYING THE RATES, RULES AND
REGULATIONS FOR THE SALE AND DISTRIBUTION OF
ELECTRICITY AS ADOPTED BY RESOLUTION NO. 71-478
AND MOST RECENTLY AMENDED BY RESOLUTION NO.
2015-012 AND DETERMINING SAID ACTIONS ARE
EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT PURSUANT TO PUBLIC RESOURCES CODE
SECTION 21080(B)(8) AND CEQA GUIDELINES SECTIONS
15061(B)(3) AND 15273(A).
WHEREAS, the City of Anaheim ("Anaheim") maintains an electric generation
and distribution system for the furnishing of electricity to residents and businesses of the City of
Anaheim and has adopted Electric Rates, Rules and Regulations ("ERR&R") for the sale and
distribution of electricity; and
WHEREAS, the Anaheim Municipal Code authorizes the City Council to approve
reasonable ERR&R governing electric services and fees and charges for providing electric
services; and
WHEREAS, the Anaheim Public Utilities Department ("Department") is a
publicly owned utility, but nonetheless strives to operate like a business and continuously seeks
opportunities to minimize administrative and fiscal burdens while remaining in a position to
maintain service reliability and high industry standards; and
WHEREAS, the Anaheim Regulatory Relief Task Force was charged with
reviewing the regulatory burden on existing and prospective businesses in Anaheim and making
recommendations that help foster more freedom for Anaheim's utility customers ("Anaheim
Regulatory Relief Initiative"); and
WHEREAS, in support of the Anaheim Regulatory Relief Initiative and to
streamline rates, Department staff reviewed and recommends consolidating the street light and
outdoor light rate schedules of the ERR&R in order to simplify the rate structure, improve
consistency, and accommodate new technologies; and
WHEREAS, in order to accomplish this, Department staff recommends, among
other things, the elimination of Schedules LS -1, LS -2, and LO, and the consolidation and
modification of Schedule LS -3, to be renamed Schedule LS; and
WHEREAS, on July 2, 2015 and July 9, 2015, notice of the public hearing to
modify the ERR&R was published in the Anaheim Bulletin and proof thereof is on file with the
Secretary of the Public Utilities Board; and
WHEREAS, on July 7, 2015 and July 14, 2015, notice of the public hearing to
modify the ERR&R was published in the Orange County Register and proof thereof is on file
with the Secretary of the Public Utilities Board; and
WHEREAS, the Public Utilities Board held a public hearing on July 22, 2015,
and evidence was presented in support of the modifications to the ERR&R; and
WHEREAS, the Public Utilities Board considered the proposals of the Public
Utilities Department and considered the evidence presented at the public hearing; and
WHEREAS, the Public Utilities Board made the following findings with respect
to the need for the proposed modifications to the ERR&R:
1. Section 1221 of the City Charter provides that utility rates charged to a class of
customers shall be uniform within the class and shall be based on the cost of
service revenue requirement for the class.
2. Section 1221 of the City Charter requires that the utility rates shall be sufficient in
order to allow the utility to pay for operations and maintenance of the system; for
payment of principal and interest on debt; for creation and maintenance of
financial reserves adequate to assure debt service on bonds outstanding; for
capital construction of new facilities and improvements of existing facilities, or
maintenance of a reserve fund for that purpose; and for payments to the general
fund of the City in the amounts set forth in the City Charter.
3. Section 1221 of the City Charter also provides that the City Council shall
periodically review rates to insure that financial goals are being accomplished.
4. Section 1221 of the City Charter provides that the City Council may establish and
revise ratepayer discounts and other programs to assist residential customers in
the payment of their utility bills.
5. In setting rates, it is reasonable and appropriate to recognize the benefits that
Anaheim Public Utilities customers will realize through having rates for domestic
and non-domestic customers remain competitive with other local providers.
6. The City of Anaheim has not increased electric base rates since 2011 due to
budget prioritization, maintaining relatively low financial reserves, and by
financing capital expenditures with low cost, tax-exempt financing.
7. The nature of some electric costs, such as power supply costs, has changed from
volatile short-term costs to long-term structural costs. The Power Cost
Adjustment (PCA) and Environmental Mitigation Adjustment (EMA), which are
components of Schedule RSA (Rate Stabilization Adjustment), recover electric
costs that are subject to short-term volatility, while base rates recover long-term
structural costs. As the Electric Utility successfully negotiates long-term
contracts, the appropriate means of collecting for those costs moves from the PCA
and EMA to base rates.
8. It is reasonable and appropriate to make modifications to electric base rates such
as those set forth in summary Attachment A as these modifications are needed by
the Electric Utility to preserve and maintain appropriate cost based rate structures,
maintain competitiveness with other local utilities, maintain appropriate cash
reserve balances in order to respond to market changes, maintain bond covenant
ratios, and minimize the Electric Utility's risk exposure.
9. It is reasonable and appropriate to restructure the lighting rates of the ERR&R in
order to further the Anaheim Regulatory Relief Initiative, to streamline rates, and
make these rates uniform by eliminating Schedules LS -1, LS -2, and LO, and
consolidating and modifying Schedule LS -3, to be renamed Schedule LS, as set
forth in Attachment B, to simplify the rate structure, improve consistency, and
accommodate new technologies.
10. It is reasonable and appropriate to amend Rule Nos. 1 and 2 as set forth in
Attachment B, to further address lighting services as specified in Schedule LS.
11. It is reasonable and appropriate to amend Rule No. 26 as set forth in Attachment
B, in order to offer an energy discount to income -qualified military veterans.
WHEREAS, the proposed modifications to the ERR&R as set forth in the
summary Attachment A and Attachment B, and as more fully set forth in the text of each of the
respective rate schedules and Rule Nos. 1, 2, and 26, all of which are on file with the Office of
the City Clerk, are necessary and appropriate to meet the requirements of the City Charter as the
modifications will ensure adequate revenues necessary to meet power supply costs, operations
and maintenance expenses, capital expenditures, debt service requirements, reserve amounts, and
other necessary costs; and
WHEREAS, the Public Utilities Board considered the requirements of the
California Environmental Quality Act and found that matters covered above come within Public
Resources Code section 21080(b)(8) and Title 14 of the California Code of Regulations, Sections
15061(b)(3) and 15273(a). Thus, the modification of these rates and Rule Nos. 1, 2, and 26 are
exempt from the California Environmental Quality Act; and
WHEREAS, based on the findings hereinabove made, the Public Utilities Board of
the City of Anaheim recommends to the City Council that the City Council adopt the findings of
the Public Utilities Board with respect to the matters contained herein and adopt the
modifications to the ERR&R as reflected in the summary Attachment A and Attachment B, and
as more fully set forth in the text of each of the respective rate schedules, and Rule Nos. 1, 2, and
26, all of which are on file with the Office of the City Clerk; and
WHEREAS, based on the findings hereinabove made, the Public Utilities Board
of the City of Anaheim recommends to the City Council that the City Council determine that the
modifications to the ERR&R are exempt under the California Environmental Quality Act, Public
Resources Code, Section 21080(b)(8) and Title 14 of the California Code of Regulations,
Sections 15061(b)(3) and 15273(a); and .
WHEREAS, the City Council has considered the evidence and concurs with the
findings of the Public Utilities Board as set forth hereinabove.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
The findings as set forth herein are hereby adopted by the City Council of the
City of Anaheim.
2. The Anaheim City Council hereby determines that, in accordance with CEQA
and the CEQA Guidelines, the modifications to Rule Nos. 1, 2, and 26 of the Electric Rates,
Rules and Regulations are exempt from CEQA pursuant to Title 14 of the California Code of
Regulations, Section 15061(b)(3) because it can be seen with certainty that there is no possibility
that Rule Nos. 1, 2, and 26 will have a significant effect on the environment as the changes are
mostly administrative in nature and do not involve any physical change to the environment.
3. The Anaheim City Council hereby determines that, in accordance with CEQA
and the CEQA Guidelines, the modifications to the rate schedules of the Electric Rates, Rules
and Regulations are exempt from CEQA pursuant to Public Resources Code section 21080(b)(8)
and Title 14 of the California Code of Regulations, Section 15273(a) because rate modifications
are exempt under these sections.
4. The modifications to the Electric Rates, Rules and Regulations shall be, and
are hereby adopted by the City Council of the City of Anaheim with the modified rates to
become effective September 1, 2015, as reflected in summary Attachment A and Attachment B,
and the modified Rule Nos. 1, 2 and 26 to become effective September 1, 2015, as reflected in
Attachment B, and as more fully set forth in the text of each of the respective rate schedules and
Rule Nos. 1, 2, and 26.
5. The Public Utilities General Manager is hereby authorized and directed to
prepare, promulgate, publish, and implement changes to the Electric Rates, Rules and
Regulations as set forth herein.

1. Applicability. Lifeline service shall be made available only to domestic service billed on Schedule
Nos. DS, DSM and DSMS.
2. Eligibility. All domestic customers on Schedules Nos. DS, DSM and DSMS are entitled to an
allocation of a lifeline quantity of electricity which is necessary to supply the minimum energy
needs of the average residential user:
a. For basic residential use; and
b. If qualified, for space heating; and,
C. If qualified, for an essential life-support device used by a full-time resident of a
residential household.
3. Basic Residential Use. Each eligible domestic customer will be allowed a lifeline quantity of
electricity for lighting, cooking, and food refrigerating, which is specified as basic residential use.
The lifeline quantity of electricity for base residential use is set forth on the applicable rate
schedules and is to be billed at the rates designated.
4. Space Heating. Each eligible domestic customer may be allowed an additional lifeline quantity of
electricity for space heating for service rendered during the months of November through April,
inclusive, upon application to the Utility if electricity is the domestic customer's primary source for
permanently -installed space heating. The lifeline quantity of electricity for space heating is to be
billed at the rates designated.
5. Life -Support Devices in Customer's Residence. Each eligible domestic customer may be allowed
an additional lifeline quantity of electricity, upon application to the Utility where such customer
provides certification that a full-time resident of the household regularly requires the use of an
essential life-support de,6cc, such as a respirator, iron lung, or kidney dialysis machine.

6. Procedure for Certification
The Utility may require that:

a. The customer have a medical doctor or osteopath licensed to practice medicine in the
State of California providing the Utility with a letter, acceptable to the Utility, describing
the type of regularly required life-support device and the utilization requirements in
detail; or
b. County, State, or Federal agencies, using an established notification letter to electric
utilities, provide the Utility with information relative to patients who regularly require the
use of a life-support device in the home.
Upon the above certification, the Utility shall estimate the monthly consumption of the particular
life-support device, given the usual hours of operation per month, and within 30 days add the incremental
estimated monthly usage to the customer's lifeline quantity. The Utility may require a new or renewed
application and/or certification when needed, in the opinion of the Utility.
7. Verification. Not more than one lifeline quantity will be allowed for each single-family dwelling
or accommodation on the premises for each of the end uses set forth in Paragraphs 3, 4, and 5
above. However, where there are multiple life-support devices at such single-family dwelling or
accommodation, all such certified devices shall be totaled for one lifeline quantity. The number of
single-family accommodations on the premises and the existence of the specified end use
equipment required to obtain certain lifeline quantities of electricity, as set forth on the applicable
rate schedules, are subject to verification by the Utility.
In the event the Utility ascertains that the customer is not eligible for such additional lifeline
quantity, such customer may be rebilled as if no such additional lifeline quantity had been allowed,
8. Termination of Use. Customers shall give the Utility notice of termination of use of equipment or
devices set forth in Paragraphs 4 and 5 above.
9. Billing. The customer charge and the energy charge shall be billed in the appropriate blocks at the
rates designated as applicable to lifeline service up to the total of the applicable lifeline quantities
as determined in accordance with Paragraphs 3, 4, and 5 above. Usage in excess of the total
applicable lifeline quantities shall be billed in the blocks continuing from the point reached by the
total of the applicable lifeline quantities at the rates designated. In addition, all kilowatt-hours sold
shall be subject to the Rate Stabilization Adjustment.
B. Multi -Family Accommodations
Where all of the single-family accommodations in an apartment house. court group, or similar multifamily
accommodations are on a single meter, the customer shall have the following options:
1. To be billed in General Service Schedules GS -1 or GS -2; or
2. To be billed on the applicable DSM or DSMS rate of this schedule.
C, Rate Stabilization Adjustment
The rates above are subject to adjustment as provided in Schedule RSA. The applicable billing factor set
forth therein will be applied to all kilowatt-hours billed under this rate schedule.

C. Power Factor Adjustment
The charges v. ill be adjusted each month for the power factor as follows:
The charges will be increased by 31 cents per kilovar of reactive demand.
The kilovars of reactive demand shall be calculated by multiplying the kilowatts of measured
maximum demand by the ratio of the kilovar-hours to kilowatt-hours. Demands in kilowatts and
kilovars shall be determined to the nearest unit. A ratchet device will be installed on the
Idlovar-hour meter to prevent its reverse operation on leading power factor.
D. Voltage Discount
The charges, excluding the Customer Charge, Power Factor and Rate Stabilization Adjustment, will
be reduced by 3% for service delivered at voltages from 2 to 10KV; by 6% for service delivered at
voltages from IIKV to 50KV; customer equipment and metering per Department standards. For
service delivered at levels above 50 kV all charges will be assessed as set forth in the schedule
above.
E. Temporary Discontinuance of Service
Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary

the customer installs and utilizes thermal energy storage equipment for air conditioning. Customers must execute an
application with APU for service under this rate schedule. For a customer whose monthly maximum demand is
between 200 kW and 500kW for a given meter, the customer must shift a minimum of 20 percent (20%) of the
monthly maximum on -peak demand for a given meter to off-peak demand as a result of the installation and
utilization of thermal energy storage equipment for air conditioning. If the customer fails to shift 20 percent (20%) of
the monthly maximum on -peak demand for a given meter and/or exceeds 500 kW for a given meter for any three (3)
months during the preceding 12 months, the customer will be ineligible for service under this rate schedule and the
customer's account for that meter shall transfer immediately to the otherwise applicable tariff based on commercial

When in the sole opinion of APU, it is impractical to provide single phase service under this rate

D. Determination of Monthly Usage
The customer must provide APU information from which APU can determine the level of kWh usage to
be consumed and/or the level of service to be provided, such as a TES unit nameplate rating and the
number of units to be installed. APU will place the customer in the appropriate usage tier and charge the
customer the maximum value of that tier. APU retains the right to perform on-site inspections to verify
the energy consumption of the TES unit(s).
E. Billing
A customer's bill is calculated according to the rates and conditions listed in this rate schedule. The
customer is responsible, subject to APU audit, to report all additions or removals of TES units from the
customer's facilities.

The billing demand in any month shall be based on electric consumption indicated and recorded by
instruments supplied, owned and maintained by APU upon the customer's premises. Separate billing
demand shall be determined for the on -peak and mid -peak time periods. The billing demands for the on -
peak and mid -peak time periods shall be the maximum rate of consumption of electric energy measured
in any 15 -minute interval during the monthly billing period. Billing demand shall be determined to the
nearest kW.
G. Power Factor Adjustment
The charges will be adjusted each month for the power factor as follows. The charges will continue to
be adjusted by 31 cents per kilovar of reactive demand. The kilovars of reactive demand shall be
calculated by multiplying the kilowatts of measured maximum demand by the ratio of the kilovar-hours
to kilowatt-hours. Demand in kilowatts and kilovars shall be determined to the nearest unit. A ratchet
device shall be installed on the kilovar-hour meter to prevent its reversal operation on leading power
factor.
M Temporary Discontinuation of Service
Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary
reduction of load. Any customer who resumes service within 12 months must pay all charges that would
have been billed had the service been continuous.
I. Public Utilities General Manager
As with all developmental rates, the Public Utilities General Manager, at his or her sole discretion, may
modify, restrict, or close this developmental rate schedule upon notification and approval of City
Council.
J_ Voltage Discount
The charges excluding the customer charge and Power Factor and Power Cost Adjustment/Rate
Stabilization Account will be reduced by 3 percent (3%) for service delivered and metered at voltages
from 2 or 10 kV; by 6 percent (6%) for service delivered and metered at voltages from 11KV to 50KV;
customer equipment and metering per Department standards. Service at voltage levels above 50 KV
will be by contract.

SPECIAL CONDITIONS

B. Whenever, upon test, any equipment is found to be delivering more than 125% of its capacity as indicated
by its nameplate rating, the City may disregard the nameplate rating and base its charges upon the actual
output as calculated from the test.
C. Where the use of energy is seasonal or intermittent, no adjustment will be made for a temporary reduction
of connected load. Any customer who resumes service of such connected load within 12 months must pay
all charges that would have been billed had service been continuous.

When any holiday listed above falls on Sunday, the following Monday will be recognized as an off-peak
period. No change in off-peak hours will be made for holidays falling on Saturday.
Adjustments to on -peak, mid -peak, and off-peak time periods may be shifted in instances where market
pricing conditions affect the energy costs or the time of day when market prices are highest. In such
instances, Customers shall be notified thirty (30) days in advance of an adjustment to the time period, and
the Utility is limited to such adjustments no more than once every twelve (12) months,

each year. The winter season shall commence at 12:00 a.m. on October I of each year and continue until

C. Billing Demand

Premises.
Separate Billing Demand shall be determined for the maximum demand, and for the on -peak and mid -peak
time periods. The Billing Demands for the maximum, demand and for the on -peak and mid -peak periods
shall be the maximum rate of consumption of electric energy measured in any 15 -minute interval during the
monthly Billing Period.
Billing Demand shall be determined to the nearest kW. Where the demand is intermittent or subject to
extreme fluctuations, the maximum demand may be based on a shorter interval,

Failure of Demand Shifting Equipment

Should Customer demand shifting equipment, such as Thermal Energy Storage equipment or other type of
equipment, fail for a period of 30 continuous days and be repaired or replaced within 60 days of initial
failure with Customer proof satisfactory to the Public Utilities General Manager, appropriate demand
charge billing adjustments will be made to the Customer's bill as if that equipment had been operational. If
the Public Utilities General Manager does not receive satisfactory proof within this time frame, the
Customer will be charged the rates included in this developmental rate schedule without any billing
adjustments. The Customer may choose another applicable Rate Schedule for future service, but may not
return to this developmental rate schedule within a twelve (12) month period.
K. Totalized Metering and Billing
Should the Customer have multiple Meters for a single Premises, the Meters may be totalized for billing
purposes at the convenience of the Utility. Totalized billing shall include a single Customer Charge for all
Meters, totalized demand, which is the concurrent demand of all Meters, and totalized energy, which is the
sum of all energy measured for all Meters.

and will be restricted from exercising the option to switch rate schedules more than once in any twelve-month period.

A Customer receiving service under this developmental rate schedule may elect to change to another applicable
Rate Schedule but only after recei-ving service on this developmental rate schedule for at least 12 consecutive
months. If a Customer elects to discontinue service on this developmental rate schedule, the Customer will not
be permitted to return to this developmental rate schedule for a period of one year from the discontinued service
date.
E. Interconnection
Customers taking service under this developmental rate schedule shall have electrical interconnections only
upon approval by the Utility for billing purposes, and by the City Planning Department for building code
compliance. The electrical interconnection shall be configured in order to prevent or protect against adverse
conditions on the Utility's system that may cause harm to persons, equipment damage, electric service
degradation, or result in metering errors.
F. Rate Stabilization Adjustment
The rates above are subject to adjustment as provided for in Schedule RSA. The applicable billing factor set
forth therein will be applied to all on peak kilowatt-hours billed under this developmental rate schedule and not
applied to off peak kilowatt-hours.

Unless specifically defined below-, words or phrases used in the Rates, Rules and Regulations shall be interpreted so as
to give them the meaning they have in common usage and to give these Rates, Rules and Regulations their most
reasonable application.
Added Facilities: The facilities provided by the Utility at the request of the customer which are over and above the
Utility's standard facilities, including but not limited to Preferred/Emergency Service.
APU: Anaheim Public Utilities.
Applicant: The Person, association, corporation or governmental agency applying for electric service.
Application: A request to the Utility for service as distinguished from an inquiry as to the availability of or charges
for such service.
Billing Demand: The load or demand used for computing charges under rate schedules based on the size of the
customer's load or demand. It may be the connected load, the measured maximum demand, or a modification of
either as provided for by applicable rate schedules.
Billing Period: The time interval between gathering the data used for billing purposes.
City: The City of Anaheim, a municipal corporation.
City Council: The City Council of the City of Anaheim, California.
Class of Service: Different classes of service are: General Lighting, Multiple -Phase Lighting, Combination Lighting
and Power, Emergency Lighting, Single -Phase Power, Polyphase Power, Welding, X-ray, Fire Pump, and Fire
Alarm.
Commercial Developments: Consist of two or more enterprises engaged in trade or the famishing of services; e.g.,
shopping centers, sales enterprises, business offices, professional offices, and educational or governmental
complexes.
Connected Load: The sum of the rated capacities of all of the customer's equipment that can be connected to the
utility's lines at one time as more completely described in the rate schedules.

Customer: The Person in whose name Utility electric service is rendered as evidenced by the contract or agreement
for that service, or, in the absence of a signed instrument, by the receipt of bills or Summary Bills regularly issued in
his name regardless of the identity of the actual user of the service. A Customer may also be a party with whom the
City of Anaheim is doing business, with or without a billing relationship, or who is receiving benefit of utility service
under another party's name.
Customer's Mailing Address: The address specified in a Customer's Application or contract, or any other address
subsequently given to the Utility by the Customer, to which any notice or other communication is to be mailed.
Data Acquisition Agent (DAA): The entity that collects meter data associated with Customer Choice customer usage
on the Utility's behalf and provides such data to the Utility and each ESP after being validated in accordance with
the requirements of the Utility's Electric Rates, Rules and Regulations and in compliance with Independent System
Operator requirements.
Date of Presentation: The date upon which a bill or notice is mailed or delivered by the Utility to the Customer.
Debt Service: Cash required over a given period of time for the repayment of interest and principal on borrowed
funds.
Distributed Generation Resource: A source of electricity utilizing small-scale renewable power generation
technologies including, but not limited to, solar panels on the roofs, of buildings and small wind turbines, which
provide an alternative to or an enhancement of a traditional electric power system and reduce the amount of energy
lost in transmitting electricity since power is generated near where it is used.
Distribution Lines: Overhead pole lines and/or underground facilities consisting of conduit and cable which are
operated at nominal distribution voltages.
Diversion: Any activity described in California Penal Code section 498(b), as may be amended from time to time.
Domestic Service: Service for residential use at a dwelling Premises. Any service for other than residential use at a
dwelling Premises may be served through the domestic service meter only where such nondomestic connected load
does not exceed 300 watts for lighting or 2 hp for power.
Electric Utility: The electric division of the Utility,
Eligible Customer -Generator: Any Customer who uses a solar or wind turbine electrical generating facility or a
hybrid system of both that is located on the Customer -generator's Premises, is interconnected and operates in parallel
with the City's transmission and distribution facilities. and is intended primarily to offset part or all of the Customer -
generator's own electrical requirements on the Premises.
Energy Service Provider (ESP): The party that contracts with the end-use customer to provide commodity electric
service.
Environmental Mitigation: Measures taken to decrease the negative impacts on the natural environment resulting
from activities associated with the provision of electric services, including procurement, generation, transmission,
and distribution of power.
General Manager: General Manager of the City of Anaheim, Public Utilities Department or a designee.
General Service: Service to any lighting or power installation except those eligible for service on single-family or
multi -family domestic, street lighting, outdoor area lighting, or municipal schedules,
Greenhouse Gas: Any gas that absorbs andlor emits infra -red radiation in the atmosphere, including carbon dioxide,
methane, nitrous oxide, perfluorocarbon, sulfur hexafluoride, and hydrofluorocarbons, or as may be defined in
applicable state or federal law,

DEFINITIONS
Housing Project: A building or group of buildings located on a single premises and containing residential dwelling
units for which master metering of electric service at one location has been installed in accordance with tariffs in
effect at the time of installation.
Industrial Developments: Consist of two or more enterprises engaged in a process which creates a product or
changes materials into another form or product.
intermittent Service. Service which, in the opinion of the 'Utility, is subject to discontinuance for a time or at
intervals.
Independent System Operator (ISO): A California, State chartered, nonprofit public benefit corporation charged
with operating the majority of California's high-voltage wholesale power grid and balancing the demand for
electricity with an equal supply of megawatts.
Lighting Service: Sen,ice to any apparatus transforming electric energy into light for all visual purposes except
those specified under "Power Service".
Line Extension: All facilities required to extend electric service from the utility's existing permanent facilities to the
Point of Delivery.
Load Factor: The actual energy consumed divided by the peak electric demand multiplied by the total hours of
consumption.
Mailed: Any notice or other communication will be considered "mailed" when it is enclosed in a sealed envelope,
properly addressed, and deposited in any United States Post Office Box.

Maximum Demand: The average kilowatts during the specified time interval when the customer's use is greatest in
the billing period as indicated or recorded by the utility's meter.
Meter: The instrument used for measuring the electricity delivered to a Customer.
Month: A thirty -day period.
Multi -family Accommodation: An apartment building, duplex, mobilehome park, court group, or any other- group of
residential units located upon a single Premises, providing the residential units therein meet the requirements for a
Single -Family Accommodation. Hotels, guest or resort ranches, tourist camps, motels, auto courts, and trailer courts,
consisting primarily of guest rooms and/or transient accommodations, are not classed as multi -family
accommodations.
Municipal Service: Utility services supplied to City of Anaheim departments.
Nominal Voltage: The nominal voltage of a circuit is the approximate voltage between conductors in a circuit or
system of a given class, assigned for the purpose of convenient designation. For any specific nominal voltage, the
operating voltage actually existing at various points and at various times on the system is subject to normal
distribution variation.
Participating Apartment Owner: An apartment owner who has signed an agreement with the City of Anaheim to
participate in a plan whereby utility service at his various units will automatically be established in his name as they
become vacant.
Permanent Service: Service which, in the opinion of the Utility, is of a permanent and established character. This
service may be continuous, intermittent, or seasonal in nature.

DEFINITIONS
Person: Any individual, partnership, corporation, public agency, or other organization operating as a single entity.
Point of Delivery: The point as determined by the Utility where conductors of the Utility are connected to the
conductors of the customer, regardless of the location of the Utility's meters, interconnection point or transformers.
Utility conductors may be owned, leased, or under license by the Utility, and the conductors of the customer may be
owned, leased, or under license by the customer.
Power Factor: The ratio of the revenue producing current in a circuit to the total current in that circuit, In terms of
power quantities, power factor is the ratio of kw (real power) to the total kva (total power).
Power Service: Service to apparatus or equipment used for purposes other than lighting shall be considered as power
service, Lamps or lights used for purposes which, in the opinion of the Utility, are not general illumination purposes
are classed as power service.
Preferred/Emergency Service: Added Facilities required to provide redundant service from an alternate utility
source, and the equipment to transfer load from a preferred or normal source to an emergency or backup source.
Premises: All of the real property and apparatus employed in a single enterprise on an integral parcel of land
undivided, excepting in the case of industrial, agricultural, oil field, resort enterprises, and public or quasi -public
institutions, by a dedicated street, highway, or other public thoroughfare, or a railway. Automobile parking lots
constituting a part of and adjacent to a single enterprise may be separated by an alley from the remainder of the
premises served.
Public Utilities Board: The Public Utilities Board as appointed by the City of Anaheim City Council.
Pull Box: An enclosure for joining conductors which also provides by its size, arrangement, and location the
necessary facilities for pulling the conductors into place.

DEFINITIONS
Quasi -public Institutions: Public utilities, educational institutions, and hospitals, whether publicly or privately
owned, where the property, campus or hospital grounds, extend oNer relatively large areas through which public
streets may run.
Rate Charges: Electric charges in the Rates, Rules and Regulations may include the following:
Added Facilities Charge: The fee collected by the Utility for the installation and use of Added Facilities
equipment.
Customer Charge: That portion of the charge for service which is a fixed amount without regard to
connected load, demand, or energy consumption in accordance with the Rate Schedule,
Demand Charge: That portion of the charge for service which varies with the billing demand in accordance
with the Rate Schedule.
Energy Charge: That portion of the charge for service which varies with the quantity of energy consumed
in accordance with the Rate Schedule.
Minimum Charge: The least amount for which service will be rendered in accordance with the Rate
Schedule.
Power Factor Adjustment: That portion of the charge for service which varies with the Power Factor in
accordance with the Rate Schedule.
Service Charge: That portion of the charge for service which is a fixed amount based on connected load in
accordance with the Rate Schedule.
Rates, Rules and Regulations: The rate structure, the Rules, and any regulations as approved by the City Council,
governing the use and delivery of electricity.
Rate Schedule: May be one or more Tariff Pages setting forth the charges and conditions for a particular class or
type of service at a given location. A Rate Schedule, as referred to herein, shall include all the wording on the
applicable Tariff Page or pages, including but not limited to, the following: Schedule Number, Class of Service,
Character or Applicability, Territory, Rates, Conditions, and reference to a Rule or Rules.
Required Net Energy Meter: A single meter capable of registering the flow of electricity in two directions.
Residential Unit: A residential dwelling unit consisting of a room or group of rooms which do not qualify as Single -
Family Dwellings. Residential Units may be used as permanent primary dwellings, as transient tenant
accommodations, and by organizations or groups of persons. When a Residential Unit is used as a permanent
primary residence, use shall be domestic service. When such units are used by a transient tenant, an organization, or
a group of Persons, use shall be nondomestic or general service.
Revenue: Amount realized from the selling of goods or services before customer discounts or uncollectible write-
offs are applied. This does not include amounts collected from sources that are to be deferred in accordance with
Governmental Accounting Standards Board (GASB) Statement No, 62.

Rule(s): Tariff Pages which set forth the application of all rates, charges and services when such applicability is not
set forth in and as a part of the Rate Schedules.
Service Wires or Connection: The group of conductors, whether overhead or underground, necessary to connect the
service entrance conductors of the Customer to the Utility's supply line, regardless of the location of the Utility's
Meters or transformers. An overhead service connection, sometimes referred to as a "service drop", is the group of
conductors between the Customer's building or other permanent support and the Utility's adjacent pole.
Service Extension: Consists of the service wires or connections from the Point of Delivery to the Customer's
equipment.
Single Enterprise: A separate business or other individual activity carried on by a Customer. The term does not
apply to associations or combinations of Customers.
Single -Family Dwelling or Accommodation: A house, apartment, or other dwelling unit which is used as a residence
by a single family.
Street Lighting Service: Service to any lighting apparatus used primarily for the illumination of streets, alleys,
highways, or other public ways.
Summary Bill: A customer account billing statement that includes charges for multiple Service locations, Any customer
with a minimum of two Service locations with single or multiple utility Services can choose to receive a summary bill,
Swimming Pool: A permanently installed swimming pool, above or below ground, with permanently installed pump,
motor, filtering equipment and automatic timer to control the operation of the pumping equipment. The pump motor
must be rated at a minimum of 3/4 horsepower.
Tariff Page: An individual page of the Tariff Schedules.
Tariff Schedules: The entire body of effective rates, 'rentals, charges, and Rules collectively of the Utility, as set
forth herein, and including title page, preliminary statement, Rate Schedules, and Rules.
Temporary Service: Service for enterprises or activities which are temporary in character or where it is known in
advance that service will be of limited duration. Service, which in the opinion of the Utility, is for operations of a
speculative character or the permanency of which has not been established, also is considered Temporary Service.
Tract or Subdivision: An area which may be identified by filed subdivision plans or as an area in which a group of
dwellings may be constructed about the same time, either by a large scale builder or by several builders working on a
coordinated basis.
Underground Distribution System: An electric distribution system with all cables installed underground except those
conductors in surface -mounted equipment enclosures.
Underground Transmission System: A transmission system up to 69kV with all cables installed underground.
Utility: The City of Anaheim - Public Utilities Department.
Utility's Operating Convenience: The term refers to the utilization, under certain circumstances, of facilities or
practices not ordinarily employed which contribute to the overall efficiency of the Utility's operations; it does not
refer to Customer convenience or to the use of facilities or adoption of practices required to comply with applicable
laws, ordinances, rules or regulations, or similar requirements of public authorities.

1. The character of service available at any particular location should be ascertained by inquiry at the
City's Electrical Engineering Division office.
2. The rate schedules included herein are applicable for service where the customer purchases his
entire electrical requirements from the Utility, except where such schedules specifically provide,
otherwise, and are not applicable where a part of the customer's electrical requirements are
supplied from some other source.
3. The rate schedules included herein are only applicable for service provided from overhead
distribution facilities (or where underground distribution facilities are provided for the Utility's
operating convenience or in accordance with the provisions of Rules Nos. 15, 15.1, 16 and 20)
except where schedules specifically provide otherwise.
4. Alternating current service of approximately 60 -cycle frequency will be supplied.
5. Voltages referred to in the tariff schedules are considered nominal voltages and reasonable
variations, with prior written approval of the Utility, may occur.
6. Service will be supplied at one standard voltage as described in Paragraph B.I below. Each service
shall have a service main disconnecting device with an ampere rating equal to or less than the
ampere rating of the underground pull section and the service conductors. The total ampere rating
of the service main disconnecting devices including taps to the underground pull section shall be
equal to or less than the ampere rating of the service conductors.
B. PHASE AND VOLTAGE SPECIFICATIONS
Standard nominal voltages of the Utility are as follows:
a. Distribution voltages - 120, 1201240, 120/208, 277/480, 6900, and 12,000 volts.
b. Voltages of 33,000 volts and above are transmission voltages. For its operating
convenience, the City may elect to supply a customer from lines of transmission voltage.
C. Where the City maintains four -wire wye-connected polyphase secondary mains: 120,
1201208, and 277(480 volts.

d. Where the City maintains four -wire, delta -connected, polyphase, secondary mains: 120 or
120/240 volts.
e. All customer -owned utilization equipment must be designed and rated in accordance with
utilization voltages specified by the American National Standard C84.1 for customer
equipment to perform satisfactorily.
f The utility system is designed and maintained to provide service voltage levels at the
customer's amain switch as specified by the American National Standard 084.1. The
Utility has no control over the customer's utilization voltage that results from voltage
drop in customer's wiring.
g. While average voltages are maintained as described in Paragraph B.l.f. above, it must be
recognized that short term voltage excursions (transients) exceeding these levels can
occur as the result of normal systems operations (circuit switching, motor start-up, etc.).
Equipment containing microprocessors or other sensitive electronic components can be
damaged or otherwise rendered inoperative by such transients. It is the customer's
responsibility to determine the suitability of the supplied power, and to provide any
necessary power conditioning equipment,

b. The maximum size 120 volt single-phase motor allowed is I hp and the maximum size
240 volt, or higher voltage, single-phase motor allowed is 10 lap.
C. Where the City maintains four -wire wye-connected 120!208 or 2771480 volt secondary
mains, single-phase service is supplied at 1201208 volts, three-vrire, for which the
maximum allowed is a 100 -amp maim switch. Loads in excess of a 100 -amp main switch
will be supplied at 120!208 or 277/480 volts, three phase, four -wire.
Three -Phase Service
a. General

d. Loads on three-phase service must be balanced between phases in accordance with good
engineering practice.
e. Three-phase service may be supplied to installations having a proposed main service
switch in excess of the switch capacities specified above provided approval of the Utility
first has been obtained as to the number and size of switches, circuits and related
facilities. Such service will be supplied from two separate service connections at one
Iocation from one transformer location. Energy so supplied will be measured through one
meter. The loads will be balanced as closely as practicable between the senices.
Combined Single-phase Service and Three-phase Service
a. Service may be combined at 120.'208 volts four -wire. vye-connected where the Utility
does not maintain four -wire secondary polyphase mains, provided (1) written application
is made for such service by the customer; (2) the customer's load is of such a size as to
require an individual transformer installation of not less than 15 KN'A when supplied
from the overhead system and 45 KVA when supplied from an underground system.
Transformer capacity is based on load diversity as determined by the Utility; and (3) the
customer provides space acceptable to the Utility on the premises to accommodate the
installation of the Utility's facilities.

b. Service may be combined at 277/480 volts four -wire wye-connected where the Utility
maintains 120/208 volt or 240 volt secondary polyphase mains, provided: (1) written
application is made for such service by the customer; (2) the customer's load is of such
size as to require an individual transformer installation of not less than 30 KVA of
transformer capacity when supplied from the overhead system and 45 KVA when
supplied from the underground system. Transformer capacity shall be based on load
diversity as determined by the Utility; and (3) the customer provides space acceptable to
the Utility on the premises to accommodate the installation of the Utility's facilities.
C. Service may be combined at 120/240 volts four -v -ire delta -connected where the Utility
does not maintain four -wire secondary polyphase mains, provided: (1) the customer's
load is of such a size as to require an individual transformer installation of not less than
15 KVA of transformer capacity, as determined by the Utility and complies with
paragraph 3-b above if applicable; (2) the imbalance between phases is less than 100 kW;
and (3) the customer provides space acceptable to the Utility on the premises to
accommodate the installation of the Utility's facilities.
d. The maximum demand allowances for combined single-phase and three-phase are set
forth in B-3 above.
e. The minimum demand load for a three-phase padmounted transformer is 45 KVA for
120/208 volt service or 2771480 volt service.
f. All three-phase circuits not exceeding 250 volts shall have either a phase or neutral
grounded and a four -wire polyphase service run to the customer's service entrance main
switch.
At the option of the City, the above voltage and phase specifications may be modified because of
service conditions at the location involved.

C. MOTOR PROTECTION AND EQUIPMENT
Customer's motor equipment must conform with the following requirements.

1. Motors that cannot be subjected safely to full rated voltage on starting, or that drive machinery of
such a nature that the machinery itself, or the product it handles will not permit the motor to
resume normal speed upon the restoration of normal supply voltage shall be equipped with devices
that will disconnect them from the line upon failure of supply voltage and that will prevent the
automatic reconnection of the motors upon restoration of normal supply voltage.
2. All motors of 1 hp or larger shall be equipped with thermal relays, fuses, or other automatic
overcurrent interrupting devices to disconnect completely such motors from the line as a
protection against damage due to overheating.
3. Three-phase motors driving elevators, hoists, tramways, cranes, conveyers or other equipment,
which would create hazard to life in the event of uncontrolled reversal of motor rotation, shall be
prodded with reverse -phase and open -phase protection to disconnect completely the motors from
the line in the event of phase reversal or loss of one phase.
4. Wind machines thermostatically controlled with automatic reclosing switches must be equipped
with suitable time -delay devices, such as hereinafter specified, at the customer's expense, to permit
the required adjustment of the time of reclosure after interruption of service.
A suitable time -delay device, within the meaning of this rule, is a relay or other type of equipment
that can be present to delay with various time intervals the reelosing of the automatic switches
(and the consequent starting up of the electric motors on the wind machines) and to stagger the
reconnection of the load on the Utility's system, and such device must be constructed so as
effectively to permit a variable overall time interval of not less than five minutes with adjustable
time increments of not greater than ten seconds. The particular setting to be utilized for each
separate installation is to be determined by the Utility from time to time in accordance with its
operating requirements, and the customer is to obtain from the Utility the setting for each
installation as thus determined.

The starting current drawn from the Utilitys lines shall be considered the nameplate looked rotor
current or that guaranteed by the manufacturer.
At its option the Utility may determine the starting current by test, using a stop ammeter with not
more than 15% overswing or an oscillograph, disregarding the value shown for the first 10 cycles
subsequent to energizing the motor.
If the starting current for a single motor exceeds the value stated in the following tables, reduced
voltage starting or other suitable means must be employed, at the customer's expense, to limit the
current to the value specified, except where specific exemptions are provided in Sections D.2,3,
and 4.

2. Where service conditions permit, subject to Utility approval, reduced -voltage starters may be
omitted in the original installation until such time as the Utility may order the installation of a
reduced -voltage starter to be made, and, similarly, the Utility may at any time require starting
current values lower than set forth herein where conditions at any point on its system require such
reduction to avoid interference with service.

Reduced -voltage starters may be omitted On any motor of a group installation provided that its
starting current does not exceed the allowable starting current of the largest motor of the group.
A reduced -voltage starter may be omitted on any motor in a group installation provided that its
starting current does not exceed three times the maximum demand in amperes of the entire
installation.

Customer's protective relays, fuses, circuit breakers and other protective devices must comply with the
following requirements:
1 All customer protective device operating times and circuit breaker trip element upper -bound trip
times shall be a minimum of 0.25 seconds (15 cycles) less than the trip time of the Utility feeder
protective relay settings for all current values between the customer service entrance rating and the
maximum available fault current.
2. All customer fuse maximum fault clearing times shall be a minimum of 030 seconds (18 cycles)
less than the trip time of the Utility feeder protective relay settings for all current values between
the customer service entrance rating and the maximum available fault current.
3. Three-phase primary service customers shall submit protective device characteristics and/or relay
calibration data to the Utility for approval prior to establishment of service,
F. INTERFERENCE WITH SERVICE
I Customers who operate equipment which causes detrimental voltage fluctuations (such as, but not
limited to, hoists, welders, radio transmitters, X-ray apparatus, elevator motors, compressors, and
furnaces) reasonably must limit such fluctuations upon request by the Utility. The customer will
be required to pay for whatever corrective measures are necessary.
1 In the case of are furnace installations not in excess of 100 KVA single-phase, or 300 KVA
three-phase, the Utility may furnish energy at 240 or 480 volts, providing the customer
permanently installs suitable equipment to limit secondary short-circuit current values to 300% of
fall load value. In the case of arc furnace installation in excess of 100 KVA, single-phase, or 300
KVA three-phase, the Utility may require the customer to provide, at his own expense, special
furnace type transformers and reactors sufficient to limit secondary short-circuit current values to
300% of full load value. In such cases, the Utility shall furnish energy at standard voltages over
5,000 volts,
1 Any customer who superimposes a current of any frequency upon any part of his electrical system,
other than the current supplied by the Utility, shall, at his own expense, prevent the transmission
of such current beyond his electrical system.
G. POWER FACTOR
The Anaheim Public Utilities may require the customer to provide, at his own expense, equipment to
correct the customer's operating power factor to between 90% lagging and 90% leading.
H. WAVEFORM
The Utility may require that the wave form of current drawn by equipment of any kind be in conformity
with good engineering practice.

Added Facilities are considered to be existing, upgraded, or new facilities installed and/or used by the Utility
at the customer's request in addition to the standard facilities which the Utility would normally install or use,
and which represent additional costs to the Utility over normally installed facilities. Added Facilities may
include, but are not limited to, those facilities necessary to supply Preferred/Emergency Service, data
monitoring services, or other non-standard facilities. Except where provided by rate schedule, installation of
Added Facilities will be made, provided the type of Added Facilities requested is acceptable to the Utility
and the Utility agrees to the installation of the Added Facilities, under the following conditions:
a. The applicant for Added Facilities is also an applicant for permanent electric service or is a
customer for permanent electric service at the same location.
b. Prior to the Utility installing Added Facilities, the customer shall agree to pay for the Added
Facilities in the amount determined by the Utility based upon the added capital investment, and
ongoing maintenance. At its option, the Utility may finance the Added Facilities, and the customer
shall be responsible for the associated financing costs. The Utility may include the Added
Facilities charges on the customer's monthly bill.
C. In the event that the Added Facilities are abandoned prior to ten years from the date service is first
rendered from the Added Facilities, the Utility may charge the customer the balance owed on the
cost of installed Added Facilities, plus the cost of removal, less the estimated salvage value of
removable materials.
All monthly charges shall be reviewed and readjusted when changes occur in the Utility's cost for
providing such service.
UNMETERED SERVICE

Except as provided below, all electric service provided by the Utility shall be metered and such
metering shall conform to the requirements of the Rates, Rules and Regulations. Notwithstanding
the foregoing, the Utility shall provide unmetered electric service to a Customer load where a
Customer will own, operate and maintain the equipment to be provided service and the Utility's
Electrical Engineering Division determines that any of the following is applicable:
a. It will be impractical to install a Meter at the requested location;
b. Electric service is for non -motor operated loads or non -building loads located in any
street, highway, roadway, or right of way; or
C. The low power demand and usage of the Customer's load will not register on a Meter.
For any Customer load subject to this Section J, the following requirements shall apply:
a. The Utility shall reasonably determine electric consumption from the manufacturer's
specifications and operating characteristics of Customer's unmetered equipment.
b. The Point of Delivery shall be determined by the Utility at the time senzce is requested
by the Customer.
C. The Customer shall allow the Utility to place seals on service enclosure covers, which
protect unmetered energized conductors installed by the Customer, and Customer's
equipment shall accommodate those seals as required and accessed solely by the Utility.
d. The Utility may perform on-site inspections to verify the energy consumption location
and inventory of the equipment at any time.

ENERGY DISCOUNT FOR INCOME-OUALIFIED CUSTOMERS - SENI X LONG-TERM DISABLED,
OR MILITARY VETERAN
A. GENERAL
The Utility offers programs in the areas of energy efficiency; low-income services and rate discounts;
research, development and demonstration programs; and renewable resources. All public utilities in
California are required to offer these programs, which are collectively referred to as Public Benefit
Programs. The Income -Qualified Senior/Long-Term Disabled/Military Veteran Energy Discount Program
is one of the programs adopted by the City Council in the area of low-income rate discounts.
The Income -Qualified Senior/Long-Teri Disabled/Military Veteran Energy Discount Program provides a
10% discount on residential electric charges for income -qualified senior, long-term disabled, and military
veteran Customers, as set forth in Sections B and E. This program will remain in effect until terminated by
the City Council,
B. TERMS OF THE AGREEMENT - QUALIFICATIONS
To receive the assistance as an income -qualified senior, the Customer shall meet the following guidelines:
1. Have an annual household income level of 80% or less of the Orange County median, according to
the annual Housing and Urban Development Section 8 income guidelines.

To receive the assistance as an income -qualified long-term disabled Customer, the following guidelines
must be met:
I. Have an annual household income level of 80% or less of the Orange County median, according to
the annual Housing and Urban Development Section 8 income guidelines.
2. Submit Social Security Supplement to Income (SSI) documentation or a letter from a physician.
3. Be a residential electric Customer of record or submetered master -metered Customer.
To receive the assistance as an income -qualified military veteran Customer, the following guidelines must
be met:
1. Have an annual household income level of 80% or less of the Orange County median, according to
the annual Housing and Urban Development Section 8 income guidelines.
2. Submit identification proving military service including either a copy of a DD -214, Veteran Health
Identification Card (VHIC), or Common Access Card (CAC).
3. Be a residential electric Customer of record or submetered master -metered Customer.
C. ADJUSTMENT OF ELECTRIC BILLS
Income -qualified senior, long-term disabled, and military veteran residential electric Customers will receive
an electric discount of 10% total on their residential electric charge. For the purpose of this Rule, the
electric charge includes the Customer charge and the energy charges. The discount shall appear as a line
item on the Customers' bills. The discount shall be calculated separately for each Customer individually
metered by the Utility, based upon the electric charge.
Master -metered Customers that provide electric sub-mctering to qualified tenants are also eligible for the
electric discount. The master -metered Customer shall be issued a flat discount amount equal to 10% of the
average low-income, senior electric charge. This will be multiplied by the number of income -qualified
senior, long-term disabled, and military veteran tenants who are submetered to the master meter.
D. TERM NATION OF BILLING DISC"OU'NT
Once instituted, the discount shall remain in effect until one of the following occurs:
1. The annual household income of the income -qualifying senior, long-term disabled, or military
veteran person exceeds 80% of the Orange County median.
2. For individually metered accounts, the income -qualifying senior, long-term disabled, or military
veteran person is no longer named on the account.
3. For master -metered accounts, the income -qualifying senior, long-term disabled, or military veteran
person is no longer named as the tenant.
4. The Public Benefit Programs funds are exhausted.
5. The Income -Qualified Senior/Long-term Disabled/Military Veteran Energy Discount Program is
terminated for any reason by the City Council.

E. BILLING DISCOUNT
1. Income -qualified senior, long-term disabled, and military veteran Customers who are individually
metered by the Utility will receive a 10% total discount applied to the total electric charge on their
bill, including the Customer charge and total kWh charges, as shown in the following formula:
Total Customer and kWh charges X .10 = Electric Discount
2. Master -metered Customers that provide electric sub -metering and issue electric bills to their
tenants shall be issued a flat monthly discount for their incom"ualifying senior, and long-term
disabled, and military veteran tenants using the following formula:
Number of income -qualified senior, long-term disabled, and military veteran tenants X
Average* senior, long-term disabled, and military veteran electric bill X .10 = Flat
Monthly Electric Discount
*The average income -qualified senior, long-term disabled, or military veteran bill shall be
calculated based on the previous twelve (12) months' average electric consumption for a
random sample of 500 income -qualified senior, long-term disabled, and military veteran
Customers (conducted every three years) as described in E1 above.
The master -metered Customer shall pass this savings directly to the income -qualified senior, long-
term disabled, and military veteran tenants.
3. The master -metered Customer shall maintain records of proof of payment of Customer credits to
tenants. The receipts are subject to periodic review and audit by the Utility. Credits that are
misappropriated are subject to recapture by the Utility.
