RES-2008-208RESOLUTION NO. 2008 -208 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ESTABLISHING THE BOUNDARIES OF THE HOSKINS HISTORIC DISTRICT AND TAKING OTHER ACTIONS IN CONNECTION THEREWITH WHEREAS, in the 1850s, German immigrants originally settled that portion of California then commonly known as the "Anaheim Colony" which grew to become, over time, the City of Anaheim (the "City and WHEREAS, the original Anaheim Colony encompassed approximately 2,127 acres bounded by North, East, South and West Streets; and WHEREAS, in 1997, the City established the Anaheim Colony Historic District in order to build community pride, provide a tangible link to the City's past and to promote the preservation of unique resources in that portion of the City known as the original Anaheim Colony; and WHEREAS, in 2004, the City established its second historic district, the Five Points Historic District, in that portion of the City immediately west of the Anaheim Colony Historic District generally known as Five Points; and WHEREAS, in 2006, the City established its third historic district, the Historic Palm District, in that portion of the City immediately north of the Anaheim Colony Historic District encompassing the original Dyer and Mills farms; and WHEREAS, the City has participated in the preservation of certain structures and buildings in the Anaheim Colony, Five Points and Palm Historic Districts determined to be historically significant resources through the acquisition, rehabilitation and disposition of such structures; and WHEREAS, the City has also preserved historically significant resources in the Anaheim Colony, Five Points and Palm Historic Districts by implementing numerous Historical Property Preservation Agreements under the Mills Act, California Government Code Section 50280 et seq. (the "City's Mills Act Program and WHEREAS, several structures and districts within the Anaheim Colony, Five Points and Palm Historic Districts appear on the National Register of Historic Places, including the Carnegie Library, the Kraemer Building, the Kroeger/Melrose District and the Melrose/Backs Neighborhood Houses; and WHEREAS, within the northwest section of the Anaheim Colony Historic District lies an area of the City that contains post World War II Minimal Traditional and Ranch -style homes commonly known as the Hoskins Historic District; and 1 WHEREAS, neighborhood residents, members of the Historic Preservation Committee and City staff have conducted a preliminary survey of structures and buildings or collections of structures and buildings deemed to be potentially important to the history, architecture and/or culture of the Hoskins Historic District (the "Preliminary Survey and WHEREAS, the Preliminary Survey identified approximately forty-three (43) structures and buildings which may be historically significant resources; and WHEREAS, designating the Hoskins Historic District an historic district would uniquely identify that portion of the City and encourage the preservation and rehabilitation of historic and unique resources in the Hoskins Historic District; and WHEREAS, designating the Hoskins Historic District an historic district would protect investment in historic and unique resources, increase property values and encourage neighborhood stabilization in the Hoskins Historic District. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES HEREBY RESOLVE AS FOLLOWS: Section 1. Designation of Hoskins Historic District. That portion of the City of Anaheim, California (i) bounded by North Street to the north, the residential alley between Helena Street and Clementine Street to the east, Sycamore Street to the south and the Harbor Boulevard to the west, and (ii) depicted on the "Map of the Hoskins Historic District" which is attached hereto as Exhibit A, is hereby designated and named the "Hoskins Historic District." Section 2. Adoption of Historic Preservation Plan. The Anaheim Colony Historic District Preservation Plan is hereby adopted as the preservation plan for the Hoskins Historic District. Section 3. Authorization to Create the Hoskins Historic District Qualified Historic Structures List. The Executive Director of the City's Community Development Department, or such person's designee, is hereby authorized to create, and update from time to time, a list of historically significant structures and buildings in the Hoskins Historic District consisting of structures that have been restored and rehabilitated in accordance with (i) the rules and regulations of the Office of Historic Preservation of the California Department of Parks and Recreation, (ii) the United States Secretary of the Interior's Standards for Rehabilitation and (iii) the State Historical Building Code, as the same may be amended, restated or replaced from time to time (the "Hoskins Historic District Qualified Historic Structures List Section 4. Authorization to Participate in Mills Act Program.
