2002-150RESOLUTION NO. 20021~- 150 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING A LETTER OF UNDERSTANDING BETWEEN THE ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION, GENERAL UNIT AND THE CITY OF ANAHEIM WHEREAS, the City of Anaheim and the Anaheim Municipal Employees Association have met and conferred to reach an agreement regarding the amendment of certain sections of Article 17 (Salary Relationships) of the current Memorandum of Understanding; and WHEREAS, the Anaheim Municipal Employees Association, General Unit is in agreement with the recommendations contained in said Letter of Understanding; and WHEREAS, as a result thereof, the Letter of Understanding dated 2. between the parties has been prepared and signed; and WHEREAS, the City Council of the City of Anaheim does find that it is in the best interest of the City of Anaheim to approve said Letter of Understanding. Vehicle Technician IV Vehicle Technician V 1.150 x Vehicle Technician I!T 1.025 x Vehicle Technician I!T 1.150 x Vehicle Technician 1.200 x Vehicle Technician I!! 1.200 x Vehicle Technician II! 1.250 x Vehicle Technician II! .785 x Vehicle Technician 0.850 x Vehicle Technician 1.050 X Vehicle Technician IT! 1.092 x Vehicle Technician Appendix "A" Wages will be amended as follows to reflect, in addition to the general salary increases, and the previously approved labor market wage equity adjustments for the Librarian benchmark, the following special market adjustments: BUILDING PERMIT TECHNICIAN II: · 2 percent (2%) to be effective .]uly 5, 2002, or the first pay period following City Council approval of this Letter of Understanding, whichever occurs later I TBRAI~AN · 11/2 percent (1.5%) to be effective .July 5, 2002, or the first pay period following City Council approval of this Letter of Understanding, whichever occurs la'ter (includes 1/2% in lieu of upgrade being rolled into base) 6 revised 5/28/02 AMEA General Employees Letter of Understanding Special Market Adjustments 11/2 percent (1.5%) to be effective January 3, 2003 The following classifications will be designated as "U2" for the purpose of upgrade, effective July 5, 2002, or the first pay period following City Council approval of this Letter of Understanding, whichever occurs later: · Senior Librarian · Principal Librarian POLtCE SERVICES REPRI~$ENTATI'VE ]'T · i percent (:1%) to be effective January 3, 2003 Article :19 (Temporary Upgrade) will be amended effective July 5, 2002, or the first pay period following City Council approval of this Letter of Understanding, whichever occurs later, to reflect the 1/2% in lieu of upgrade being rolled into the base wage rate for the Librarian benchmark, as follows: AR'I1CLE Z9 TEMPORARY UPGRADF 19.1 Temporary upgrading shall be defined as the temporary assignment of an employee to work in a job class which is assigned to a salary schedule higher than his regular job class. 19.2 Employees temporarily upgraded to certain job classes shall be compensated at the lowest step in the higher salary sched'ule that will provide a premium of not less than 4.0% of the employee's regular hourly rate of pay for each hour worked in the higher job class during normal working hours if they are assigned to work in the higher job class for a minimum of two (2) hours of each day. Employees temporarily upgraded to job classes during other than normal working hours shall be compensated at the lowest step on the higher salary schedule that will provide an upgrade premium of not less than 4.0% of the employee's regular hourly rate of pay for all time worked in the higher job class. The "E" step in the higher salary schedule shall be the maximum upgrade premium when the "E" step of the higher salary schedule provides an upgrade premium of less than 4.0%. Such job classes shall be designated in Appendix "A" by a "U2" before schedule numbers. .-~ .-.,, pc-,y ....... of ...... .. 19.3 Bargaining unit employees temporarily upgraded to a management class designated with a "U2", shall receive a 5.0% increase or the minimum rate of the management salary range whichever is higher. All other upgrading rules as contained in ARlqCLE 19.2 will be applicable. 19.4 Bargaining unit employees temporarily upgraded to the management classes of Library Services Manager shall receive a 5.0% increase or the minimum rate of the management salary range whichever is higher, if they are assigned to work in the management class a minimum of one (1) complete work shift. 7 revised 5/28/02 AMEA General Employees Letter of Understanding Special Market Adjustments 19.5 Upgrade to a vacant position shall be limited to six months, except in cases of extended sick leave, industrial accident leave or leave without pay. 19.6 ANAHEIM and AMEA agree that the journey maintenance class of Park Maintenance Worker I is designated as an upgrade class and employees in the lower classification of Laborer will be eligible to receive upgrade pay in accordance with a Letter of Understanding dated June 20, 1977. AMEA and ANAHEIM agree that the requirement for possession of a Master of Library Science Degree shall be waived through .luly 1, 2005 for City of Anaheim employees working in the classification of Librarian as of the effective date of this agreement who apply for promotion to the classifications of Senior Librarian and Principal Librarian. All other job related qualifications as listed on the class specifications will be required. AMEA and ANAHEIM further agree that the Master of Library Science Degree requirement shall continue to be waived beyond .luly 1, 2005 for those employees working in the classification of Librarian as of the effective date of this agreement who demonstrate continuous progress towards obtaining such a degree.
